The Chief Minister was speaking in the Legislative Assembly during the debate on the motion of thanks for the Governor’s speech.
On this occasion, what did CM Shri YS Jagan say…:

If we see what we have done in 45 months…
We have gathered here today to discuss the resolution of thanks to the Governor for his speech and to present the fourth budget. It has been almost 45 months since our government came. If we look back at what we have done in these three years and 9 months, before the end of four years, 98.5 percent of the promises made in the manifesto have been fulfilled and implemented. This is a major change that we have brought regarding the commitment that parties have to show in terms of election manifesto. Putting an end to the tradition of usually throwing the manifesto in the trash after the elections… we have brought a great change by proving that the manifesto is a holy book, the Bhagavad Gita, the Bible, the Qur’an and the hopes of the people.

Meaning of values and reliability…
The past four years of governance has gone on in such a way as to convey the meaning of the two words ‘values’ and ‘trustworthiness’ in politics, to increase trust in the government and to bring transparency in governance. We were able to bring about a great change in the political system.

Looking at this four year administration…
Whatever we said at the time of election that we will do good in our government regardless of caste, religion, region and class, we can say with pride and joy that we have implemented it in welfare schemes and development schemes.

During these four years, we were able to completely abolish Janmabhoomi committees that divide people into people who are mine and non-mine, and after the elections and politics are over, everyone is mine. This is also a great change that we have brought.

May the future be good…
In this state, when every family believes that today is better than today, tomorrow is better than tomorrow, then it is called development. According to the promise, Rs.1,97,473 Lakh Crores will be given to benefit the three generations of children, adults and elderly in each and every family in poverty.
Through DBT, we have been able to bring about a change in a great system by pressing a button directly without any bribes and without any place for discrimination. This change is the biggest change we have made.
In the past, those who could not change the history of families, those who could not change the history of castes, used to talk superficially and brag about financial matters in a way that no one could understand.

Support if you think it’s good…
At that time, they used to introduce the budget and say great things. In the end, what good has happened to the people? What good happened to the family? That means no one had an answer. In such a situation, what good has been done to every house and man to man under our rule… Go to Gadapa, Gadapa and say this is the good thing that has happened to your family from the government… Print it and tell them with the details. These four years of administration went on in a great state where our MLAs could proudly go door to door and explain the good things that have happened.

This is a great example of the moral and commitment of all of us to the government. In these 45 months, we have been able to create a situation where MLAs can go to every house, meet every sister and tell about the good things that have happened in every house, not during the election, but before the election.

Let me first mention some of the changes that have taken place in the administrative system of the state.
If there were 13 districts in the state by 2019, they have become 26 districts. That is, due to the increased districts, the number of officers in all departments has doubled from 13 to 26 Collectors, 26 SPs, 26 JCs. This means that the administrative services to the people of the state have doubled. Officials and authority have become closer to the people. This is another change brought in decentralization. If there were 51 revenue divisions in the state till 2019, today we have taken it to 76. 15,004 village and ward secretariats have been established in the state after the formation of the government. 1.34 lakh people are seen as permanent employees out of which our children are working there. Almost 600 civil services are provided in each secretariat without any bribes or discrimination.
2.65 lakh volunteers are doing good in the villages in connection with the village secretariats to hold hands and lead one volunteer for every 50 houses.
This is a revolution in civil services everywhere in villages and remote villages.

RBKs – From Seed to Sale…
10,778 Rythu Bharosa Kendras, which were established by our government for the first time in the country, are visible in the villages. In this, a great system is available at the village level to accompany the farmer in every service from seed to crop purchase and guide the farmer by the hand.
10778 agriculture and horticulture graduates are working there and accompanying the farmers in these RBKs. In the previous government, such RBKs and similar services were not seen.
Towards a permanent end to land disputes
This is a great change that we have brought at the village level. It would have been great if there had been a surveyor for the mandal in the past. You will not get it unless he also gives bribes. As there is only one mandal… it is not accessible to all. After our government came to power, we appointed 10,185 surveyors in every village and wards in towns. From the situation of not having one surveyor to the mandal, today 10,185 surveyors are available in the secretariat in the village, and after 100 years today, it is our government that is taking steps to put a permanent end to land grabs and land disputes.
This is another change brought by our government in the village.

As of 2019, there are only 11 medical colleges in the state. During this period of 45 months, 17 more medical colleges are being built across the state. This is a small proof of the attention we are showing to the field of Psychiatric Health.
If there are only 6 ports in the state so far… 4 more ports are being constructed. 9 more fishing harbors are coming up.

Without electricity for 25 years…
We are also the government that has arranged for free electricity to be available for 7000 megawatts at just Rs.2.49 for another 25 years and 17000 million units per year for agriculture during the day.

AP is number one in ease of doing business…
Our state has taken the number one position in the country for ease of doing business for three consecutive years. Changes were made in the process of giving Ease of Doing Business ranking in the last three years. They are also asking the opinions of those who are involved in the industry in that process. In the context of giving these rankings according to their opinions, it is a great reason that our state has been number one in the country for three years.

We are seeing industries and industrialists coming forward to invest in our state, which were never in the state in the past. We saw it in Davos and Visakha Summit. This is a testament to how we have ushered in irreversible changes in our industrial sector. Our state has recorded the GSDP growth rate as the number one in the country with the highest economic growth rate of 11.23 percent for the year 2021-22 among the 28 states in India.

If there is any state where the per capita income has increased by 14.02 percent in the financial year 2021-22, it is our state. All this was made possible by the grace of God and good governance brought about by the hardships of the people.

Progress at every step….
From the village to the state capitals, change is seen at every step during the 45 months of rule. Your Jagan mark is also visible.
During this 45-month rule, any single village in this state can be observed with visible changes. In every village we find newly established village secretariats upon our arrival.
We can see a situation in our village today where around 10 children are working there and saying good morning to us with a big smile. More than 600 services are available through them. Today, in the same village, a volunteer holds hands for every 50 houses and supports the people in every service program. If you take another four steps in the same village… the Rythu Bharosa Kendra is visible. It is seen that the agriculture graduate is working there, entering the e-crop data, helping the farmers from seed to purchase.
YSR Village Clinic is visible four feet away. A community health officer is available 24 hours a day at the village clinic and provides around 105 types of medicines and 14 types of tests.

Another four feet away are digital libraries. We are washing these in some places. We are going to build in some other places. Fiber optic grid has already reached 4000 villages with unlimited bandwidth. The remaining 13,000 panchayats will be fully covered by December. Where bandwidth is involved…. We are going to create a digital library and facilitate work from home in the village through unlimited bandwidth.

In the same village there are English medium schools that have changed with each other. At a short distance from there, you can see the houses that we have given to the poor sisters and the houses that are being built on those houses. They are not just houses but colonies.
All these things that I have said can be seen as development in the village. This is the change brought by our government at the village level before four years.

If you already see the difference from the past…
Until two months before the elections in the previous government, the pension provided by them was only Rs.1000. That too for 39 lakh people. Now, by the grace of God, there are 64 lakh people who are receiving pension in the state. As soon as our government was formed, we increased the pension to Rs.2250 and now it has been taken to Rs.2750. In the budget, the pension will be taken from Rs.2,750 to Rs.3000 by January and only after that, the program will go to the elections.

Like nowhere else in the country…
On the 1st day, before sunrise, the volunteer comes to every house, says good morning with a big smile and gives pension to every grandmother and grandfather. There is no program like this in the state, not only in the country, but nowhere in the world. This is a great change brought by our government.

Ration at home – AP as a role model.
In our government, we have increased the number of ration cards to 1.46 crores. Whether in any village or town in the state, is there any system in the country that provides ration rice to our street and at our doorstep? Our state is a role model state where other states can learn how to do it by copying what we are doing. Is there any other government that is delivering quality Sartex medium thin rice every month with a total of 9,260 delivery vans across the state to avoid the misery of standing in queues for hours at the ration shops? This is another great change brought about by our government.

Our Government Schools – Unexpected Changes…
Government schools were in a dilapidated condition during the previous government. In another two years, corporate schools will bring such schools to compete with government schools..Government schools will be equipped with CBSE English medium. From the child’s dress to the chief minister’s attention in an uncle, Jagananna Vidya Diweena not only reimburses one hundred percent of the fees but also accompanies all the children with the blessing of accommodation.
Did the situation happen anywhere in the previous government? Can such a change be imagined? I am asking.
In two years, digital classrooms in every class from class six. If you start telling children on interactive platforms, corporate schools will set up IFPs on this model so that they can compete with them, and the situation will change like government schools in another two years. In this, fully digital classrooms with interactive flat panels will come across the state in 30,230 classrooms out of 5,800 schools from 6th standard in about 15,200 schools by the time the schools open this June.

We are giving tabs from 8th standard. If the same program is done next year, tabs will also be given in private schools. If tabs are given in government schools… private schools also give tabs saying that if we don’t give it, there will be trouble. All these are examples of how great changes are taking place.

No one would have guessed. From an environment where government schools compete with corporate schools, no one could have imagined that corporate schools will compete with government schools.

Around 45 thousand schools and colleges in the state are changing form on Manabadi day. This is a great change that our government is bringing for the future of the next generation of children.

Once you see the Navratna schemes..
The idea of giving Rs 15,000 to mothers who educate their children has never been seen in the past. There is no state in the country. Our government has put Rs.19,674 crores in the hands of 48.48 lakh mothers through this Ammaodi scheme in four years.
This is the cost of encouraging parents to send their children to school. It is a great scheme brought by a good uncle who was anxious to ensure 75 percent attendance and yearned for studies.

If the Rythu Bharosa scheme is taken, 52.38 lakh farmers will get Rs.27,062 crore through this scheme in four years. Our government is also providing this assistance to tenant farmers and RVOFR farmers.
It is our government that is paying the insurance burden itself without the farmers having to pay even a single rupee as insurance premium. It is our government that has given Rs.6,872 crore as compensation to 44.05 lakh farmers who pay this.

Input subsidy, zero interest, nine hours of free electricity during the day, purchase of foodgrains without any reduction to MSP, grain collection, e-cropping through RBKs, etc., is our government which has brought changes that have never happened in the history of agriculture.

A scheme like YSR Chehoota, which provides financial support to SC, ST, BC and minority sisters between the ages of 45 to 60 years, has never been implemented anywhere in the history of the state or even in the country.
Through this scheme we have provided Rs.14,129 crores to 26.40 lakh elder sisters. In addition to this, we brought big companies like ITC, P&G, Reliance, Amul and showed them ways of livelihood.

We have promised to pay Rs.25,000 crores in four installments through YSR Asara to support the younger sisters with zero interest. According to that, we are ready to pay the third installment. We have already put Rs.12,758 crores in the hands of 78.74 lakh sisters in two installments.

The previous government’s election promise,
After the elections, we have seen before our very eyes that cheating has damaged all the savings societies as well.
Under the outstanding loans NPAs in the previous government, about 18 percent A and B grade societies of Akkachelemma were downgraded to C and D grade.
Their outstanding loans are just point five percent. That means 99.5 percent of the older sisters are happily washing their clothes today. Notice the difference.

For the welfare of all communities…
We have helped 3.56 lakh people with Rs.1518 crores through YSR Kapunestam. We were able to give Rs.595 crores to another 3.94 lakh people through YSR ABC network.
Ours is the only government that has made the empowerment of older sisters their policy and implemented it with such schemes.
Today the GDP growth rate has increased to 11.23 percent. The reason for the rate of growth in our state at that level is that it becomes a necessary factor for economists as well.

Towards job creation…
Out of a population of five and a half crores, there are four lakh government jobs. After we came, we were able to create four lakh to six lakh jobs. We have increased half the jobs. But 6 lakh jobs in five and a half crore Janaba. Another 15-20 lakh jobs if big and big industries take care of all the rest. In this context, where most of the jobs are there, they are in the MSME sector. Each MSME sector provides employment to at least 10 people. Earlier if there were 1.10 lakh MSME units in the state… our Govt
Another 1.56 lakh MSME units have been established after the establishment. We are leading them by holding hands and encouraging them. By clearing all the pending industrial incentives, we are taking steps to ensure that the government is with the MSMEs.

And if we see that the growth rate of the state will increase due to the steady employment in the rest of the sectors… the big sector is the agriculture sector. 62 percent of the population is dependent on agriculture. In such an agricultural sector, we are supporting the farmers by giving farmer assurance money on time, providing insurance and input subsidy regularly and at the right time. 62 percent of the population is tied to it.

Giving a boost to the self-employment sector…
This is another great sector that will give a boost to growth. Self Employed Sector Through YSR Matsyakara Bharosa, we helped 1.20 lakh fishermen with Rs.422 crores and stood by them and helped them to stand on their feet. 82 thousand families were given Rs. We stood by them by providing 778 crores.
We have stood together with innovative ideas like Vahanamitra, Jagananna Todu, Jagananna Chedodu and La Nestham. Through Jagananna Chedo, we stood with 15 lakh people like those who sell vegetables on footpaths and do business on pushcarts. In this way, through schemes like Vahanamitra and Jagananna Todu, the government has supported them to stand on their feet by providing self-employment. Ours is the only government that supports and supports these weak people.

We can do all this. In addition to these, 30.75 lakh houses have been approved and 22 lakh houses are being constructed. Cement, steel and labor have grown and with this kind of growth, AP has been able to stand as a role model for the country.

In the time of covid…
I am proud to say that our state is also one of the leading states in the country to effectively deal with the epidemic during the covid that shook the world. We have introduced the concept of family doctor, writing a new chapter in preventive care as never seen before in the field of medicine. Bringing that concept… literally 10,550 YSR Health Clinics established by our government in villages and urban areas. Starting from the village clinics, PHCs, CHCs, area hospitals, district hospitals, teaching hospitals… a great program is underway to completely transform them day by day and develop them to national standards. This is another great change brought by our government.

Women police in villages
Another important thing should be said. In the previous government there were zero women police in the villages. 15,000 female police officers appointed at village and ward level in our government. Be a mother’s lap and support. Let be zero interest. Let’s help. Let 30 lakh houses be derailed. Let the construction of houses for 22 lakh people. Let the kapu nest. Let the ABC network be a scheme. All this is a step forward taken by us as a women-biased government, along with all this, bringing Disha app like no other state in the country. We have taken a great step. This Disha app has already been downloaded by 1.36 crore sisters. 1.17 crore people have also registered on their phones. When in danger, any older sister or younger sister presses the SOS button, or shakes the phone 5 times, but within 10 minutes, the police brother comes.. Sister, what happened to you? What happened to you sister? A great reassuring step has been taken by the state.

Along with Disha App, we have brought Disha Bill. It requires the approval of the central government to make it a law. Because it is in the Concurrent List. So it needs the approval of the central government. That bill is there. Disha police stations are already seen everywhere. Disa Public Prosecutors are found in every district. We are proud to say that all these are great changes that have been brought to accompany and support the sisters.
We have literally transferred Rs.2 lakh crore through DBT directly into people’s accounts transparently and without any room for bribes or discrimination. I am proud to say that in the history of the country, no state has experienced DBT on this scale. I am proud to say that 76 percent of this also went directly to my SC, my ST, my BC and my minority communities.
I am very happy to say that this is the biggest change brought by our government. Because whatever was wanted before was a bribe. And discrimination along with bribery. Today none of that is anywhere to be seen. Pressing the button directly. The money goes directly into the accounts of the sisters.

Finally two words..
Agriculture is as important as industry is to me. As important as IT is to me.. small traders, my BC, my SC, those in caste professions are equally important. How they survive is just as important. As much as the government employees are important to me, so are the grandparents who are getting monthly pensions.

I am proud to say that the welfare and development schemes of all of us through the government.. the poor elder sisters who are receiving money, their families and their well-being are equally important.. on this occasion, through this House.
On this occasion, I would like to convey that their social, political, economic, educational and gender empowerment is more important than that.

Keeping all this in mind..
In my council of ministers, nominated positions given by our government, temple boards, AMCs, local organizations… I am proud that political justice is equally visible along with social justice.
I am proud to say that it is equally important for me to give at least half of those posts to elder sisters and half to SC, ST, BC and minority family members wholeheartedly.
I am very happy to say on this occasion that every step in this direction has been taken as an initiation.

My journey is with the poor
One more thing should be said here.
We have all seen it in governments before. Words in the wind What they are talking about.. what they are showing.. It is a situation that does not make sense. The graphics were the same. Those words remained the same. That is Microsoft. That’s Bill Gates. That’s a bullet train.. Great words. But my walk is on your ground. My journey is with common people. My journey is with the poor. My war is with the bigots. My goal is to eradicate poverty.

So my economics are different. Poor castes are good only if poor families are strengthened. Poor castes are good. Along with the poor families, the society will be better only if the poor castes are strengthened and empowered. A state will be good only if all the sections of the society are strengthened. I believe this. practiced I have also shown the results.

This is my economics. This is my politics. This is the history I learned from my father. All these together are your pictures.

A government that has made so many revolutionary changes. The government that is so supportive of the poor, the government of all of us that has done so much good to every home… social justice, women’s justice, justice for farmers… God’s mercy and cold blessings of all the people to all of our government who are taking steps with commitment considering all these as divine work… I am ending this discussion by saying The CM ended his speech.
