రాష్ట్ర శాసన సభ చరిత్రలోనే ఒక అపూర్వ ఘట్టానికి శ్రీకారం చుడుతూ, స్వాతంత్ర్య దినోత్సవ వేడుకలను ప్రజా పండుగలా నిర్వహించేందుకు అమరావతి అసెంబ్లీ ప్రాంగణం సిద్ధమౌతోంది.కేవలం విద్యుత్ దీపాల అలంకరణలు,అధికారుల జెండా వందనానికే పరిమితం కాకుండా సామాన్య ప్రజలను,విద్యార్థులను భాగస్వాములను చేయాలని శాసన సభ స్పీకర్ చింతకాయల అయ్యన్నపాత్రుడు సంచలన నిర్ణయం తీసుకున్నారు.గతంలో మాజీ సియం నందమూరి తారకరామారావు తరచూ చెప్పే“మన సభ-జన సభ” అనే స్ఫూర్తితో అసెంబ్లీ గేట్లను ప్రజల కోసం తెరవనున్నట్లు ఆయన ప్రకటించారు.ఏపీ అసెంబ్లీ ప్రాంగణంలోని తన కార్యాయలయంలో బుధవారం ఏర్పాటు చేసిన మీడియా సమవేశంలో ఆయన మాట్లాడుతూ ఆగస్టు 14,15 తేదీలలో సాయంత్రం వేళల్లో ప్రజలు, ప్రజా ప్రతినిధులు, పాఠశాల విద్యార్థులు సకుటుంబంగా వచ్చి అసెంబ్లీ విద్యుత్ కాంతులను వీక్షించవచ్చని స్పష్టం చేశారు.ఈ సందర్భంగా సాయంత్రం వేళల్లో ప్రత్యేక పోలీస్ బ్యాండ్ ప్రదర్శనలు, స్వాతంత్ర్య పోరాట త్యాగాలను ప్రతిబింబించే సాంస్కృతిక కార్యక్రమాలు ఏర్పాటు చేయనున్నారు.నేటి తరం పిల్లల తోపాటు భావితరాలకు దేశ స్వాతంత్ర్యోద్యమ చరిత్ర,దేశ ఔన్నత్యం గురించి తెలియాలనే ఉద్దేశంతో విద్యార్థులను ప్రత్యేకంగా ఆహ్వానిస్తున్నామని, వీలును బట్టి వారిని అసెంబ్లీ మెయిన్ హాల్ సందర్శనకు కూడా అనుమతిస్తామని చెప్పారు.

స్వాతంత్ర్య దినోత్సవ వేడుకల సందర్భంగా అసెంబ్లీ సందర్శనలో భాగంగా పరిమితంగా ఆన్ పేమెంట్ ప్రాతిపదికన ఫుడ్ కోర్టులు సైతం ఏర్పాటుకు అనుమతి ఇచ్చామని తెలిపారు. అయితే ప్రాంగణంలో ఫోన్లతో రీల్స్ చేయడం వంటి వాటిపై భద్రతా కారణాల దృష్ట్యా కొన్ని నిబంధనలు విధిస్తామన్నారు.
ఈనెల 17 నుండి మొదలయ్యే అసెంబ్లీ సమావేశాలను సజావుగా ప్రశాంతంగా నిర్వహించేందుకు వీలుగా తీసుకోవాల్సిన చర్యలపై ఈనెల 14వతేది ఉదయం సిఎస్ సహా ఇతర కార్యదర్శులు,డిజిపి సహా పోలీసు ఉన్నాతాధికారులతో సమావేశం నిర్వహించనున్నట్టు శాసన సభాపతి అయ్యన్నపాత్రుడు మీడియాకు వివరించారు.

శాసనసభ సమావేశాలకు హాజరుకాని ప్రజా ప్రతినిధుల వైఖరిపై శాసన సభాపతి సిహెచ్.అయ్యన్నపాత్రుడు అసంతృప్తి వ్యక్తం చేశారు.

సాధారణ ఉద్యోగి విధులకు వెళ్లకపోతే ఆసంస్థ లేదా కంపెనీ జీతం ఇవ్వదని, ప్రజల సమస్యలు చర్చించడమే ప్రాథమిక విధిగా ఉన్న ఎమ్మెల్యేలు సభకు రాకుండా వేతనాలు,భత్యాలు ఎలా డిమాండ్ చేస్తారని ప్రశ్నించారు. గతంలో సభకు రాకుండా నాలుగైదు రోజుల తర్వాత వచ్చి సంతకాలు చేసే దొంగ పద్ధతి ఉండేదని దానికి స్వస్తి పలుకుతూ తమ హయాంలో ‘డిజిటల్ ఫేస్ రికగ్నిషన్ అటెండెన్స్’ విధానం అమలులోకి తెస్తున్నామన్నారు.సభ్యులు కేటాయించిన సీట్లో కూర్చుంటేనే హాజరు పడుతుందన్నారు.సభకు హాజరుకాని ఎమ్మెల్యేల విషయమై తగు నిర్ణయం తీసుకోవాల్సిందిగా ఇప్పటికే కేంద్ర ప్రభుత్వానికి నివేదిక సమర్పించామని వారి ఆదేశాల కోసం వేసి చూస్తున్నామని అన్నారు.కేంద్ర ప్రభుత్వం పార్లమెంట్‌లో ప్రత్యేక చట్టం తీసుకురావాలని బార్బడోస్,గోవాలలో జరిగిన స్పీకర్ల వేదికలపై తాను ప్రతిపాదించినట్లు అయ్యన్నపాత్రుడు వెల్లడించారు.

ఇక వైసిపి అధినేత మాజీ సియం జగన్మోహన్ రెడ్డికి ప్రతిపక్ష హోదా అనే అంశంపై ఆయన స్పందిస్తూ నిబంధనల ప్రకారం సభలో అవసరమైనంత సంఖ్యా బలం లేనప్పుడు ప్రతిపక్ష హోదా ఇవ్వడం సాధ్యపడదని తగిన సంఖ్యా బలం లేకుండా ఏనిబంధనల ప్రకారం ప్రతిపక్ష హోదా ఇవ్వగలనని ప్రశ్నించారు.సీఎంతో సమానంగా ప్రతిపక్ష హోదా లేని నేతకు సమయం కేటాయించడం కుదరదని చట్ట సభలోని ప్రతి సభ్యుడికి మాట్లాడే అవకాశం సమానంగా లభిస్తుందని స్పీకర్ పేర్కొన్నారు.

ఈమీడియా సమావేశంలో అసెంబ్లీ సెక్రటరీ జనరల్ ప్రసన్న కుమార్ సూర్యదేవర మాట్లాడుతూ ప్రజాస్వామ్యానికి దేవాలయంగా పిలవడే రాష్ట్ర శాసన సభ మన సభ-జన సభ గా భావించి అందరూ సందర్శించేందుకు వీలుగా 80వ స్వాతంత్ర్య దినోత్సవాలను పురస్కరించుకుని ఈనెల 14,15 తేదీల్లో సా.6గం.ల నుండి రాత్రి 9గం.ల వరకూ అవకాశం కల్పిస్తున్నట్టు తెలిపారు.ముఖ్యంగా విద్యార్ధులు,సామాన్య ప్రజలు ప్రతి ఒక్కరూ ఈ అవకాశాన్ని సద్వినియోగం చేసుకోవాలని పిలుపునిచ్చారు.వచ్చే సందర్శకుల సంఖ్యను బట్టి అసెంబ్లీ సమావేశ హాల్లోకి మొబైల్ లేకుండా అనుమతించేందుకు చర్యలు తీసుకోనున్నట్టు పేర్కొన్నారు.పరిసర ప్రాంతాల విద్యార్దులు ఆయా విద్యా సంస్థలకు చెందిన బస్సుల్లో వస్తారని మిగతా సందర్శకుల సౌకర్యార్ధం కొన్ని ఆర్టీసీ బస్సులను ఏర్పాటు చేయాల్సిందిగా ఆర్టీసీ అధికారులతో మాట్లాడం జరుగుతుందని సెక్రటరీ జనరల్ చెప్పారు.

Amaravati, August 12:

Marking a unique milestone in the history of the State Legislative Assembly, the Amaravati Assembly premises are being readied to host Independence Day celebrations as a festival for the people. Assembly Speaker Chintakayala Ayyanna Patrudu has taken a significant decision to involve the common public and students, moving beyond the usual practice of limiting events to decorative lighting and flag-hoisting by officials. Inspired by the slogan “Mana Sabha – Jana Sabha” (Our Assembly – People’s Assembly)—often voiced by former Chief Minister Nandamuri Taraka Rama Rao—he announced that the Assembly gates would be opened to the public. Speaking at a press conference held at his office within the AP Assembly complex on Wednesday, he clarified that the public, public representatives, and school students could visit with their families during the evenings of August 14 and 15 to view the Assembly’s illuminations.

Special police band performances and cultural programs reflecting the sacrifices made during the freedom struggle have also been organized for these evenings. …are making arrangements. He stated that students are being specially invited so that both the current generation and future generations can learn about the history of the country’s freedom struggle and its greatness; depending on feasibility, they will also be permitted to visit the Assembly’s main hall. He mentioned that, as part of the Independence Day celebrations and Assembly visits, permission has been granted to set up a limited number of food courts on a paid basis. However, he noted that certain restrictions would be imposed regarding activities like recording social media reels on phones within the premises, citing security reasons.

Assembly Speaker Ayyanna Patrudu informed the media that a meeting would be held on the morning of the 14th with the Chief Secretary, other secretaries, the DGP, and senior police officials to discuss measures for ensuring the smooth and peaceful conduct of the Assembly sessions, which begin on the 17th of this month.

Assembly Speaker Ch. Ayyanna Patrudu expressed dissatisfaction with the attitude of public representatives who fail to attend Assembly sessions.

He questioned how MLAs—whose primary duty is to discuss public issues—could demand salaries and allowances without attending the House, pointing out that an ordinary employee would not be paid by their organization or company if they failed to report for duty. He stated that the previous practice—where members would skip the House proceedings but show up days later just to sign the register—was being put to an end, and a “digital face recognition attendance” system was being implemented during his tenure. He clarified that attendance would be recorded only if members sat in their designated seats. He mentioned that a report regarding MLAs who failed to attend the House sessions had already been submitted to the Central Government, and they were awaiting instructions on the matter. Ayyanna Patrudu revealed that he had proposed—at Speakers’ conferences held in Barbados and Goa—that the Central Government enact a special law regarding this issue.

Responding to the issue of granting “Leader of the Opposition” status to YCP chief and former CM Jagan Mohan Reddy, he stated that, according to the rules, such status cannot be granted without the requisite numerical strength in the House; he questioned under which rule it could possibly be awarded otherwise. The Speaker noted that it was not feasible to allocate time to a leader lacking Opposition status on par with the Chief Minister, adding that every member of the legislature receives an equal opportunity to speak. Speaking at a press conference, Assembly Secretary-General Prasanna Kumar Suryadevara announced that the State Legislative Assembly—often referred to as the “Temple of Democracy”—would be open for public visits on the 14th and 15th of this month from 6:00 PM to 9:00 PM, in observance of the 80th Independence Day celebrations. He urged everyone, especially students and the general public, to make the most of this opportunity. He mentioned that measures would be taken to allow entry into the Assembly meeting hall without mobile phones, depending on the number of visitors.

The Secretary-General noted that while students from nearby areas would arrive in their respective educational institution buses, discussions were underway with RTC officials to arrange special RTC buses for the convenience of other visitors.
