నాటో దేశాలకు ‘కలినిన్ గ్రేడ్’ భయం
రష్యా ఆధీనంలోని కలినిన్ గ్రేడ్ని చూస్తే పశ్చిమ దేశాలు ఎందుకు భయపడుతున్నాయో తెలుసుకోవాలంటే ?
కలినిగ్రేడ్ అంటే ఏమిటి ? తెలుసుకోవాలి..
రష్యా- ఉక్రయిన్ యుద్దనేపధ్యంలో కలినిన్ గ్రేడ్ చుట్టూ అంతర్జాతీయ రాజకీయాలు చుట్టుముట్టాయి. సెంట్రల్ యూరోపియన్ దేశాలైన పోలాండ్, లిథినేనియా బాల్టిక్ కోస్తా తీరం మధ్య ఉన్న భూబాగాన్నే కలినిన్ గ్రేడ్ అంటారు. ఇది రష్యన్ భూభాగం. చారిత్రకంగా భౌగోళికంగా ప్రత్యేకతను కలిగి ఉంది. 223 చదరపు కిలోమీటర్ల వైశాల్యం కలిగిన ఈ భూమిలో 10 లక్షల మంది ఉన్నారు.
స్వదేశానికి దూరంగా భౌగోళికంగా ఇతర దేశాలకు దగ్గరగా ఉన్నదాన్నే ఎన్ క్లేవ్ అంటారు.
రష్యాకు ఇది చాలా దూరంగా (వేరుగా) ఉంటుంది. దానికి కావాల్సిన వన్నీ లుథినేనియా, బెలారస్ నుంచే వస్తాయి. మిగతావి 1,057 కిలోమీటర్ల సముద్ర జలాల ద్వారా జరుగుతుంది. కెలినిన్ గ్రాండ్ వాణిజ్య పోర్టు నుంచి సెయింట్ పీటర్ బర్గ్కు అంతర్జాతీయ జల మార్గం ఉంది.
నిజానికి చారిత్రాత్మకెలినిన్ గ్రేడ్ జర్మన్ భూభాగం. పూర్వం తూర్పు ప్రష్యాకు రాజధానిగా కూడా కలినిన్ గ్రేడ్ ఉంది.
ఫిన్లాండ్, స్వీడన్ లు నాటో సభ్యత్వం తీసుకున్న తర్వాత రష్యా ఆ ప్రదేశంపై మరింత దృష్టి సారించి వ్యూహాత్మకంగా వ్యవహరిస్తోంది. రష్యా – ఉక్రెయిన్ యుద్దం తర్వాత 40 నుంచి 50 శాతం దిగుమతులు దెబ్బతిన్నాయి. ఈ ప్రాంతంలో రష్యా తన అణుబాంబులతో సహా అన్నిరకాల యుద్ద సామ గ్రిని అక్కడే దాచింది.
వాస్తవానికి 1945కు ముందు ఇది కానిక్స్ బర్గ్ గా ఉండేది. ఇది జర్మనీ నగరాల్లో ఒకటి. ప్రసిద్ద జర్మన్ ఫిలాసఫర్ ఇమ్మానుయేల్ కట్ ఇక్కడే పెరిగారు. ఇప్పటికీ జర్మన్ వారసత్వ సంపద అవశేషాలు కనిపిస్తాయి. అందులో ఒకటి బ్రాండెన్ బర్గ్ గేట్.

1945లో పోట్స్ మేన్ అగ్రిమెంటు తర్వాత ఇది రష్యాలో కలసింది. ఈ అగ్రిమెంటులో అమెరికా, ఇంగ్లాండు, ఫ్రాన్స్, సోవియట్ యూనియన్ల ఆద్వర్యంలో జరిగింది.
అప్పటి రష్యా అధ్యక్షుడు స్టాలిన్ దీనిని యుద్ద స్ధావరంగా మార్చారు. ఇప్పటికీ 30 వేల మంది సైనికులు, నావల్ బేస్, ఫ్లీట్ ఉన్నాయి. ఇది నాటో దేశాలకు పక్కలో బల్లెంలా మారింది.
కలింగర్ సీపోర్టు బాల్టిక్ సముద్రంలోని బాల్టిక్స్ పట్టణంలో ఉంది. ఈ సముద్రం సంవత్సరమంతా గడ్డకట్టదుకాబట్టి రవాణాకు ఇది అత్యంత సౌకర్యవంతంగా ఉంటుంది.
యూరోపియన్ యూనియన్లో (ఈయూ) నెంబరైన లిథేనియా 2022 జూన్ 18 నుంచి తమ దేశం నుంచి కలినిన్ గ్రాండ్ కు రష్యా సామాగ్రి వెళ్లటానికి అనుమతించడం లేదు. నిషేదిత జాబితాలో బొగ్గు, మెటల్, నిర్మాణ సామాగ్రి, అధునాతన సాంకేతికత ఉన్నాయి. అంతకుముందు ఏప్రిల్లో 21 రష్యా విమానాలను తమ దేశాలనుంచి ఎగరటానికి వీలులేకుండా ఈయూ నిషేధం విధించాయి. క్రెమ్లిన్ దీన్ని బ్లాకేడ్ అని పిలుస్తోంది. తమ ప్రాంతంలోనివారికి ఆహారం అందకుండా చేస్తోందని రష్యా న్యూస్ ఏజెన్సీ టాస్ తెలిపింది. మానవ హక్కులకు అంతరాయం ఏర్పడుతోంది కాబట్టి దీన్ని ప్రపంచ ప్రజలంతా నిరసించడంతో లిథేనియా విదేశాంగ వ్యవహారాల శాఖ స్పందిస్తూ, తమ దేశం ఏకపక్షంగా, వ్యక్తిగతంగా అదనపు ఆంక్షలు విధించలేదని అది బ్లాంకేడ్ అవ్వదని వివరణ ఇచ్చుకుంది. వాస్తవానికి బాల్టిక్ సముద్రం ద్వారా రష్యా తన కార్యకలాపాలను కొనసాగిస్తోంది. లిథినేనియా నిషేధించిన వస్తువులను మాస్కో నుంచి రైలు మార్గాల ద్వారా రష్యా పంపుతోంది. ఈ పరిస్థితుల్లో ఈయూ కూడా కావాలని ఉద్రిక్త పరిస్థితులను కల్పిస్తోంది.
బ్లాకేడ్ అంటే ఏమిటి ?
రష్యా పదే పదే బ్లాకేడ్ (దిగ్బంధనం) అని పిలవడానికి కారణం రెండో ప్రపంచ యుద్ద సమయంలో నాజీల జర్మని రష్యాలోని లెనిన్ గ్రాండ్ ను దిగ్బంధించడం ద్వారా 80 వేల మంది రష్యన్లు మరణించారు. రాజకీయ విశ్లేషకులు, మీడియా, రాజకీయ నాయకులు ఆ ఘటనను గుర్తు చేసేందుకు, ప్రపంచ దృష్టిని కలినిన్ గ్రాండ్ పై ఉంచేందుకు ఈ ప్రచారాన్ని చేపట్టిందని ప్రత్యర్థ దేశాలు చెబుతున్నప్పటికీ, ఈ ప్రచారం రష్యాకు బాగా కలిసి వచ్చింది ..
ఈ నేపధ్యంలో ప్రపంచ దేశాలముందు, అంతర్జాతీయ మీడియా ముందు దోషిగా నిలబడటమే కాకుండా, లిథియేనియా ప్రధాని ఇంగ్రేడ్ సైమోనైట్ అవిశ్వాస తీర్మానం ఎదుర్కోవలసి వచ్చింది. అంతేకాకుండా ఆదేశ సార్వభౌమత్వానికి కూడా ముప్పు ఏర్పడింది.
ఇదే సమయంలో బెర్లిన్, బ్రస్సెల్స్ ఫ్రాన్స్ లపై కూడా రష్యా గురిపెట్టింది.
రష్యా – ఉక్రెయిన్ యద్దం మొదలైన ఆరునెలలకు కలినిన్ గ్రాండ్ లో కింజాల్ హైపర్ సోనిక్ ( ధ్వని కంటే వేగంగా వెళ్లే) 2 వేల కిలోమీటర్ల దూరాన్ని ఛేదించగల యుద్ద విమానాలను 3 మిగ్ 31 జెట్ ఫైటర్లను అక్కడ ఉంచడం, యుద్దం మొదలైన తర్వాత 9 వేల నుంచి 2 లక్షల మంది సైనికులను అక్కడ మోహరించడం వల్ల నాటో దేశాలకు ధడ పుడుతోంది.
ఇప్పటికే ఫిన్లాండ్ రక్షణ మంత్రి మిక్కో సావోలా ఆదేశాలను బేఖాతరు చేస్తూ, 31 జెట్లను ఆ దేశ ఉపరితలం నుంచి కలినిన్ గ్రేడ్ కు పంపింది. దీంతో లిథేనియా, పోలేండులు కలినిన్ గ్రాండ్ ను ఉగ్ర వాద ప్రాంతంగా ప్రకటించి ఏకాకిని చేయాలని పిలుపునిచ్చాయి. రష్యాకు చెందిన ఈ ప్రాంతాన్ని మిలటరీ బేస్గా మారడాన్ని తగ్గించలేకపోయినా, ఖచ్చితంగా దాన్ని బలహీన పరచాలని నాటో దేశాలు భావిస్తున్నాయి.
రష్యా యుద్ద ప్రణాళికుల అంచనా ప్రకారం ఆంక్షలు ఎక్కువయిన కొద్దీ మిలటరీ బలగాలను, మిలటరీ సాంకేతికతను చేరవేయడం కష్టమవుతుందని భావిస్తున్నారు.
అయితే మనం ఇక్కడ గుర్తు ఉంచుకోవాల్సిన విషయం ఏమంటే బాల్టిక్ సముద్ర గగన తలంపై నాటో దేశాల ఆధిపత్యంలో ఉంది. దీర్ఘకాలంలో ఇధి రష్యా రవాణాకు ముప్పు. ఏది ఏమైనప్పటికీ ప్రస్తుతం ఆప్రాంతంలో రష్యా పై చేయిగా ఉండటం నాటో దేశాలకు భయం పుట్టిస్తోంది.

According to the assessment of Russian war plans, it is expected that as sanctions increase, it will become more difficult to deliver military forces and military technology.
