ప్రజాస్వామ్య పరిరక్షణలో ఫోర్త్ ఎస్టేట్ అయిన మీడియా పాత్ర అత్యంత కీలకమని, సమాజ హితం కోసం నిరంతరం శ్రమిస్తున్న జర్నలిస్టుల సమస్యల పరిష్కారానికి తా ము ఎల్లప్పుడూ ముందుంటామని సర్వేపల్లి శాసనసభ్యులు, మాజీ మంత్రి సోమిరెడ్డి చంద్రమోహన్ రెడ్డి స్పష్టం చేశారు. నెల్లూరు జిల్లా పరిషత్ సమావేశ మందిరంలో ఈ నెల 22న నిర్వహించిన ఆంధ్రప్రదేశ్ వర్కింగ్ జర్నలిస్ట్స్ ఫెడరేషన్ (APWJF), ఏపీబీజేఏ (APBJA) ఉమ్మడి నెల్లూరు జిల్లా స్థాయి సదస్సులో ఆయన ముఖ్య అతిథిగా పాల్గొన్నారు.

* సర్వేపల్లి నియోజకవర్గంలో మండలాల వారీగా జర్నలిస్టులకు ఇళ్ల స్థలాలు కేటాయిస్తున్నామని, జిల్లా వ్యాప్తంగా అర్హులైన ప్రతి జర్నలిస్టుకు ఇళ్ల స్థలాలు దక్కేలా ముఖ్యమంత్రి దృష్టికి తీసుకెళ్తానని హామీ ఇచ్చారు.

చిన్న, మధ్యతరహా పత్రికల ప్రధాన డిమాండ్ల ను ప్రభుత్వం దృష్టికి తీసుకు వెళ్ళాలని ప్రజా ప్రతినిధులను,అధికారులకు విజ్ఞప్తి చేశారు. రాష్ట్రంలో 300కి పైగా పత్రికలు, 5,000 మంది పాత్రికేయుల జీవనోపాధి ఆధారపడి ఉన్న చిన్న, మధ్యతరహా పత్రికల పరిరక్షణకు సంఘం పలు కీలక తీర్మానాలను ప్రభుత్వం ముందుంచింది:

* ప్రత్యేక కార్పొరేషన్ ఏర్పాటు: చిన్న, మధ్యతరహా పత్రికల మౌలిక సదుపాయాలు, రుణ సహాయం కోసం ప్రత్యేక కార్పొరేషన్ ఏర్పాటు చేయాలి.

* ప్రభుత్వ ప్రకటనల్లో 30% వాటా: సీఎం హామీ మేరకు ప్రభుత్వ ప్రకటనలలో 30 శాతం వాటాను చిన్న, మధ్యతరహా దినపత్రికలు, పీరియాడికల్స్‌కు తప్పనిసరిగా కేటాయించాలి.

* సులభతర విధానం: ప్రచురణల క్రమబద్ధత కోసం పీఐబీ (PIB) తరహా ఆన్‌లైన్ అప్‌లోడ్ విధానాన్ని ప్రవేశపెట్టాలి.

* పత్రికల ఎంపానల్‌మెంట్ (empanelment) ప్రక్రియను ఏడాదికి రెండుసార్లు (ప్రతి ఆరు నెలలకు ఒకసారి) తప్పనిసరిగా నిర్వహించాలని కోరుతున్నాము. అలాగే, ఈ ప్రక్రియలో పక్ష పత్రికలను (fortnightly publications) కూడా చేర్చాలని విజ్ఞప్తి చేస్తున్నాము.

* కార్యక్రమాలు మరియు ప్రముఖ VVIPల పర్యటనలకు సంబంధించిన వార్తల కవరేజీలో మధ్య తరహా మరియు చిన్న పత్రికలకు తగిన ప్రాతినిధ్యం తప్పనిసరిగా కల్పించాలని కోరుతున్నాము.

* సంక్షేమ పథకాలు: సీనియర్ జర్నలిస్టులకు పెన్షన్, ప్రమాద బీమా సౌకర్యం, సి ఆర్ మీడియా అకాడమీ బోర్డులో ప్రాతినిధ్యం , నైపుణ్య శిక్షణా తరగతులు నిర్వహించాలి.

వృత్తి విలువలు కాపాడాలి: వక్తల పిలుపు

సదస్సులో పాల్గొన్న శాసనసభ్యులు కోటంరెడ్డి శ్రీధర్ రెడ్డి, వేమిరెడ్డి ప్రశాంతి రెడ్డి మాట్లాడుతూ జర్నలిస్టుల సంక్షేమానికి సంపూర్ణ మద్దతు ప్రకటిస్తూనే, రాజకీయ ప్రయోజనాలకు తావులేకుండా నిష్పాక్షికంగా ప్రజా సమస్యలపై పోరాడాలని పిలుపునిచ్చారు.

అర్హులైన జర్నలిస్టులందరికి ఇళ్లు స్థలాలు ఇవ్వాలని, రాష్ట్రమంతా ఫీజు రాయితీని అమలు పరచాలని, కేంద్రం తీసుకొచ్చిన ఆ చట్టాల వల్ల జర్నలిస్టుల పనితీరుకు పెద్ద సమస్యగా మారిందని, విధి నిర్వహణలో గోప్యత చాలా ఇబ్బందికరంగా మారుతోందని ఆ చట్టాలను ఉపసంహరించాలని ప్రభుత్వాన్ని కోరిన

Sarvepalli MLA and former Minister Somireddy Chandramohan Reddy emphasized that the media—the ‘Fourth Estate’—plays a crucial role in upholding democracy and affirmed that he would always be at the forefront of resolving the issues faced by journalists who work tirelessly for the public good. He participated as the chief guest at the joint district-level conference of the Andhra Pradesh Working Journalists Federation (APWJF) and APBJA, held on the 22nd of this month at the Nellore Zilla Parishad meeting hall.

During the event, MLA Somireddy Chandramohan Reddy, ZP Chairperson Anam Arunamma, Joint Collector Mogili Venkateswarlu, and other dignitaries unveiled the official logo of the ‘Andhra Pradesh Medium, Small Daily and Periodicals Journalists Association’ (APMSDPJA). Somireddy Chandramohan Reddy praised journalists as the vital link that conveys decisions made by governments and officials to the public.

* He assured that housing plots are being allocated to journalists on a mandal-wise basis in the Sarvepalli constituency and promised to bring the matter to the Chief Minister’s attention to ensure every eligible journalist across the district receives a housing plot.
* He stated that steps would be taken to implement a 50% fee concession for journalists’ children in corporate educational institutions across the state.
* He suggested implementing a pension scheme for senior journalists—similar to practices in other states—and urged the media to focus specifically on the issues faced by marginalized communities.

Speaking on the occasion, P. Hussain Khan, President of the Andhra Pradesh Medium and Small Dailies and Periodicals Journalists’ Association, appealed to public representatives and officials to bring the key demands of small and medium-sized newspapers to the government’s attention. The Association presented several crucial resolutions to the government aimed at safeguarding small and medium newspapers, upon which the livelihoods of over 300 publications and 5,000 journalists depend:

* Establishment of a Special Corporation: A dedicated corporation should be established to provide infrastructure support and financial assistance (loans) to small and medium-sized newspapers. * **30% Share in Government Advertisements:** In accordance with the Chief Minister’s assurance, a mandatory 30% share of government advertisements must be allocated to small and medium-sized daily newspapers and periodicals.

* **Simplified Process:** An online upload system, similar to that of the PIB (Press Information Bureau), should be introduced to streamline publication procedures.

* **Empanelment Process:** We urge that the newspaper empanelment process be conducted twice a year (every six months). We also request the inclusion of fortnightly publications in this process.

* **Coverage of Events and VVIP Visits:** We request that adequate representation be ensured for medium and small newspapers in the news coverage of official events and visits by prominent VVIPs.

* **Welfare Schemes:** Measures such as pensions and accident insurance for senior journalists, representation on the Media Academy Board, and the organization of skill-training classes should be implemented.

**Call to Uphold Professional Values**

Legislators Kotamreddy Sridhar Reddy and Vemireddy Prashanthi Reddy, who participated in the conference, pledged their full support for journalists’ welfare. They also called upon journalists to fight impartially for public issues, free from political agendas. State General Secretary Anjaneyulu—speaking at the APWJF and APBJA joint conference for the undivided Nellore district—urged the government to provide housing plots to all eligible journalists and implement fee concessions across the state. He also called for the withdrawal of certain laws introduced by the Central Government, noting that they hinder journalists’ functioning and create significant difficulties regarding confidentiality in the line of duty.

* State President N. Venkatrao also addressed the conference, stating that the laws introduced by the Centre have created major obstacles for journalists and pose a threat to the profession itself. He highlighted that questioning wrongdoing often leads to ED raids, yet journalists must continue to bring public issues to society’s attention; otherwise, public respect for journalism will diminish.

They demanded that a high-level meeting be convened immediately to address journalists’ issues and formulate a comprehensive action plan.
