The state government is implementing many welfare programs with the common goal of empowering women to stand on their own feet. For the past 45 months, the government under the leadership of Chief Minister YS Jagan has been making women centric directly and indirectly in every program for women empowerment. Women’s development is shown by actions rather than words. The state is paving the way for women’s empowerment by providing economic, social and political opportunities to women. Andhra Pradesh government is taking steps towards making every woman a millionaire. From the child in the mother’s womb to the lovingly blessed grandmothers, it stands by them at all stages and works for the self-reliance of women by providing equal opportunities in any field such as social, economic and political. To raise their status and improve their livelihoods, the government is taking policy decisions to ensure that women play a vital role in every welfare program.

Through Navratnas implemented by the government in the state, the weaker sections are being used to take a step forward economically. Majority of the schemes in Navaratna are designed for the upliftment of women. On the occasion of the release of the third tranche of ‘YSR Asara’ funds on March 24, let’s take a look at the benefits provided by the government to women through various welfare schemes and programs. మహిళలకు ఆర్థిక ప్రగతి చేకూర్చేలా ‘నవరత్నాలు’

మహిళలు సొంతంగా తమ కాళ్ల మీద తామే నిలబడి ఎదగాలని సమున్నత లక్ష్యంతో రాష్ట్ర ప్రభుత్వం అనేక సంక్షేమ కార్యక్రమాలను అమలు చేస్తోంది. గత 45 నెలలుగా మహిళా సాధికారత కోసం ప్రతి కార్యక్రమంలో ప్రత్యక్ష్యంగా, పరోక్షంగా ఉమెన్ సెంట్రిక్ గా ముఖ్యమంత్రి వైఎస్‌ జగన్‌ ఆధ్వర్యంలోని ప్రభుత్వం రూపొందిస్తోంది. మహిళాభివృద్ధిని మాటల్లో కాకుండా చేతల్లో చేసి చూపిస్తోంది. రాష్ట్రంలో మహిళలకు ఆర్థికంగా, సామాజికంగా, రాజకీయంగా అనేక అవకాశాలు కల్పిస్తూ.. మహిళా సాధికారతకు దారులు వేస్తోంది. ప్రతి మహిళను లక్షాధికారిని చేసే దిశగా ఆంధ్రప్రదేశ్ ప్రభుత్వం అడుగులు వేస్తోంది. అమ్మ కడుపులోని బిడ్డ నుండి ఆప్యాయంగా ఆశీర్వదించే అవ్వల వరకు వారికి అన్ని దశల్లోనూ అండగా నిలిచి సామాజిక, ఆర్థిక, రాజకీయం ఇలా ఏ రంగంలోనైనా సమాన అవకాశాలను కల్పిస్తూ మహిళల స్వావలంభనకు కృషి చేస్తోంది. వారి స్థితిగతులను పెంచేందుకు, జీవనోపాధులను మెరుగుపర్చేందుకు ప్రభుత్వం ప్రవేశపెట్టే సంక్షేమం, ప్రతి కార్యక్రమంలో స్త్రీ కీలక పాత్ర పోషించేలా విధానపర నిర్ణయాలకు శ్రీకారం చుడుతోంది.

రాష్ట్రంలో ప్రభుత్వం అమలు చేస్తున్న నవరత్నాల ద్వారా బడుగు బలహీన వర్గాలు ఆర్థికంగా ఓ మెట్టు ఎక్కేందుకు ఉపయోగపడుతున్నాయి. నవరత్నాల్లోని మెజారిటీ పథకాలు మహిళల అభ్యున్నతి కోసమే రూపొందించినట్లు ఉన్నాయి. మార్చి 24న ‘వైఎస్సార్ ఆసరా’ మూడో విడత నిధులు విడుదల సందర్భంగా వివిధ సంక్షేమ పథకాలు, కార్యక్రమాల ద్వారా ప్రభుత్వం మహిళలకు అందించిన లబ్ధిని పరిశీలిద్దాం. 2019 ఎన్నికల నాటికి పొదుపు సంఘాల బ్యాంకు రుణాల మొత్తం రూ. 25,517 కోట్ల సొమ్మును 4 విడతల్లో మహిళా పొదుపు సంఘాల ఖాతాల్లో నేరుగా జమ చేస్తామని ముఖ్యమంత్రి వై.ఎస్. జగన్ మోహన్ రెడ్డి తన పాదయాత్రలో హామీ ఇచ్చి మ్యానిఫెస్టోలో చేర్చారు. తమ ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత నవరత్నాలలో ‘వైఎస్సార్ ఆసరా’ పథకం ద్వారా తానిచ్చిన హామీని నెరవేరుస్తూ ఇప్పటికే వరుసగా రెండు విడతల్లో రూ.12,758 కోట్లను మహిళల ఖాతాల్లో ప్రభుత్వం జమ చేసింది. మూడో విడతగా దాదాపు రూ.6,420 కోట్లతో కలిపి మొత్తం రూ.19,178 కోట్లను ప్రభుత్వం పొదుపు సంఘాల మహిళల ఖాతాల్లో జమచేయడం ద్వారా రాష్ట్ర వ్యాప్తంగా దాదాపు 7.97 లక్షల స్వయం సహాయక సంఘాల్లోని 78.94 లక్షల మంది పొదుపు సంఘాల మహిళలకు లబ్ధి చేకూరినట్లైంది. అంతేకాకుండా మహిళలు వ్యాపారవేత్తలుగా రాణించేందుకు P&G, ITC, RELIANCE, HUL వంటి వ్యాపార దిగ్గజాలు, బహుళ జాతి సంస్థలు, బ్యాంకులతో ఒప్పందాలు చేసుకొని తోడ్పాటునందిస్తోంది. కార్పొరేట్ సంస్థలు, బ్యాంకులతో అనుసంధానం చేసి ప్రభుత్వం అందించిన సహకారంతో కిరాణా దుకాణాలు, వస్త్ర వ్యాపారం, ఆవులు, గేదెలు, గొర్రెలు, మేకల పెంపకంతో పాటు ఇతర జీవనోపాధులు ద్వారా లక్షలాది మంది నెలకు రూ.7 వేల నుండి రూ. 10 వేల వరకు అదనపు ఆదాయం పొందుతున్నారు.

రాష్ట్రంలో 45 నుండి 60 ఏళ్ల మధ్య వయస్సు గల ఎస్.సి, ఎస్.టి, బి.సి, మైనార్టీ మహిళలకు “వైఎస్సార్ చేయూత” ద్వారా ఏటా రూ.18,750 ల చొప్పున క్రమం తప్పకుండా వరుసగా నాలుగేళ్లలో అదే అక్కచెల్లెమ్మలకు మొత్తం రూ. 75,000 ఆర్థిక సాయం అందించే పథకం ‘వైఎస్సార్ చేయూత..’. ఇప్పటికే ఈ మూడేళ్ళలో ఒక్కొక్క మహిళకు అందించిన ఆర్థిక సాయం మొత్తం రూ. 56,250.. రాష్ట్ర వ్యాప్తంగా 26,39,703 మంది పేద అక్కచెల్లెమ్మలకు తద్వారా కోటి మంది జనాభాకు మేలు కలిగిస్తూ “వైఎస్సార్ చేయూత” క్రింద ఇప్పటి వరకు మొత్తం రూ. 14,129 కోట్ల అందించింది. జీవనోపాధి కల్పించడం కోసం ఇప్పటికే స్త్రీనిధి, బ్యాంకులు మరియు సంఘాల నుండి రుణాలు పొందేలా అనుసంధానం చేసి రూ. 4,370 కోట్లకు పైగా రుణాలు అందించింది. అలాగే “వైఎస్సార్ సున్నా వడ్డీ’’ ద్వారా 9.76 లక్షల స్వయం సహాయక సంఘాలలోని కోటి మందికి పైగా డ్వాక్రా మహిళల ఖాతాలకు మూడేళ్ళలో దాదాపు రూ. 3,615 కోట్లు జమచేసింది. ప్రతి మండలానికి ఒక వైఎస్సార్ చేయూత మహిళా మార్ట్ ఏర్పాటు ద్వారా అక్కచెల్లెమ్మలకు తక్కువ ధరకే నాణ్యమైన సరుకులు అందించడంతో పాటు మార్కెటింగ్ లో శిక్షణ ఇచ్చి వారిని వ్యాపార వేత్తలుగా తీర్చిదిద్దుతోంది.

45 నుండి 60 ఏళ్ల లోపు ఉన్న కాపు, బలిజ, తెలగ, ఒంటరి కులాలకు చెందిన పేద మహిళల ఆర్థికాభివృద్ధి, జీవన ప్రమాణాలు పెంచేందుకు వీలుగా ‘వైఎస్సార్ కాపు నేస్తం’ ద్వారా ఏటా రూ.15 వేలు చొప్పున 5 ఏళ్లలో మొత్తం రూ.75 వేల ఆర్థిక సాయం అందిస్తోంది. ఈ మూడేళ్లలో 3లక్షల 56 వేల మంది కాపు మహిళలకు ఒక్కోక్కరికి రూ. 45 వేల చొప్పన రూ. 1518 కోట్ల లబ్ధిని అందించింది. అలాగే మేనిఫెస్టోలో చెప్పకపోయినా మహిళా సాధికారతకు పెద్దపీట వేస్తూ ఈబీసీ (ఆర్థికంగా వెనుకబడిన ఓసీ వర్గాలు) లోని పేద మహిళల కోసం ‘వైఎస్సార్ ఈబీసీ నేస్తం’ అమలు చేస్తోంది. ‘‘వైఎస్సార్ ఈబీసీ నేస్తం’’ద్వారా 45 నుండి 60 ఏళ్లలోపు ఉన్న రెడ్డి, కమ్మ, ఆర్యవైశ్య, బ్రాహ్మణ, క్షత్రియ, వెలమలతో పాటు ఇతర ఓసీ వర్గాలకు చెందిన అర్హులైన 3,92,674 మందికి ఏటా రూ. 15,000 చొప్పున మూడేళ్లలో మొత్తం రూ. 45,000ల ఆర్ధిక సాయం అందిస్తోంది. ఇప్పటివరకు 3.94 లక్షల మంది మహిళల ఖాతాల్లోకి రూ.595.86 కోట్ల మొత్తాన్ని నేరుగా జమ చేసింది.

అమ్మ కడుపులోని బిడ్డ నుండి ఆప్యాయంగా ఆశీర్వదించే అవ్వల వరకు మహిళలకు అన్ని దశల్లోనూ అండగా నిలచి రాష్ట్ర ప్రభుత్వం ఆదుకుంటుంది. వైఎస్సార్ సంపూర్ణ పోషణ, సంపూర్ణ పోషణ ప్లస్ ద్వారా గర్భవతులు, బాలింతలు, చిన్నారుల ఆరోగ్య పరిరక్షణకు సంపూర్ణ పౌష్టికాహారం పంపిణీ చేస్తుంది. మన బడి నాడు నేడు ద్వారా కౌమార బాలికల ఆత్మగౌరవం నిలబెట్టేలా పాఠశాలల్లో ప్రత్యేక మరుగుదొడ్ల నిర్మాణం, స్వేచ్ఛ పథకం ద్వారా కిశోర బాలికలకు ఉచితంగా శానిటరీ నాప్ కిన్స్ పంపిణీతో పాటు మహిళల భద్రత కోసం అభయం, దిశ యాప్ ల రూపకల్పనతో కొండంత అండగా నిలిచింది. గ్రామ/వార్డు సచివాలయాలలో మహిళా కానిస్టేబుళ్ల నియామకాలు జరిపింది. మహిళల పేరు మీదే ఇళ్ల పట్టాలు, ఇళ్లు మంజూరు చేసింది. ఇప్పటికే 30.76 లక్షల మంది మహిళలకు ఉచిత ఇళ్ళ పట్టాల పంపిణీ పూర్తి చేసింది. ఇళ్ల పట్టా, ఇల్లు ఇచ్చిన రోజునే అక్కచెల్లెమ్మల పేరు మీద రిజిస్ట్రేషన్ చేస్తోంది. 60 ఏళ్లు పైబడిన అవ్వలకు, వితంతువులకు, ఒంటరి మహిళలకు వైఎస్సార్ పెన్షన్ కానుక అందిస్తోంది. కేబినెట్ లో మహిళలకు హోం శాఖ, వైద్య, ఆరోగ్యం వంటి కీలక శాఖలు అప్పగించడంతో ఒక మహిళకు ఉప ముఖ్యమంత్రిగా అవకాశం కల్పించింది. అలాగే స్థానిక సంస్థల పదవుల్లో మహిళలకు 50 శాతం రిజర్వేషన్లు కల్పిస్తూ చట్టం చేసి కార్పొరేషన్, మున్సిపాల్టీలలో రాష్ట్రవ్యాప్తంగా మహిళలకు 61 శాతం పదవులను వై.ఎస్. జగన్ మోహన్ రెడ్డి ఆధ్వర్యంలోని ప్రభుత్వం అప్పగించింది. నామినేటెడ్ పదవులు, నామినేషన్ పనుల్లో మహిళలకు 50 శాతం రిజర్వేషన్లు కల్పిస్తూ చట్టం తీసుకొచ్చింది. మహిళలను వారి కాళ్ళ మీద వారిని నిలబెడుతూ జగనన్న అమ్మఒడి, వైఎస్సార్ పెన్షన్ కానుక, వైఎస్సార్ ఆసరా, వైఎస్సార్ సున్నా వడ్డీ, వైఎస్సార్ చేయూత, వైఎస్సార్ కాపు నేస్తం మొదలైన పథకాల ద్వారా సంక్షేమ ఫలాలు అందిస్తూ రేషన్ కార్డు పేరు మొదలుకొని ఇళ్ల రిజిస్ట్రేషన్ వరకూ ప్రతి ఒక్కటి మహిళ పేరుమీదనే అందజేసి యాజమాన్య హోదాను కల్పించి మహిళా శక్తిని వెలుగెత్తి చాటింది ఈ ప్రభుత్వమే అనడంలో అతిశయోక్తి లేదు
