While the acceleration of Amaravati Capital City construction is a welcome development, the entire development process must be carried out in strict compliance with the judgment of the National Green Tribunal (NGT) and the Environmental Clearance (EC) conditions granted by the Ministry of Environment, Forest and Climate Change, Government of India.
This was emphasized by environmental activist and former petitioner in the Amaravati environmental litigation, Bolisetty Satyanarayana.
Strict adherence to environmental conditions is not merely a procedural requirement. It is essential for preserving the legal validity of Amaravati, preventing future litigation that could result in wastage of public funds, and securing the future of the bifurcated State of Andhra Pradesh.
Key EC Conditions That Must Be Implemented Without Any Violation are:
1. Condition 8: A 100-metre-wide zone along the banks of the Krishna River must be permanently reserved as a Greenbelt, with no construction activities permitted within this area.
2. Condition 8: The Krishna River floodplains and agricultural lands along the riverbank must be fully protected and conserved.
3. Condition 9: The highly biodiverse zone extending approximately 2–3 kilometres parallel to the Krishna River must be earmarked exclusively for Blue-Green Infrastructure development.
4. High-value agricultural lands and floodplains within this area must be preserved, and Urban Agriculture should be promoted to meet the city’s food requirements.
5. Condition 8: Buffer zones must be maintained around streams, canals, and water bodies within the Amaravati region. No construction should be permitted within 30 metres on either side of all canals and streams, and within 50 metres around other internal water bodies.
6. Condition 7: The existing 4,815 hectares of natural water bodies in the Amaravati region must be fully protected and preserved.
Primary Responsibilities of Monitoring Committees are:
Baseline Data Monitoring Committee
Under Condition 14, authorities are required to collect and continuously monitor comprehensive Primary Baseline Data relating to the productivity and ecological balance of the Krishna River ecosystem.

This committee should undertake rigorous field-level monitoring to prevent any illegal constructions or environmental violations in riverbank areas and buffer zones of streams and canals.

2. నిబంధన 8: కృష్ణా నది వరద మైదానాలు మరియు నదీ తీరం వెంబడి ఉన్న వ్యవసాయ భూములను పూర్తిగా రక్షించి, పరిరక్షించాలి.
