గత ఐదేళ్ల వైసిపి తుగ్లక్ పాలనలో తీవ్ర తిరోగమనంలోకి వెళ్లిన ఆంధ్రప్రదేశ్ రాష్ట్రాన్ని ప్రగతి పథంలో పునర్నిర్మించడమే లక్ష్యంగా కూటమి ప్రభుత్వం ముందుకు సాగుతోందని రాష్ట్ర రెవెన్యూ, రిజిస్ట్రేషన్ల శాఖ మంత్రి అనగాని సత్యప్రసాద్ స్పష్టం చేశారు. గత రెండేళ్లుగా తమ డిపార్ట్మెంట్ సాధించిన చారిత్రాత్మక విజయాలను ఆయన శుక్రవారం రాష్ట్ర సచివాలయం మీడియాకు వివరించారు. గత ప్రభుత్వ అస్తవ్యస్త నిర్ణయాల వల్ల రాష్ట్రవ్యాప్తంగా దాదాపు 7.5 లక్షల భూ సమస్యలు సృష్టించబడ్డాయని, వాటిని ప్రక్షాళన చేయడమే ధ్యేయంగా తమ ప్రభుత్వం సుపరిపాలన అందిస్తోందన్నారు. రైతుల హక్కులకు భంగం కలిగిస్తూ సివిల్ కోర్టుల పరిధిని సైతం తొలగించేలా గత పాలకులు తెచ్చిన వివాదాస్పద ‘ల్యాండ్ టైటిలింగ్ యాక్ట్’ను రద్దు చేశామని, ప్రస్తుతం 4,331 గ్రామాల్లో ‘రీసర్వే 2.0’ను పకడ్బందీగా చేపట్టామని వివరించారు. ఈ ప్రక్రియలో గ్రామ సభలు నిర్వహించి, ప్రతి రైతు సమక్షంలో ఈ-కేవైసి తీసుకుని, పొలాల కొలతలపై వారు 100 శాతం సంతృప్తి చెందిన తర్వాతే సరికొత్త పట్టాదారు పాస్ పుస్తకాలను పంపిణీ చేస్తున్నామని, జాయింట్ ఎల్పీఎం ఫీజులను కూడా ప్రభుత్వం పూర్తిగా మాఫీ చేసిందని వెల్లడించారు.
రెవెన్యూ రంగాన్ని సంస్కరిస్తూ సిసిఎల్ఏ, సిఎస్, కలెక్టర్లు, సర్వే అధికారులతో నిరంతరం సమీక్షలు జరిపి, శతాబ్దాల నాటి భూ సమస్యలను సైతం తమ ప్రభుత్వం పరిష్కరించిందని మంత్రి తెలిపారు. రాబోయే 10-15 రోజుల్లో పూర్తి స్థాయి ఎంక్వైరీ పూర్తి చేసి మరో 1,90,000 ఎకరాల చుక్కల భూములను 100 శాతం ఉచితంగా విడుదల చేయబోతున్నామని సంచలన ప్రకటన చేశారు. రిజిస్ట్రేషన్ శాఖలో అవినీతికి తావులేకుండా సరికొత్త డిజిటల్ విప్లవానికి శ్రీకారం చుట్టామని, ప్రస్తుతం అందుబాటులోకి తెచ్చిన ఆన్లైన్ స్లాట్ బుకింగ్ సిస్టమ్ ద్వారా కేవలం 10 నిమిషాల్లోనే రిజిస్ట్రేషన్ ప్రక్రియ పూర్తవుతోందన్నారు. భూమి మ్యుటేషన్, రిజిస్ట్రేషన్ కాగానే నేరుగా లబ్ధిదారుడి వాట్సాప్ నెంబర్కే అఫీషియల్ డాక్యుమెంట్లు వెళ్లేలా చేశామని, సింగిల్ క్లిక్ డిజిటల్ క్యాష్ అప్లికేషన్ ద్వారా ఇప్పటివరకు 2.7 కోట్ల మందికి సర్టిఫికెట్లు అందించామని చెప్పారు. గ్రామ కంఠాల్లోని ఇళ్ల స్థలాల రిజిస్ట్రేషన్కు చారిత్రాత్మక అవకాశం కల్పించామని, ఇళ్ల పట్టా పొందిన పేదలకు 10 ఏళ్ల పరిమితి ముగియగానే ఆటోమేటిక్ రిజిస్ట్రేషన్ అయ్యేలా క్లియర్ గైడ్లైన్స్ ఇచ్చామని, ఈ కాలపరిమితిని 2 సంవత్సరాలకు కుదించేందుకు త్వరలోనే చట్టసవరణ చేయబోతున్నట్లు వెల్లడించారు.
గత పాలకులు విశాఖపట్నంలో విలువైన ప్రభుత్వ భూములను కేవలం తమ అనుయాయులకు మేలు జరిగేలా వాడుకుంటే, తమ కూటమి ప్రభుత్వం మాత్రం రాబోయే తరాల ఉపాధి, పారిశ్రామిక ఎకోసిస్టమ్ అభివృద్ధి కోసం భూములను ఒక బలమైన పెట్టుబడిగా మారుస్తోందని మంత్రి అనగాని సత్యప్రసాద్ ధ్వజమెత్తారు. అంతర్జాతీయ ఐటీ, పారిశ్రామిక దిగ్గజాలను ఆకర్షించేందుకు ప్రత్యేకంగా ’99 పైసల లీజ్ పాలసీ’ని తీసుకువచ్చామని, దీని ద్వారా టీసీఎస్ సంస్థ 1,370 కోట్ల పెట్టుబడితో ఏకంగా 12,000 మందికి ఉద్యోగాలు కల్పించబోతోందని, అలాగే కాగ్నిజెంట్ సంస్థ 1,587 కోట్ల భారీ పెట్టుబడితో రాబోతోందని వివరించారు. రాష్ట్రంలో ఇప్పటివరకు 23 లక్షల కోట్ల పెట్టుబడులకు ఆమోదం లభించగా, అందులో 13 లక్షల కోట్ల పెట్టుబడులు ఇప్పటికే అమలుదశలో ఉన్నాయని, పరిశ్రమల కోసం ఏపీఐఐసీ ద్వారా 12,042 ఎకరాల ల్యాండ్ బ్యాంక్ కేటాయించామని తెలిపారు. గ్రీన్ ఎనర్జీ రంగంలో 6 లక్షల కోట్ల పెట్టుబడుల కోసం 40,000 ఎకరాలు గుర్తించామని, ఇందులో అసైన్డ్ భూములు ఇచ్చిన రైతులకు కూడా సమాన లాభం చేకూరేలా డెవలపర్, గవర్నమెంట్, రైతులతో కూడిన సరికొత్త ‘త్రైపాక్షిక ఒప్పందాల’ విధానాన్ని తెచ్చామన్నారు. టూరిజం అభివృద్ధి కోసం రూ. 100 కోట్లతో బీచ్ ఫ్రంట్లను అంతర్జాతీయ స్థాయిలో అభివృద్ధి చేస్తున్నామని వివరించారు.
నాడు ఐటీ అభివృద్ధి కోసం హైదరాబాద్లో చంద్రబాబు వేసిన పునాది నేడు అంతర్జాతీయ స్థాయికి చేరినట్లే, నేడు ఆంధ్రప్రదేశ్ను పెట్టుబడుల స్వర్గధామంగా మారుస్తున్నామని, ల్యాండ్, రిజిస్ట్రేషన్, ఐటీ, ఇండస్ట్రీ ఇలా ప్రతి రంగంలోనూ ఎక్కడా ఎవరికీ ఇబ్బంది లేని ఒక ఆరోగ్యకరమైన వాతావరణాన్ని అందించడానికి తమ రెవెన్యూ డిపార్ట్మెంట్ అంతా అహర్నిశలూ సిద్ధంగా ఉందని మంత్రి అనగాని సత్యప్రసాద్ స్పష్టం చేశారు.

Secretariat: State Revenue and Registration Minister Anagani Satya Prasad stated that the Alliance government is moving forward with the goal of rebuilding Andhra Pradesh—which had regressed significantly during the previous five years of the YCP’s erratic administration—onto a path of progress.
On Friday, he briefed the media at the State Secretariat on the historic achievements his department has realized over the past two years. He noted that the previous government’s chaotic decisions had created approximately 7.5 lakh land-related issues across the state, and his government is committed to delivering good governance by resolving these problems. He explained that they had repealed the controversial ‘Land Titling Act’—introduced by the previous regime—which infringed upon farmers’ rights and excluded the jurisdiction of civil courts. He further stated that ‘Resurvey 2.0′ is currently being rigorously implemented across 4,331 villages. He detailed the process, noting that Gram Sabhas are held and e-KYC details are collected in the presence of each farmer; new *Pattadar* passbooks are distributed only after the farmers are fully satisfied with the land measurements, and the government has also completely waived Joint LPM fees. The Minister stated that his government has reformed the revenue sector and resolved even centuries-old land issues through continuous reviews with the CCLA, Chief Secretary, District Collectors, and survey officials.
He made a significant announcement that a full-scale inquiry would be completed within the next 10–15 days, paving the way for the release of another 190,000 acres of “chukkal land” (disputed/ambiguous land status) entirely free of cost. He noted that a new digital revolution has been launched to eliminate corruption in the Registration Department, with the newly introduced online slot booking system enabling the registration process to be completed in just 10 minutes. He explained that official documents are now sent directly to the beneficiary’s WhatsApp number immediately upon land mutation and registration, and that certificates have been issued to 2.7 crore people so far through the “single-click digital cash application” system. Furthermore, he highlighted the historic opportunity created for registering house sites in village settlements (*grama kantham*) and mentioned that clear guidelines ensure automatic registration for the poor holding house *pattas* once the 10-year tenure expires; he also revealed that a legislative amendment is forthcoming to reduce this tenure to two years. Minister Anagani Satya Prasad criticized the previous administration for utilizing valuable government lands in Visakhapatnam solely to benefit their associates, contrasting this with the current alliance government’s approach of transforming these lands into a robust asset to foster employment for future generations and develop an industrial ecosystem. He highlighted the introduction of a special ’99-paise lease policy’ designed to attract international IT and industrial giants; under this initiative, TCS is set to create 12,000 jobs with an investment of ₹1,370 crore, while Cognizant is preparing to invest a massive ₹1,587 crore. He noted that the state has approved investments totaling ₹23 lakh crore—with ₹13 lakh crore worth already in the implementation stage—and that a land bank of 12,042 acres has been allocated through the APIIC for industrial use. Furthermore, 40,000 acres have been identified for green energy investments worth ₹6 lakh crore; a novel ‘tripartite agreement’ model involving developers, the government, and farmers has been introduced to ensure equitable benefits for farmers who had previously held assigned lands.
He also mentioned that beach fronts are being developed to international standards at a cost of ₹100 crore to boost tourism. Minister Anagani Satya Prasad emphasized that just as the foundation Chandrababu laid for IT development in Hyderabad back then has now reached an international level, they are currently transforming Andhra Pradesh into a haven for investments; he affirmed that the entire Revenue Department is working tirelessly to ensure a healthy, hassle-free environment for everyone across sectors such as land, registration, IT, and industry.
