A hallmark of a progressive welfare state is its commitment to uplifting future generations through accessible education. In Andhra Pradesh, the fees reimbursement scheme was envisioned as a beacon of hope and a constructive stepping stone for students from marginalized and economically weaker sections to enter the professional world. However, students are suffering due to prolonged administrative delays across successive governments. This has created significant hardship for students studying in private colleges that are at odds with the government.
The Burden on ‘Gen Z’
University life should ideally be defined by academic rigor, skill acquisition, and career planning. However, as successive governments have failed to clear dues on time, private college managements—themselves grappling with operational hurdles—have vented their frustration on the easiest targets: the students. The consequences have been severe; for instance:
Withholding of Certificates:
Graduates frequently face delays in receiving—or are outright denied—their original degree certificates and marks memos, not because of any dues they personally owe, but due to the outstanding payments owed by the state government.
Impact on Careers:
Without the actual original documents, students cannot join jobs even after clearing interviews, thereby losing out on crucial early-career opportunities.
Academic Obstacles:
Without the proper transfer of certificates from undergraduate institutions, pursuing higher education—whether for a Master’s degree or competitive exams—becomes impossible.
A Legacy of Delays and Legal Battles:
This is not a new crisis; it is a systemic failure that has persisted across various political transitions. Delays during the previous government’s tenure escalated to the point where a Public Interest Litigation (W.P. 67/2021 – PIL) was filed in the Andhra Pradesh High Court. Consequently, the judiciary had to intervene and question the state government’s financial priorities regarding student welfare.
It was hoped that a change in administration would bring a change in the situation. However, while time ticks away relentlessly for young job seekers, the current government continues to postpone the issuance dates. When the government delays these payments, it is not merely deferring a budgetary allocation; it is deferring the future of the youth.
Colleges as Creditors, Students as Hostages
While college managements argue that funds are essential to pay faculty salaries and maintain infrastructure, it is unethical to jeopardize students’ futingures by us them as leverage. However, the root cause lies with the government. By forcing colleges into the role of aggressive debt collectors, the government has poisoned the campus atmosphere. When students are constantly summoned to the principal’s office regarding dues linked to government funding, they cannot focus on their studies.
When the government promises to fund a student’s education, that pledge should be treated as a legally binding agreement with a clear timeframe. An unemployed graduate, already battling age limits and recruitment processes, cannot afford the luxury of waiting for “tomorrow.”
Timely payment is the need of the hour. The government must immediately settle its arrears, delink student certificates from the financial transactions between the government and colleges, and ensure that the youth of Andhra Pradesh are no longer penalized for treasury issues beyond their control. Let us hope the government resolves this issue promptly.

ఒక విద్యార్థికి విశ్వవిద్యాలయ జీవితం అంటే విద్యాపరమైన కఠినత్వం, నైపుణ్య సముపార్జన ఇంకా వృత్తి ప్రణాళికతో ముడిపడి ఉండాలి. అయితే వరుస ప్రభుత్వాలు బకాయిలను సకాలంలో చెల్లించడంలో విఫలమవుతుండటంతో, స్వయంగా నిర్వహణాపరమైన అడ్డంకులను ఎదుర్కొంటున్న ప్రైవేట్ కళాశాలల యాజమాన్యాలు తమ నిరాశను అత్యంత సులభమైన లక్ష్యాలైన విద్యార్థులపై చూపించాయి. దీని పర్యవసానాలు అత్యంత తీవ్రంగా ఉన్నాయి, ఉదాహరణకు-
నిలిపి వేస్తున్న సర్టిఫికెట్లు:
విద్యార్థి చెల్లించాల్సిన బకాయిల కారణంగా కాకుండా, రాష్ట్ర ప్రభుత్వం చెల్లించాల్సిన “బకాయిల” కారణంగా పట్టభద్రులకు వారి అసలు డిగ్రీ సర్టిఫికెట్లు ఇంకా మార్క్స్ మెమోలు నిత్యం ఆలస్యంగా ఇస్తున్నారు లేక నిరాకరించబడుతున్నాయి.
కెరీర్ల పై ప్రాభవం:
అసలు ఒరిజినల్ పత్రాలు లేకుండా, విద్యార్థులు తాము ఇంటర్వ్యూలలో ఉత్తీర్ణులైనప్పటికీ, ఉద్యోగాలలో చేరలేరు, తద్వారా వారి కెరీర్ ప్రారంభంలో లభించే కీలకమైన ఉద్యొగ అవకాశాలను కోల్పోతున్నారు.
విద్యాపరమైన అడ్డంకులు:

పరిపాలనలో మార్పు వస్తే, అత్యవసర పరిస్థితులలో కూడా మార్పు వస్తుందని ఆశించారు. అయినప్పటికీ, యువ ఉద్యోగార్థులకు సమయం నిర్దాక్షిణ్యంగా గడిచిపోతుండగా, ప్రస్తుత ప్రభుత్వం పంపిణీ తేదీలను వాయిదా వేస్తూ వెనుకబడి ఉంది. ప్రభుత్వం తన చెల్లింపులను ఆలస్యం చేసినప్పుడు, అది కేవలం బడ్జెట్లోని ఒక కేటాయింపును వాయిదా వేయడం మాత్రమే కాదు; అది ఒక యువత భవిష్యత్తును వాయిదా వేయడమే.

ఒక విద్యార్థి చదువుకు నిధులు సమకూరుస్తామని ప్రభుత్వం వాగ్దానం చేస్తే, ఆ వాగ్దానాన్ని చట్టబద్ధంగా కట్టుబడి ఉండే, కాలపరిమితితో కూడిన ఒప్పందంగా పరిగణించాలి. వయోపరిమితులు, నియామక ప్రక్రియలతో పోరాడుతున్న నిరుద్యోగ పట్టభద్రుడు “రేపు” అనే విలాసాన్ని భరించలేడు.
సకాలంలో చెల్లింపులు చేయడం ప్రస్తుత అత్యవసరం. ప్రభుత్వం తన బకాయిలను తక్షణమే పరిష్కరించాలి, విద్యార్థి ధృవపత్రాలను ప్రభుత్వం-కళాశాలల మధ్య జరిగే ఆర్థిక లావాదేవీల నుండి వేరు చేయాలి ఇంకా తమ నియంత్రణలో లేని ఖజానా కోసం ఆంధ్రప్రదేశ్ యువత ఇకపై శిక్షించబడకుండా చూడాలి. ప్రభుత్వం సత్వరం ఈ సమస్యను పరిష్కరిస్తుందని ఆశిద్దాం.
