డేటా నమోదు చేయడంలో చాలా సమస్యలు, సందేహాలు…

APHERMC ఫీజులు నిర్ణయం కొరకు అవలంబిస్తున్న విధానం డిగ్రీ కాలేజీలకు కాలేజీలకు కొత్త. ఏ ఎఫ్ ఆర్ సి ప్రొఫెషనల్ కాలేజీలకు ప్రవేశపెట్టిన ప్రాసెసింగ్ మెథడ్ డిగ్రీ కాలేజీలకు వర్తింపజేశారు. ఏ ఎఫ్ ఆర్ సి నాన్ ప్రొఫెషనల్ కాలేజీలకు ఫీజులు నిర్ణయించే విధానం కానీ ప్రొసీజర్ గానీ లేదు. డిగ్రీ కాలేజీలకు యూజీసీ విధానాల ప్రకారం యూనివర్సిటీ డిగ్రీ కోర్సులకు ఫీజులు నిర్ణయించేది.

2023-25 బ్లాక్ పీరియడ్ కు నోటిఫికేషన్ విడుదల అయినప్పటి నుండి ఏపీహెచ్ఇఆర్ఎంసి సెక్రటరీ గారికి డిగ్రీ కాలేజీల యొక్క అనెక్సర్ 10 లో వివిధ షెడ్యూల్స్ లో డేటా ఇవ్వవలసిన విధానంలో సమస్యల గురించి తెలియజేశాము.

కొత్తగా ప్రవేశపెట్టిన విధానం డిగ్రీ కాలేజీలకు తెలిసే పద్ధతి లేకపోవడం వలన డేటా నమోదు చేయడంలో చాలా సమస్యలు సందేహాలుగా మిగిలిపోయాయి.
వాటి గురించి మాట్లాడే అవకాశం ఎపిహెచ్ఈఆర్ఎంసి సభ్యులు చొరవ తీసుకోలేదు. కనుక ప్రొఫెషనల్ కాలేజీల ఫీజు నిర్ణయ ప్రొసీజర్ పద్ధతి కాకుండా డిగ్రీ కాలేజీలకు ప్రత్యేక విధివిధానాల ద్వారా ఫీజు నిర్ణయించాలని రిక్వెస్ట్ చేశాము.

డిగ్రీ కాలేజీలు సొసైటీల పరిధిలో ప్రతి సం.ము ఫైనాన్స్ ఆడిట్ రిపోర్ట్స్ incometax సబ్మిట్ చేస్తాము. ఆ ఆడిట్ రిపోర్టు ఫీజు ఫిక్స్ చేయటానికి ఉపయోగపడటం లేదు. Incometax కొరకు నమోదు చేసిన చాలా హెడ్స్ expenditure APHERMC కమీషన్ తీసుకోవడం లేదు. Incometax department కి జమ ఖర్చులు కాలేజీ మొత్తానికి సంబందించినది గా ఆడిట్ రిపోట్స్ లో తీసుకొంటారు.

కానీ, ఇక్కడ కోర్సు వారీగా కావాలి అంటారు.
ఉదా: కరెంట్ బిల్, వాటర్ బిల్లు, ప్రిన్సిపల్ జీతం, నాన్- టీచింగ్ జీతాలు కోర్సులు వారీగా చూపించాలి అంటారు. అది ప్రాక్టికల్ గా ఎలా కుదురుతాది..

కాలేజ్ కొరకు చేసిన అప్పులు, వాటి తాలూకు వడ్డీ ఖర్చులు క్రింద కుదరదు అంటారు…

కాలేజ్ బస్సు లకు అయ్యే ఖర్చులు ఎక్కువ,, ముఖ్యంగా రూరల్ ప్రాంతంలో తక్కువ ఫీజుల బస్ లు నడిచే పరిస్తితి. ఆ బస్ ల వలన వచ్చే loss సంబంధం లేదు అంటారు.

అలాగే, ఇప్పుడు వున్న కాలేజీ ల మద్య వున్న హెవీ కాంపిటీషన్ వలన మరియు కార్పొరేట్ కాలేజీల వలన రూట్ క్యాంపెయిన్ చేస్తేనే అడ్మిషన్లు వచ్చే పరిస్తితి, అడ్వర్టైజ్మెంట్ మరియు క్యాంపెయిన్ పెట్టే ఖర్చులు పరిగణలోకి తీసుకోరు..

ఏదైనా అడిగితే నాన్ – ప్రోఫిటబుల సంస్థలు అది అంతే సర్వీస్ క్రింద అంటారు…
డిగ్రీ కాలేజీలు చేస్తున్నది సర్వీస్ కాబట్టే ఈ రోజు రూరల్ ప్రాంతంలో విద్యార్థులు చదువుని కొనసాగిస్తున్నారు. రూరలో కాలేజీలు పల్లె పల్లెకు వెళ్లి చదువు ప్రాముఖ్యత తెలిపి, విద్యకు అందిస్తున్న ప్రభుత్వ పథకాలు చేరవేసే ug లో అడ్మిషన్ల ను పెంచుతున్నాం. కనుకనే GER ratio బాగున్నది..

ప్రభుత్వం నుండి మరియు విద్యార్థుల తల్లితండ్రులు సకాలంలో ఫీజులు చెల్లించక పోయినా కాలేజీలు passion తో విద్యను అందిస్తున్నాయి.

ప్రభుత్వం కి చెల్లించే ప్రతి రూపాయి బిజినెస్ స్లాబ్ క్రింద ఫీజులు తీసుకొంటారు, అప్పుడు ఎడ్యుకేషన్ సెక్టార్ నాన్ profitable సంస్టగా గుర్తు రాదు. కరెంట్ బిల్, ఫోన్ బిల్, పంచాయతీ టాక్స్, ఫైర్, వివిధ రకాల సర్టిఫికేట్లు అందించే టప్పుడు సర్వీస్ సెక్టార్ అని వుండదు..

ప్రభుత్వ డిగ్రీ కాలేజీలలో ఒక్కో విద్యార్థి పైన సుమారు 90000 నుండి లక్ష రూపాయలు ఖర్చు చేస్తున్నారు. ఏ ఆడిట్ రిపోర్ట్ ఆధారంగా ప్రభుత్వం ఖర్చు చేస్తున్నది.
అదే ప్రైవేటు విద్యాసంస్థలలో ఒక్కో విద్యార్థికి 10000 నుండి 13 వేల రూపాయలు ఖర్చు చేస్తున్నది. ఈ ఫీజుల వలన సరైన క్వాలిటీ విద్య అందడం లేదు. ఇప్పుడున్న సరాసరిన సగటు ఎంప్లాయ్ కి ఇచ్చే జీతం ఏమాత్రము సరిపడినది. క్వాలిటీ ఉన్న లెక్చరర్లు ద్వారా చదువు చెప్పించాలి అంటే జీతం ఎక్కువ ఇవ్వాలి, వచ్చే ఫీజులకి కాలేజీ ఖర్చులకి జీతాలు కి సరిపడక ప్రతినెల అప్పు చేసి జీవితాలు ఇచ్చే పరిస్థితి ఉన్నది.
పక్క రాష్ట్రాలలో డిగ్రీ కోర్సు ఫీజు కనీసం 35 వేల నుండి 45 వేల పైన ఉన్నది కానీ ఏపీలో చాలా తక్కువ ఫీజుకే చదువును అందించవసి వస్తున్నది.

ప్రభుత్వం ఇచ్చే ఫీజులు ఆధారంగా కాలేజీ ఖర్చులు చేస్తున్నాము, ఆ వచ్చిన ఫీజుకి ఆడిట్ రిపోర్ట్స్ చూపించడం వలన ఫీజు పెరిగే పరిస్థితి లేదు.

కనీసం ఎల్కేజీ ఫీజు కూడా డిగ్రీ ఫీజు ఉండడం లేదు.

కనుక డిగ్రీ ఫీజుల మీద ప్రత్యేకమైన ఒక కమిటీ నియమించి ఇప్పుడున్న ఎన్ ఈ పి పాలసీ ప్రకారం విద్యను అందించాలి అంటే కనీసం ఎంత ఖర్చు అవుతాది అనేది ఒక రిపోర్ట్ చేయగలిగితే బాగుంటాది. ఆ కమిటీలు మమ్మల్ని భాగస్వామ్యం చేసి ఏఏ ఖర్చులు ఎంత మేర అవసరపడతాదో ప్రస్తుత నిత్యవసర ఖర్చులు దృష్టిలో ఉంచుకొని ప్రైవేట్ విద్యాసంస్థలు పనిచేసే అధ్యాపకులకు మెరుగైన జీవితాలు అందించే విధంగా అలాగే సరైన క్వాలిటీ పెరామీటర్స్ పాటించడానికి కనీస ఫీజులను నిర్ణయించాలని ప్రభుత్వానికి విజ్ఞప్తి చేస్తున్నాము. ప్రస్తుత పరిస్థితులలో డిగ్రీ కాలేజీలు ఎదుర్కొనే సమస్యలను అధిగమించాలి అంటే కచ్చితంగా ఒక నిర్దిష్టమైన ఫీజులను నిర్ణయించే విధంగా ప్రభుత్వం చొరవ చూపి ఏపీహెచ్ఆర్ఎంసి వారితో మాట్లాడి సరిపడా ఫీజులను డిగ్రీ కాలేజీ విద్యార్థులకు అందించగలరని విజ్ఞప్తి చేస్తున్నాము.

The procedure adopted by APHERMC for determination of fees is new from degree college to college. The processing method introduced in AFRC Professional Colleges has been applied to Degree Colleges. AFRC does not have a procedure for fixing fees for non-professional colleges. University determines the fees for degree courses as per UGC guidelines for degree colleges.

Since the release of the notification for the block period 2023-25, we have informed the APHERMC Secretary about the issues in the manner in which data is to be given in the various schedules in Annexure 10 of the Degree Colleges.

Due to the lack of a system known to the degree colleges for the newly introduced system, many problems in data entry remain in doubt.
APHERMC members did not take the initiative to talk about them. Therefore, we have requested to determine the fees for degree colleges through special procedures, rather than the fee determination procedure of professional colleges.

We submit incometax finance audit reports every year under the scope of degree colleges and societies. That audit report is not useful to fix the fee. Most of the heads of expenditure registered for Incometax do not charge APHERMC commission. The expenses deposited to the Incometax department are taken in the audit reports as related to the total amount of the college.

But, here it is called course wise.
Eg: Current bill, water bill, principal salary, non-teaching salary should be shown course wise. How does it work practically?

Loans incurred for college and their interest expenses are not counted under…

The cost of college buses is high, especially in rural areas where low fare buses ply. It is said that the loss caused by those buses is not related.

Also, due to the heavy competition among the existing colleges and the situation where admissions are only done through root campaign by corporate colleges, advertisement and campaign expenses are not considered.

Today, students continue their studies in rural areas because degree colleges are doing service. We are increasing the admissions in rural colleges by going village to village to show the importance of education and reach the government schemes providing education. That’s why GER ratio is good..

Colleges are providing education with passion even though the government and parents of students are not paying fees on time.

Every rupee paid to the government is charged under the business slab, then the education sector will not be remembered as a non-profitable institution. Current bill, phone bill, panchayat tax, fire, different types of certificates are not mentioned as service sector.

Government degree colleges spend around 90000 to 1 lakh rupees per student. Government is spending on the basis of any audit report.
10000 to 13 thousand rupees are spent per student in the same private educational institutions. These fees are not providing proper quality education. The average salary given to an average employee at present is barely adequate. Education should be taught by quality lecturers, which means that the salary should be higher, and the fees are not enough for the college expenses, and the salaries are not enough.
In neighboring states the degree course fee is at least 35 thousand to 45 thousand above but in AP education is being provided at a very low fee.

We are spending the college expenses based on the fees given by the government, there is no increase in the fees due to the audit reports showing the fees received.

Degree fee is too less not even like that of LKG FEE

So it would be good if a special committee on degree fees should be appointed and a report should be made to provide education as per the current NEP policy i.e. at least how much it will cost. We are appealing to the government to share with us what expenses are necessary and to determine the minimum fees to provide better lives to the teachers working in private educational institutions as well as to maintain proper quality parameters keeping in mind the current essential expenses. In the current situation, the problems faced by the degree colleges should be overcome, i.e. we are appealing to the government to take an initiative to determine a specific fee and talk to APHRMC to provide adequate fees to the degree college students.
