Deputy Chief Minister and Revenue Minister Kottu Satyanarayana said that steps will be taken to ensure that the disputed 4,700 acres of forest land belongs to Srisailam Devasthanam. Speaking in this regard at the Devadaya Shaka camp office in Vijayawada One Town Brahmanaveedhi on Friday, the minister said that the government is committed to developing 3,000 temples in the state this year. Chief Minister Y.S. Under the leadership of Jagan Mohan Reddy, Hindu temples are being developed in a way that has never happened in the state. As part of the development, funds of Rs.10 lakh are being allocated for each temple. He said that each temple will be built in order of priority. He said that so far 2,640 temples are under the scheme to allocate funds of Rs.10 lakh. Srivani Trust has accepted the proposals to build 1,568 new temples. The minister reminded that land is available in 936 temples.
The minister revealed that in Srisailam, the income is not sufficient for the land allotments, and in this context, it has been decided to bring a new policy. It is said that 18 people have made proposals regarding the tenders. It is advised to submit the approved plan as per the rules at the time of tender proposals. Regarding the development of Srisailam, discussions were held with the ministers, high officials and officials of the Forest Department and Revenue Department. Demarcation has already been done in the matter of devadaya lands and changes have been made in the ratio of 1:2. He said that it has been decided to fence the boundaries of the temple lands.. This is a great achievement in the history of Srisailam. 4 acres have already been allotted for APS RTC depot in Srisailam. If there are any other proposals after it comes into use, we will definitely think about it.
He said that caste inns will be brought under the auspices of Srisailam Devasthanam. He said that they are bringing a new policy to ensure that the temple supervises them. A meeting will be held soon on the issues related to the old inns. He said that steps have been taken to provide 60 percent of the revenue from the management of the inns to the owner of the inn and 40 percent to the temple. Further, they want to book accommodation, tickets and other services only through the portal of the respective temples in the state.
Online services in all temples in AP: Similar to the Tirumala Tirupati Devasthanam, arrangements will be made in every temple to have water accommodation, buttermilk distribution, prasadam and toilet facility in the queue lines, the minister said. Online services have already been established in 175 temples in the state. The minister revealed that these services will be made available through the temple management system.
He said that so far the problems related to lands are coming up more and more. A land protection cell will be set up for this purpose. An official like RDO will be appointed for this. An IT cell will be set up for electronic data processing in the presence of the General Manager. They are going ahead to monitor the data related to 175 temples in the state. In this, if any hardware problem arises, three staff members will be appointed to solve it quickly. He said that when any disputes and problems arise in relation to temples, a vigilance cell will be set up in the presence of a DIG level officer to determine what is true and what is false. Henceforth there will be no room for corruption in temples.
Process of tenders in transparent system: 3 types of tenders will be called in respect of each temple in transparent system. The turnover has been reduced so that as many people as possible can participate in the tender process. According to the Agama Shastra, there will be offerings and prasadam flow management. The process of tenders for the supplies related to these is being carried out transparently. He said that previously there was a single tender process for all these, now separate tender process has been undertaken for Prasadam potu and Annadan. Separate tenders will be called on the issue of how much material is needed for which. The articles against the tenders are untrue. He said that the commissionerates of the tax department will be further strengthened. He said that steps will be taken to have a quality control lab in every commissionerate to test the quality of items like prasadam and annadanam. Samples will be collected and sent to the quality control lab secretly without anyone’s knowledge for testing. If there is a difference in quality after the tests, steps will be taken to take recovery from the contractor. Thus it will be clear whether the contractors are acting in accordance with the rules or not. There is no need to compromise on quality. Action will be taken if any contractor does not follow the quality standards. After getting the tender, there will be strict monitoring to ensure that there is no difference in terms of quality.
He said that 853 people who have been working in the same place for 5 years have been transferred in the Debt Department. He said that some transfers were stopped due to health problems. Only officers who have full knowledge of temples will be appointed in temples. Permissions have been issued to appoint one AE level officer for every 30 temples.Dharmika Parishad, Archaka Welfare Trust Board, Agama Advisory Board, CJF Committee and management committees of five villages related to Simhachalam have been formed diligently. Apart from these, an institute for priestly training will also be set up. He said that in all the temples the qualification will be accepted for the hereditary priesthood. According to Agama Shastra, we will move forward in the way that temples run. If there are mistakes anywhere, corrective action will be taken immediately.

వివాదంలో ఉన్న 4,700 ఎకరాల అటవీ భూమి శ్రీశైలం దేవస్థానానికి చెందేలా చర్యలు తీసుకుంటామని ఉప ముఖ్యమంత్రి, దేవాదాయ శాఖ మంత్రి కొట్టు సత్యనారాయణ వెల్లడించారు. శుక్రవారం విజయవాడ వన్ టౌన్ బ్రాహ్మణవీధిలోని దేవాదాయ శాఖ క్యాంపు కార్యాలయంలో ఈ మేరకు మంత్రి మాట్లాడుతూ రాష్ట్రంలో ఈ ఏడాది 3,000 ఆలయాలను అభివృద్ధి చేసేందుకు ప్రభుత్వం కంకణం కట్టుకుందని అన్నారు. ముఖ్యమంత్రి వై.ఎస్. జగన్ మోహన్ రెడ్డి నేతృత్వంలో రాష్ట్రంలో ఎప్పుడూ జరగని విధంగా హిందూ దేవాలయాలను అభివృద్ధి చేస్తున్నామన్నారు. అభివృద్ధిలో భాగంగా ఒక్కో దేవాలయానికి రూ.10 లక్షల నిధులు కేటాయిస్తున్నామన్నారు. ప్రాధాన్యత క్రమంలో ఒక్కో దేవాలయాన్ని నిర్మించనున్నట్లు తెలిపారు. ఇప్పటివరకు 2,640 దేవాలయాలు రూ.10 లక్షల నిధులు కేటాయించే స్కీమ్ లో ఉన్నాయన్నారు. కొత్తగా 1,568 దేవాలయాలు నిర్మించాలని వచ్చిన ప్రతిపాదనలను శ్రీవాణి ట్రస్ట్ అంగీకరించిందన్నారు. 936 దేవాలయాల్లో భూములు అందుబాటులో ఉన్న విషయాన్ని మంత్రి గుర్తు చేశారు.
శ్రీశైలంలో భూ కేటాయింపులకు తగినట్లుగా ఆదాయం రావడం లేదని, ఈ నేపథ్యంలో కొత్త పాలసీని తీసుకురావాలని నిర్ణయించినట్లు మంత్రి వెల్లడించారు. టెండర్ లకు సంబంధించి 18 మంది ప్రతిపాదనలు పెట్టుకున్నారన్నారు. టెండర్ ప్రతిపాదనల సమయంలోనే నిబంధనలకు అనుగుణంగా ఆమోదించిన ప్రణాళిక ను అందజేయాలని సూచించారు. శ్రీశైలం అభివృద్ధికి సంబంధించి అటవీ శాఖ, రెవెన్యూ శాఖల మంత్రులు, ఉన్నతాధికారులు, అధికారులతో చర్చించామన్నారు. దేవాదాయ భూములకు సంబంధించిన విషయంలో ఇప్పటికే డీమార్కేషన్ చేసి 1:2 నిష్పత్తిలో మార్పులు చేశామన్నారు. ఆలయ భూముల సరిహద్దులకు సంబంధించి ఫెన్సింగ్ వేయాలని నిర్ణయించినట్లు తెలిపారు.. శ్రీశైలం చరిత్రలో ఇదొక గొప్ప విజయమన్నారు. శ్రీశైలంలో ఏపీఎస్ ఆర్టీసీ డిపో కోసం ఇప్పటికే 4 ఎకరాలు కేటాయించామన్నారు. వినియోగంలోకి వచ్చాక వేరే ఏవైనా ప్రతిపాదనలు వస్తే తప్పకుండా ఆలోచిస్తామన్నారు.
శ్రీశైలం దేవస్థాన ఆధ్వర్యంలోకి కుల సత్రాలను తెస్తామన్నారు. వాటిపై దేవస్థానం పర్యవేక్షణ ఉండేలా కొత్త విధానం తెస్తున్నామని తెలిపారు. పాత సత్రాలకు సంబంధించిన అంశాలపై త్వరలోనే సమావేశం అవుతామన్నారు. సత్రాల నిర్వహణలో వచ్చే ఆదాయంలో 60 శాతం సత్రం యాజమాన్యం, 40 శాతం దేవాలయానికి అందించేలా చర్యలు చేపట్టామన్నారు.ఇకపై రాష్ర్టంలోని ఆయా దేవాలయాలకు సంబంధించిన పోర్టల్ ద్వారా మాత్రమే వసతి, టికెట్ ఇతరత్రా సేవలు బుకింగ్ చేసుకోవాలన్నారు.
ఏపీలోని అన్ని దేవాలయాల్లో ఆన్ లైన్ సేవలు: తిరుమల తిరుపతి దేవస్థానం తరహాలోనే ప్రతి దేవాలయంలో క్యూలైన్లలో నీటి వసతి, మజ్జిగ పంపిణీ, ప్రసాదం, టాయిలెట్ల సౌకర్యం ఉండే విధంగా ఏర్పాట్లు చేయనున్నట్లు మంత్రి తెలిపారు. ఇప్పటికే రాష్ట్రంలో 175 దేవాలయాల్లో ఆన్ లైన్ సేవలు ఏర్పాటు చేసినట్లు పేర్కొన్నారు. టెంపుల్ మేనేజ్మెంట్ సిస్టం ద్వారా ఈ సేవలు అందుబాటులోకి తీసుకొస్తామని మంత్రి వెల్లడించారు.
ఇప్పటివరకు భూములకు సంబంధించిన సమస్యలు ఎక్కువగా వస్తున్నాయన్నారు. దీని కోసం ల్యాండ్ ప్రొటెక్షన్ సెల్ ఏర్పాటు చేస్తామన్నారు. దీనికి ఆర్డీవో లాంటి అధికారిని పెద్దగా నియమిస్తామన్నారు. జనరల్ మేనేజర్ సమక్షంలో ఎలక్ట్రానిక్ డేటా ప్రాసెస్ చేయడం కోసం ఐటీ సెల్ ఏర్పాటు చేస్తామన్నారు. రాష్ట్రంలోని 175 దేవాలయాలకు సంబంధించిన డేటాను మానిటర్ చేసేందుకు ముందుకు వెళ్తున్నామన్నారు. ఇందులో ఏదైనా హార్డ్ వేర్ సమస్య తలెత్తితే సత్వరమే పరిష్కరించేందుకు ముగ్గురు సిబ్బందిని నియమిస్తామన్నారు. దేవాలయాలకు సంబంధించి ఏదైనా వివాదాలు, సమస్యలు తలెత్తినప్పుడు, ఆరోపలు వచ్చినప్పుడు ఏది వాస్తవమో, ఏది అవాస్తమో తేల్చేందుకు డీఐజీ స్థాయి అధికారి సమక్షంలో విజిలెన్స్ సెల్ ఏర్పాటు చేస్తామన్నారు. ఇకపై దేవాలయాల్లో ఎలాంటి అవినీతికి ఆస్కారం లేకుండా చూస్తామన్నారు.
పారదర్శక విధానంలో టెండర్ల ప్రక్రియ: ప్రతి దేవాలయానికి సంబంధించి పారదర్శక విధానంలో 3 రకాల టెండర్లను పిలుస్తామన్నారు. వీలైనంత ఎక్కువ మంది టెండర్ ప్రక్రియలో పాల్గొనేలా టర్నోవర్ ను కుదించామన్నారు. ఆగమశాస్త్రానికనుగుణంగా దేవుడికి సమర్పించే నైవేద్యాలు, ప్రసాదం పోటు నిర్వహణ ఉంటుందన్నారు. వీటికి సంబంధించిన సామాగ్రికి నిర్వహించే టెండర్ల ప్రక్రియ పారదర్శకంగా చేపడుతున్నామన్నారు. గతంలో వీటన్నింటికి ఒకే టెండర్ ప్రక్రియ ఉండేదని ఇప్పుడు ప్రసాదం పోటుకు, అన్నదానానికి విడి విడిగా టెండర్ల ప్రక్రియ చేపట్టామన్నారు. ఏయే దానికి ఎంత సామాగ్రి కావాలన్న అంశంపై విడిగా టెండర్లను పిలుస్తామన్నారు. టెండర్లపై వ్యతిరేకంగా వచ్చిన కథనాలు అవాస్తవమన్నారు. దేవాదాయశాఖ కమిషనరేట్లను మరింత బలోపేతం చేస్తామన్నారు. ప్రసాదం, అన్నదానం వంటి అంశాలకు సంబంధించిన నాణ్యతను పరీక్షించేందుకు ప్రతి కమిషనరేట్ లో క్వాలిటీ కంట్రోల్ ల్యాబ్ ఉండేలా చర్యలు చేపడతామన్నారు. షాంపిల్స్ సేకరించి వాటిని పరీక్షల నిమిత్తం ఎవరికీ తెలియకుండా రహస్యంగా క్వాలిటీ కంట్రోల్ ల్యాబ్ కు పంపిస్తామన్నారు. పరీక్షల అనంతరం నాణ్యత లో తేడా వస్తే సదరు కాంట్రాక్టర్ నుంచి రికవరీ చేపట్టేలా చర్యలుంటాయన్నారు. తద్వారా కాంట్రాక్టర్లు నిబంధనలకు అనుగుణంగా వ్యవహరిస్తున్నారా లేదా అన్నది తేలుతుందన్నారు. నాణ్యత విషయంలో రాజీ పడే ప్రసక్తే లేదన్నారు. ఎవరైనా కాంట్రాక్టర్ నాణ్యతా ప్రమాణాలు పాటించకపోతే చర్యలు తీసుకుంటామన్నారు. టెండర్ దక్కించుకున్నాక నాణ్యత విషయంలో తేడా రాకుండా పటిష్ట పర్యవేక్షణ ఉంటుందన్నారు.
దేవాదాయ శాఖలో 5 ఏళ్లుగా ఒకేచోట విధులు నిర్వర్తించిన 853 మందిని బదిలీ చేయడం జరిగిందన్నారు. అనారోగ్య సమస్యల కారణంగా కొందరి బదిలీలు ఆగాయన్నారు. దేవాలయాలకు సంబంధించిన పూర్తి పరిజ్ఞానం ఉన్న అధికారులను మాత్రమే దేవాలయాల్లో నియమిస్తామన్నారు. ప్రతి 30 దేవాలయాలకు ఒక ఏఈ స్థాయి అధికారిని నియమించుకునేందుకు అనుమతులు జారీ చేశామన్నారు.ధార్మిక పరిషత్, అర్చక వెల్ఫేర్ ట్రస్ట్ బోర్డు, ఆగమ అడ్వైజరీ బోర్డు కానీ సీజేఎఫ్ కమిటీ, సింహాచలానికి సంబంధించిన పంచ గ్రామాల నిర్వహణ కమిటీలు శ్రద్ధతో ఏర్పాటు చేశామన్నారు. ఇవి కాకుండా అర్చక ట్రైనింగ్ కు సంబంధించిన ఒక ఇన్ స్టిట్యూట్ ను కూడా ఏర్పాటు చేయనున్నామన్నారు. అన్ని ఆలయాల్లో అర్హత ప్రామాణికంగా వంశపారపర్య అర్చకత్వానికి ఆమోదిస్తామన్నారు. ఆగమశాస్త్ర ప్రకారం దేవాలయాలు నడిచే విధంగా ముందుకు వెళ్తామన్నారు. ఎక్కడైనా తప్పులు దొర్లితే వెంటనే దిద్దుబాటు చర్యలుంటాయన్నారు.
