NMA Demands Urgent High-Level Inquiry into AYUSH Department Misconduct and Immediate Formation of Governing Body
AMARAVATI:
The National Medical Association (NMA), Andhra Pradesh, has issued an urgent demand for the state government to launch an independent, high-level inquiry into serious allegations of workplace harassment, corruption, and administrative lapses within the AYUSH Department.
The demand follows public disclosures made by department official Dr. Jhansi Lakshmi. NMA leadership stresses that these allegations threaten the integrity, transparency, and public trust of the entire AYUSH Department. “These issues extend far beyond a single employee,” stated NMA leadership. “The government must stand firmly behind whistleblowers who expose irregularities and ensure they receive complete protection and justice throughout the investigation.
” Key Demands Outline Urgent Governance and Financial Reforms. The NMA is urging the State Government and the Hon’ble Minister for Health, Medical, and Family Welfare to take the following immediate actions.
Independent Investigation:
Conduct an impartial probe into all allegations raised by Dr. Jhansi Lakshmi, ensuring strict legal and departmental action against any guilty parties regardless of rank.
Immediate Council Governance:
Form the mandatory 13-member governing body for the newly renamed Andhra Pradesh State Medical Council for Indian System of Medicine, which remains unconstituted despite an April 2025 gazette notification.
Institutional Autonomy:
Establish a distinct, dedicated office for the Council to separate its operations entirely from the main AYUSH Department.
Comprehensive Financial Audit:
Appoint a government auditor to review the Council’s income and expenditure over the last three years and publish the findings publicly.
Probe Fund Misappropriation:
Investigate claims of diverted funds, including ₹1.60 lakh spent on departmental signage and over ₹10 lakh utilized for online portal allocation.
Protection Against Harassment:
Cease intimidation tactics against staff, including the Council Inspector involved in processing official council files, which has caused widespread concern among Ayurveda graduates statewide. The NMA calls on state health authorities to act on a war footing to restore public confidence and protect institutional autonomy.

ఆయుష్ శాఖలో కార్యాలయ వేధింపులు, అవినీతి, పరిపాలనా లోపాలకు సంబంధించిన తీవ్రమైన ఆరోపణలపై స్వతంత్ర, ఉన్నత స్థాయి విచారణ ప్రారంభించాలని ఆంధ్రప్రదేశ్ జాతీయ వైద్య సంఘం (ఎన్ఎంఏ) రాష్ట్ర ప్రభుత్వానికి తక్షణ డిమాండ్ జారీ చేసింది.
శాఖ అధికారి డాక్టర్ ఝాన్సీ లక్ష్మి చేసిన బహిరంగ ప్రకటనల నేపథ్యంలో ఈ డిమాండ్ వచ్చింది. ఈ ఆరోపణలు మొత్తం ఆయుష్ శాఖ సమగ్రత, పారదర్శకత, ప్రజా విశ్వాసానికి ముప్పు కలిగిస్తున్నాయని ఎన్ఎంఏ నాయకత్వం నొక్కి చెబుతోంది. “ఈ సమస్యలు కేవలం ఒక ఉద్యోగికి మాత్రమే పరిమితం కావు,” అని ఎన్ఎంఏ నాయకత్వం పేర్కొంది. “అక్రమాలను బయటపెట్టే విజిల్బ్లోయర్లకు ప్రభుత్వం గట్టిగా అండగా నిలబడాలి. విచారణ పూర్తయ్యేంత వరకు వారికి పూర్తి రక్షణ, న్యాయం అందేలా చూడాలి.”
తక్షణ పాలన, ఆర్థిక సంస్కరణలను కోరుతూ కీలక డిమాండ్లు. రాష్ట్ర ప్రభుత్వం, గౌరవనీయ ఆరోగ్య, వైద్య, కుటుంబ సంక్షేమ శాఖల మంత్రి ఈ క్రింది తక్షణ చర్యలు తీసుకోవాలని ఎన్ఎంఏ కోరుతోంది.
స్వతంత్ర విచారణ:
డాక్టర్ ఝాన్సీ లక్ష్మి లేవనెత్తిన అన్ని ఆరోపణలపై నిష్పక్షపాతంగా విచారణ జరిపి, హోదాతో సంబంధం లేకుండా దోషులపై కఠినమైన చట్టపరమైన , శాఖాపరమైన చర్యలు తీసుకునేలా చూడాలి.
కౌన్సిల్ తక్షణ పాలన:
ఏప్రిల్ 2025 గెజిట్ నోటిఫికేషన్ ఉన్నప్పటికీ ఇంకా ఏర్పాటు కాని, కొత్తగా పేరు మార్చబడిన ఆంధ్రప్రదేశ్ రాష్ట్ర భారతీయ వైద్య విధానం వైద్య మండలి కోసం తప్పనిసరి అయిన 13 మంది సభ్యుల పాలక మండలిని ఏర్పాటు చేయాలి.
సంస్థాగత స్వయంప్రతిపత్తి:
ప్రధాన ఆయుష్ శాఖ నుండి దాని కార్యకలాపాలను పూర్తిగా వేరు చేయడానికి, కౌన్సిల్ కోసం ఒక ప్రత్యేకమైన, అంకితమైన కార్యాలయాన్ని ఏర్పాటు చేయాలి.
సమగ్ర ఆర్థిక ఆడిట్:
గత మూడేళ్లుగా కౌన్సిల్ ఆదాయ వ్యయాలను సమీక్షించి, ఆ వివరాలను బహిరంగంగా ప్రచురించడానికి ఒక ప్రభుత్వ ఆడిటర్ను నియమించాలి.
నిధుల దుర్వినియోగంపై విచారణ:
శాఖాపరమైన సైనేజ్పై ఖర్చు చేసిన ₹1.60 లక్షలు ఇంకా ఆన్లైన్ పోర్టల్ కేటాయింపుల కోసం ఉపయోగించిన ₹10 లక్షలకు పైగా నిధులతో సహా, దారి మళ్లించిన నిధుల ఆరోపణలపై విచారణ జరపాలి.
వేధింపుల నుండి రక్షణ:
అధికారిక కౌన్సిల్ ఫైళ్లను పరిశీలించడంలో పాలుపంచుకుంటున్న కౌన్సిల్ ఇన్స్పెక్టర్తో సహా సిబ్బందిపై బెదిరింపుల చర్యలను నిలిపివేయాలి. ఈ చర్యలు రాష్ట్రవ్యాప్తంగా ఆయుర్వేద పట్టభద్రులలో తీవ్ర ఆందోళనకు కారణమయ్యాయి.
ప్రజల విశ్వాసాన్ని పునరుద్ధరించడానికి , సంస్థాగత స్వయంప్రతిపత్తిని పరిరక్షించడానికి రాష్ట్ర ఆరోగ్య అధికారులు యుద్ధ ప్రాతిపదికన చర్యలు తీసుకోవాలని ఎన్ఎంఏ పిలుపునిచ్చింది.
