• Illegal collection of ‘royalty’ from farmers and a fake QR permit scam

Representatives of the ‘Center for Liberty’—A.B. Venkateswara Rao, Nallamothu Chakravarthy, Ajay Malla Reddy, and Edururi Srinivas Reddy—held a joint press conference today (August 24, 2026) to strongly condemn the blatant exploitation occurring under the guise of privatizing royalty collections and the unchecked activities of the mining mafia spreading across villages. The speakers presented evidence showing how private agencies that secured royalty collection contracts (specifically M/s AMR India Limited) are deploying bouncers indiscriminately and setting up unauthorized checkpoints in villages, thereby terrorizing farmers and the general public.

1. Exploitation of Farmers and Rural Residents
Coercion against farmers: Royalty payments are applicable only to commercial quarry leases. However, private agency bouncers are intercepting tractors and extorting money from farmers—even when they are merely moving soil from higher to lower ground within their own fields or transporting soil for home repairs. This practice is in direct violation of Mining Rule 10-C. Illegal collections on finished goods: In violation of mining laws, vehicles transporting finished products (such as granite tiles) from factories are being intercepted on the roads, and money is being extorted through intimidation.

Official negligence: Despite numerous complaints lodged by farmers and vehicle operators with the police and revenue officials regarding these coercive acts, the government machinery remains indifferent.

2. Multi-crore scam – Parallel (fake) QR system
Circumventing the government portal: Instead of using the official government ‘OMEPS’ portal, these private contractors have created a parallel private software system to issue unauthorized fake QR paper slips (under the “VSKP/VSP” series) and collect money. An inspection report by the Anakapalli Mining Department, attached to this press note, has exposed this practice.

Massive tax evasion: Instead of remitting the illegally collected cash to the government (covering levies such as Seigniorage, DMF, and MERIT), they are pocketing the funds directly, thereby causing a massive loss to the exchequer.

Our key demands to the government:
Immediate arrests: Representatives of private contractors and bouncers who intrude into villages, threaten farmers and common citizens, and engage in illegal extortion must be arrested immediately. Removal of Illegal Checkposts: Unauthorized checkposts set up by private individuals on the roads must be removed immediately. Inspections should take place only at authorized quarries.

Contract Cancellation & Inquiry:
The contract of the agency involved in irregularities must be cancelled immediately, and a high-level inquiry into this massive scam must be conducted.

Our Message/Call to the Public:
AMR has absolutely no authority to collect money on the roads, nor do they have any right to collect cash. They have no authority to stop anyone except vehicles exiting from licensed mines.

You have the right to protect yourselves from these goons. If these goons try to stop tractors carrying soil from tanks or fields, push past them and move forward.

If necessary and possible, seek help from fellow villagers; they, too, have the right to protect you.

If they escalate matters, detain the goons and hand them over to the police immediately.

Attached Evidence/Documents:
Anakapalli DM&HO Surprise Inspection Report (Date: 15.05.2026): A report personally verified and submitted by mining officials stating that private individuals were engaging in illegal cash collection at the Sampathipuram check-post in Anakapalli district by issuing unauthorized “VSKP/VSP” permits.

APMMC Rule 10-G (Mining Regulations): A legal provision stating that contractors must not issue manual coupons under any circumstances and must operate strictly within official limits.

Tender Condition (Section 11.4): Tender clauses explicitly prohibiting the collection of royalty from individuals (farmers) who do not hold quarry leases, as well as on processed finished products.

Contract Agreement (Schedule-II, Date: 08.10.2025): An agreement document executed with the government stipulating that the AMR firm must conduct bill verifications only at the leased mine sites.

Fake QR Code Permit: A copy of a permit slip issued at an unauthorized check-post, independent of the government system (OMEPS).

1. రైతులు, గ్రామీణులపై సాగుతున్న దోపిడీ
రైతులపై జులుం: రాయల్టీ అనేది వాణిజ్యపరమైన క్వారీ లీజులకు మాత్రమే వర్తిస్తుంది. కానీ, రైతులు తమ సొంత పొలాల్లో మెరక నుంచి పల్లానికి మట్టిని తోలుకున్నా, ఇళ్ల మరమ్మతుల కోసం మట్టిని తరలించుకున్నా… ప్రైవేట్ ఏజెన్సీ బౌన్సర్లు ట్రాక్టర్లను అడ్డుకుని డబ్బులు వసూలు చేస్తున్నారు. ఇది మైనింగ్ రూల్స్ 10-C కి పూర్తిగా విరుద్ధం.

ఫినిష్డ్ గూడ్స్‌పై అక్రమ వసూళ్లు: మైనింగ్ చట్టాలకు విరుద్ధంగా, ఫ్యాక్టరీల నుంచి వస్తున్న ఫినిష్డ్ ప్రొడక్ట్స్ (ఉదాహరణకు గ్రానైట్ టైల్స్) వాహనాలను కూడా రోడ్లపై అడ్డగించి దౌర్జన్యంగా డబ్బులు లాగుతున్నారు.

అధికారుల నిర్లక్ష్యం:
ఈ దౌర్జన్యాలపై రైతులు, వాహనదారులు పోలీసులకు, రెవెన్యూ అధికారులకు ఎన్ని ఫిర్యాదులు చేసినా ప్రభుత్వ యంత్రాంగం నిమ్మకు నీరెత్తినట్లు వ్యవహరిస్తోంది.

2. వందల కోట్ల కుంభకోణం – సమాంతర (Fake) క్యూఆర్ సిస్టమ్
ప్రభుత్వ పోర్టల్‌కు గండి: ప్రభుత్వ అధికారిక ‘OMEPS’ పోర్టల్ ద్వారా కాకుండా, ఈ ప్రైవేట్ కాంట్రాక్టర్లు ఒక సమాంతర ప్రైవేట్ సాఫ్ట్‌వేర్‌ను సృష్టించి అనధికారికంగా “VSKP/VSP” సిరీస్‌లో ఫేక్ క్యూఆర్ (QR) కాగితపు స్లిప్పులు ఇస్తూ డబ్బులు వసూలు చేస్తున్నారు. ఈ ప్రెస్ నోట్‌కి జతచేసిన అనకాపల్లి మైనింగ్ డిపార్ట్‌మెంట్ తనిఖీ రిపోర్ట్ ఈ విషయాన్ని బట్టబయలు చేసింది.

భారీ పన్ను ఎగవేత: ప్రజల నుంచి అక్రమంగా వసూలు చేసిన నగదును ప్రభుత్వానికి (Seigniorage, DMF, MERIT తదితర పన్నులు) కట్టకుండా నేరుగా తమ జేబుల్లో వేసుకుంటూ భారీ ఎత్తున ఖజానాకు గండి కొడుతున్నారు.

ప్రభుత్వం ముందుంచుతున్న మా ప్రధాన డిమాండ్లు:
తక్షణ అరెస్టులు: గ్రామాల్లోకి చొరబడి రైతులను, సామాన్యులను బెదిరించి అక్రమ వసూళ్లకు పాల్పడుతున్న ప్రైవేట్ కాంట్రాక్టర్ ప్రతినిధులు, బౌన్సర్లను వెంటనే అరెస్టు చేయాలి.

అక్రమ చెక్‌పోస్టుల తొలగింపు: రోడ్లపై ప్రైవేట్ వ్యక్తులు ఏర్పాటు చేసిన అనధికారిక చెక్‌పోస్టులను తక్షణమే తొలగించాలి. తనిఖీలు కేవలం అధికారిక క్వారీల వద్ద మాత్రమే జరగాలి.

కాంట్రాక్ట్ రద్దు & విచారణ:
అక్రమాలకు పాల్పడుతున్న ఏజెన్సీ కాంట్రాక్టును వెంటనే రద్దు చేసి, ఈ భారీ కుంభకోణంపై ఉన్నతస్థాయి విచారణ జరిపించాలి.

ప్రజలకు మేమిస్తున్న సందేశం / పిలుపు:
AMR కు రోడ్డు మీద డబ్బు వసూలు చేసే అధికారం లేనే లేదు, క్యాష్ వసూలు చేసే అధికారం అసలే లేదు. లైసెన్స్ ఉన్న మైన్ నుంచి బయటకు వచ్చే వాహనాలు తప్ప ఎవరినీ ఆపే అధికారం లేదు.

ఈ గూండాల నుంచి మిమ్మల్ని మీరు రక్షించుకునే హక్కు మీకు ఉంది. గూండాలు చెరువులో, పొలంలో నుంచి వచ్చే మట్టి ట్రాక్టర్లు ఆపితే పక్కకు తోసేసి ముందుకెళ్ళిపోండి.

అవసరం, వీలు ఉంటే తోటి గ్రామస్థుల సహాయం తీసుకోండి. వాళ్లకు కూడా మిమ్మల్ని రక్షించే హక్కు ఉంది.

కాంట్రాక్ట్ అగ్రిమెంట్ (Schedule-II, తేదీ 08.10.2025): AMR సంస్థ కేవలం లీజ్ మైన్ల దగ్గర మాత్రమే బిల్లు తనిఖీలు చెయ్యాలి అని ప్రభుత్వం కుదుర్చుకున్న ఒప్పంద పత్రం.
