రాష్ట్రంలో భారీ పెట్టుబడులకు ఊతం – రూ.22,177 కోట్ల పెట్టుబడులు, 19,739 ఉద్యోగాలు… (1 నుండి 10 మరియు 15)

నేడు జరిగిన రాష్ట్ర మంత్రివర్గ సమావేశంలో 21వ రాష్ట్ర పెట్టుబడుల ప్రోత్సాహక మండలి (SIPB) సిఫారసుల మేరకు వివిధ రంగాలకు చెందిన పెట్టుబడి ప్రతిపాదనలకు ఆమోదం లభించింది. మొత్తం రూ.22,177.84 కోట్ల పెట్టుబడులు, 19,739 మందికి ఉపాధి అవకాశాలు కల్పించే ఈ ప్రాజెక్టులు రాష్ట్రంలోని వివిధ ప్రాంతాల్లో అమలు కానున్నాయి.

మౌలిక వసతులు–పెట్టుబడుల రంగంలో రూ.8,000 కోట్లు, 3,000 ఉద్యోగాలు కల్పించే ప్రాజెక్టులకు ఆమోదం లభించింది. ఇందులో రక్షణ మంత్రిత్వ శాఖకు చెందిన గోవా షిప్‌యార్డ్ లిమిటెడ్ ఆధ్వర్యంలో షిప్‌యార్డ్ ఏర్పాటుకు కీలక అనుమతి లభించింది. ఇది రాష్ట్ర సముద్ర మౌలిక వసతులు, నౌకా నిర్మాణ సామర్థ్యాలను బలోపేతం చేయనుంది.

ఇంధన రంగంలో రూ.5,176.56 కోట్లు, 2,240 ఉద్యోగాలకు సంబంధించిన ప్రాజెక్టులకు ఆమోదం లభించింది. శ్రీసత్యసాయి జిల్లాలో 675 మెగావాట్ల సోలార్ ప్రాజెక్టు, వైఎస్సార్ కడప, కర్నూలు జిల్లాల్లో సోలార్–విండ్ హైబ్రిడ్ ప్రాజెక్టులు, నంద్యాల జిల్లాలో కంప్రెస్డ్ బయోగ్యాస్ ప్రాజెక్టు ఇందులో ఉన్నాయి. ఇవి రాష్ట్ర పునరుత్పాదక ఇంధన సామర్థ్యాన్ని పెంచనున్నాయి.

పరిశ్రమలు–వాణిజ్య రంగంలో రూ.4,332.49 కోట్లు, 4,885 ఉద్యోగాలకు ఆమోదం లభించింది. పల్నాడు జిల్లాలో మై హోమ్ ఇండస్ట్రీస్ రూ.3,000 కోట్ల గ్రీన్‌ఫీల్డ్ ప్రాజెక్టు, కుప్పంలో MAF Clothing ప్రాజెక్టుతో పాటు Fortune 500 సంస్థ Caterpillar రూ.100 కోట్ల ప్రారంభ పెట్టుబడితో రాష్ట్రంలో అడుగుపెట్టనుంది. Agarwal Foundries, Dalmia Cement తదితర సంస్థల విస్తరణ ప్రతిపాదనలకు కూడా ఆమోదం లభించింది.

ఆహార శుద్ధి రంగంలో రూ.3,734.18 కోట్లు, 2,113 ఉద్యోగాలు, ఐటీ–ఎలక్ట్రానిక్స్ రంగంలో రూ.526.25 కోట్లు, 5,736 ఉద్యోగాలు కల్పించే ప్రాజెక్టులకు ఆమోదం లభించింది. విశాఖపట్నంలో Deloitte IT/ITES క్యాంపస్, Muthoot Fincorp AI–Tech Training Centreతో పాటు అమరావతిలో క్వాంటమ్ టెక్నాలజీ ప్రాజెక్టులకు అనుమతి లభించింది.

పర్యాటక రంగంలో రూ.408.26 కోట్లు, 1,765 ఉద్యోగాలకు సంబంధించిన హాస్పిటాలిటీ ప్రాజెక్టులకు ఆమోదం లభించింది. తిరుపతి, అమరావతి, కడపలో కొత్త హోటళ్లు, రిసార్టుల ఏర్పాటుతో రాష్ట్ర పర్యాటక మౌలిక వసతులు మరింత విస్తరించనున్నాయి. మొత్తంగా ఈ పెట్టుబడులు పారిశ్రామిక అభివృద్ధి, ఉపాధి కల్పన, సాంకేతిక ఆవిష్కరణలు, పునరుత్పాదక ఇంధనం, ప్రాంతీయ సమతుల్య అభివృద్ధికి ఊతమివ్వనున్నాయి.

1. పరిశ్రమలు & వాణిజ్యం:
పాల్నాడు జిల్లా దాచేపల్లి (M), గమలపాడు (V)లో గ్రీన్‌ఫీల్డ్ సిమెంట్ తయారీ కర్మాగారం స్థాపన కోసం M/s మై హోమ్ ఇండస్ట్రీస్ ప్రైవేట్ లిమిటెడ్‌కు ప్రత్యేక ప్రోత్సాహకాలు మంజూరు చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

2. పరిశ్రమలు & వాణిజ్యం:
తిరుపతి జిల్లాలోని శ్రీసిటీలో గ్రీన్‌ఫీల్డ్ సౌకర్యం స్థాపన కోసం Caterpillar India Private Limited (CIPL)కు AP ఇండస్ట్రియల్ డెవలప్‌మెంట్ పాలసీ (4.0) 2024-2029 కింద ప్రత్యేక ప్రోత్సాహకాలు మంజూరు చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

3. పరిశ్రమలు & వాణిజ్యం:
చిత్తూరు జిల్లా కుప్పం, పలార్లపల్లెలో 24 ఎకరాల స్థలంలో గార్మెంట్ తయారీ ప్లాంట్ స్థాపన కోసం M/s MAF క్లోతింగ్ ప్రైవేట్ లిమిటెడ్‌కు AP టెక్స్టైల్, అప్పారెల్ అండ్ గార్మెంట్స్ పాలసీ (4.0) 2024-2029 కింద ప్రత్యేక ప్రోత్సాహకాలు మంజూరు చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

4. పరిశ్రమలు & వాణిజ్యం:
YSR కడప జిల్లా మైలవరం (M), చిన్నకొమ్మెర్ల (V)లో ఇప్పటికే ఉన్న క్లింకర్ మరియు సిమెంట్ ప్లాంట్‌ను విస్తరించి 9.60 MTPA ఉత్పత్తి సామర్థ్యం సాధించడానికి M/s దాల్మియా సిమెంట్ (భారత్) లిమిటెడ్‌కు LA for Others పాలసీ కింద 250 ఎకరాల భూమి కేటాయించడానికి మరియు జి.ఓ.ఎంఎస్.నం.40, I&C (P&I) శాఖ, తేదీ:25.3.2025ని సవరించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

5. పరిశ్రమలు & వాణిజ్యం:
తిరుపతి జిల్లా పెళ్ళాకూరు (M), పెన్నేపల్లి (V)లో ఇంటిగ్రేటెడ్ స్టీల్ ప్లాంట్ విస్తరణ కోసం M/s అగర్వాల్ ఫౌండ్రీస్ ప్రైవేట్ లిమిటెడ్‌కు 148.98 ఎకరాల భూమి కేటాయించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

6. పరిశ్రమలు & వాణిజ్యం:
తిరుపతి జిల్లాలోని శ్రీసిటీలో హోమ్ అప్లయన్సెస్ & కన్స్యూమర్ డ్యూరబుల్స్ తయారీ కోసం M/s LG ఎలక్ట్రానిక్స్ ప్రైవేట్ లిమిటెడ్‌కు జి.ఓ.ఎంఎస్.నం.77, I&C శాఖ, తేదీ:26.11.2024 ద్వారా మంజూరైన ప్రాజెక్ట్ అమలు గడువులు మరియు ప్రోత్సాహక వ్యవధి సవరించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

7. పరిశ్రమలు & వాణిజ్యం:
జి.ఓ.ఎంఎస్.నం.157 మరియు జి.ఓ.ఎంఎస్.నం.158, తేదీ: 28.06.2026లో పేర్కొన్న అమలు సంస్థ పేరును “Premier Energies Limited” నుండి *“Premier Energies Global Environment Pvt. Ltd.”*గా మార్చేందుకు, M/s. Premier Energies Limited చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

8. పరిశ్రమలు & వాణిజ్యం (ఆహార ప్రాసెసింగ్):
కాకినాడ జిల్లాలో పార్‌బాయిల్డ్ రైస్ మిల్ మరియు ఫోర్టిఫైడ్ రైస్ (FRK) ప్రాజెక్ట్ స్థాపన కోసం M/s పట్టాభి అగ్రో ఫుడ్ ప్రైవేట్ లిమిటెడ్‌కు ప్రోత్సాహకాలు మంజూరు చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

9. పరిశ్రమలు & వాణిజ్యం:
విశాఖపట్నం జిల్లా గాజువాకలోని పరవాడ ఇండస్ట్రియల్ పార్కులో 3.6 GWp TOPCon సోలార్ సెల్ తయారీ ప్లాంట్ ఏర్పాటు చేసేందుకు M/s. Akshat Greentech Pvt. Ltd.కు AP Industrial Development Policy (4.0) 2024–2029 కింద జి.ఓ.ఎంఎస్.నం.215 (I&C), తేదీ: 20.08.2026 ద్వారా మంజూరైన Tailor-made Incentives సవరణకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

10. పరిశ్రమలు & వాణిజ్యం:
REPM పథకం కింద కేంద్ర భారీ పరిశ్రమల మంత్రిత్వ శాఖ ప్రతిపాదనలను ఖరారు చేసిన తేదీ నుంచి M/s. N.A.N MagneTech Pvt. Ltd. మరియు M/s. Proterial (India) Ltd. సంస్థలు చెల్లించాల్సిన EMD, ప్రాసెసింగ్ ఫీజు, భూమి వ్యయం చెల్లింపులకు వడ్డీ రహిత గడువును 30 రోజుల వరకు పొడిగించేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

11. పరిశ్రమలు & వాణిజ్యం:
జీఎస్టీ అమలులోకి వచ్చిన అనంతరం వివిధ పారిశ్రామిక, రంగాలవారీ విధానాల కింద అర్హత కలిగిన సూక్ష్మ, చిన్న, మధ్యతరహా, పెద్ద మరియు మెగా పరిశ్రమలకు పెండింగ్‌లో ఉన్న SGST రీయింబర్సుమెంట్ క్లెయిమ్‌లను పారదర్శకమైన, ఆన్‌లైన్ విధానంలో, మానవ ప్రమేయం లేకుండా పరిష్కరించేందుకు ప్రతిపాదించిన విధానానికి మంత్రి మండలి ఆమోదం తెలిపింది. ఈ విధానం G.O.Ms.No.109, I&C (P&I) శాఖ, తేదీ: 21.08.2017 ద్వారా ఏర్పాటు చేసిన బహుళశాఖల కమిటీ సిఫార్సుల మేరకు అమలు చేయబడుతుంది.

12. పరిశ్రమలు & వాణిజ్యం:
ఆంధ్రప్రదేశ్ ఇండస్ట్రియల్ ఇన్‌ఫ్రాస్ట్రక్చర్ కార్పొరేషన్ (APIIC)కు Sagarmala Finance Corporation Limited (SMFCL) మంజూరు చేసిన ₹2,500 కోట్ల టర్మ్ లోన్ను వినియోగించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. ఈ రుణాన్ని మూలపేట, రామాయపట్నం, నాయుడుపేట, దుర్గరాజపట్నం పారిశ్రామిక క్లస్టర్లతో పాటు బురుగుపాలెంలోని Critical Mineral Processing Park కోసం భూసేకరణ, బాహ్య మౌలిక వసతుల అభివృద్ధికి వినియోగించనున్నారు.

13. పరిశ్రమలు & వాణిజ్యం:
Bharat Audyogik Vikas Yojana (BHAVYA) కింద జాతీయ స్థాయి స్టీరింగ్ కమిటీ (NLSC) ఎంపిక చేసే పారిశ్రామిక పార్కుల అమలుకు సంబంధించి, రాష్ట్ర నోడల్ ఏజెన్సీగా APIICకు NICDITతో ఉన్న Shareholders Agreement (SHA), State Support Agreement (SSA) లకు అనుబంధ ఒప్పందాలు చేసుకోవడంతో పాటు, ఇప్పటికే ఉన్న SPVల ద్వారా ప్రాజెక్టుల అమలుకు అవసరమైన చర్యలు చేపట్టేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. అలాగే, ఎంపికైన BHAVYA పార్కులను IALAలుగా నోటిఫై చేసి, లేఅవుట్లు, బిల్డింగ్ ప్లాన్‌లకు అనుమతులు జారీ చేసే అధికారాలను APIICకు అప్పగించడంతో పాటు, ప్రతిపాదిత BHAVYA పార్కులకు సంబంధించిన ప్రభుత్వ భూములు, DKT భూముల కేటాయింపుకు కు ఉత్తర్వులు జారీ చేయడానికి కూడా ఆమోదం తెలిపింది.

14. పరిశ్రమలు & వాణిజ్యం:
సహకార చక్కెర కర్మాగారాల ఆర్థిక సమస్యల పరిష్కారానికి సంబంధించి మంత్రుల బృందం (GoM) చేసిన సిఫార్సులకు మంత్రి మండలి ఆమోదం తెలిపింది. ఇందులో చోడవరం కో-ఆపరేటివ్ షుగర్స్ లిమిటెడ్, గోవాడకు చెరకు ధర బకాయిల చెల్లింపుల కోసం రుణ రూపంలో ఆర్థిక సహాయం అందించడం, పనిచేయని 3 సహకార చక్కెర కర్మాగారాలను ఉద్యోగులకు VRS కల్పిస్తూ లిక్విడేషన్ చేయడం, జాయింట్ కలెక్టర్లను లిక్విడేటర్లుగా నియమించడం, అలాగే 5 సహకార చక్కెర కర్మాగారాల పెండింగ్ బకాయిలు, ఉద్యోగుల VRS ఎక్స్‌గ్రేషియా చెల్లింపుల కోసం APIIC నుంచి ₹66.57 కోట్ల రుణం పొందడం తదితర చర్యలు ఉన్నాయి. అదనంగా, నష్టాల్లో ఉన్న 8 సహకార చక్కెర కర్మాగారాల బకాయిల పరిష్కారానికి కార్యాచరణ ప్రణాళికను అమలు చేయడానికి ఆమోదం లభించింది.

15. పరిశ్రమలు & వాణిజ్యం:
ఆహార శుద్ధి, పానీయాలు, వ్యవసాయ ఆధారిత పరిశ్రమల రంగాల్లో పలు పెట్టుబడి ప్రతిపాదనలకు మంత్రి మండలి ఆమోదం తెలిపింది. ఇందులో SPSR నెల్లూరు జిల్లాలో M/s. Sri Vaibhava Lakshmi Enterprises Pvt. Ltd. ద్వారా ఎగ్ ప్రాసెసింగ్ యూనిట్, ఫీడ్ మిల్, లేయర్, బ్రాయిలర్ ఫారాలు, పుల్లెట్ హౌస్ తదితర యూనిట్ల ఏర్పాటు, M/s. EPITOME Industries India Ltd. ద్వారా ఎడిబుల్ ఆయిల్ రిఫైనరీ, బేకరీ ఫ్యాట్స్, స్పెషాలిటీ ఫ్యాట్స్, కోకో బటర్ సబ్‌స్టిట్యూట్ తయారీ యూనిట్ ఏర్పాటు ఉన్నాయి. అలాగే అనంతపురం జిల్లాలో M/s. Sree Vasudha Foods India Pvt. Ltd. ద్వారా చికెన్ ప్రాసెసింగ్ యూనిట్, చిత్తూరు జిల్లాలో M/s. Ravox Agritech India Pvt. Ltd. ద్వారా మల్టీ-కమోడిటీ ప్రాసెసింగ్ యూనిట్లతో సమగ్ర ఫుడ్ పార్క్ ఏర్పాటు, తిరుపతి జిల్లా శ్రీ సిటీలో M/s. Kellogg’s India Pvt. Ltd. ఇప్పటికే ఉన్న మ్యూస్లీ/మల్టీగ్రెయిన్ చోకోస్ ప్రాసెసింగ్ యూనిట్ విస్తరణ, విజయనగరం జిల్లాలో M/s. Hindustan Coca-Cola Beverages Pvt. Ltd. ద్వారా పానీయాల తయారీ యూనిట్ ఏర్పాటు, తిరుపతి జిల్లాలోని శ్రీకాళహస్తిలో ఇప్పటికే ఉన్న పానీయాల తయారీ యూనిట్ విస్తరణకు సంబంధించిన ప్రతిపాదనలకు ఆమోదం లభించింది.

16. జలవనరుల అభివృద్ది:
హంద్రీ–నీవా సుజల స్రవంతి (HNSS) ప్రాజెక్టు – ఫేజ్-II కింద పలమనేరు, కుప్పం నియోజకవర్గాల్లో కుప్పం బ్రాంచ్ కెనాల్ (Km.0.000 నుంచి Km.66.950 వరకు)కు CC లైనింగ్ ఏర్పాటు చేసే పనులకు ₹125.65 కోట్లతో సవరించిన పరిపాలనా అనుమతి మంజూరు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

17. పురపాలక & పట్టణాభివృద్ధి శాఖ:
అమరావతి రాజధాని నగర పరిధిలోని అన్ని గ్రామ పంచాయతీల్లో Critical Infrastructure and Investment Plan (CIIP) కింద మౌలిక వసతుల అభివృద్ధి పనులకు ₹1,548.98 కోట్లతో సవరించిన పరిపాలనా అనుమతి మంజూరు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

అమరావతి రాజధాని నగరంలోని అన్ని గ్రామ పంచాయతీల్లో Critical Infrastructure and Investment Plan (CIIP) కింద మౌలిక వసతుల అభివృద్ధి కోసం గతంలో మంజూరైన రూ.904 కోట్లకు బదులుగా రూ.1,548.98 కోట్ల సవరించిన పరిపాలనా అనుమతి ఇవ్వడం జరిగింది.

పనుల పరిధిలో నీటి సరఫరా 76.02 కి.మీ., సీవరేజ్ 30.16 కి.మీ., స్టార్మ్ వాటర్ నెట్‌వర్క్ 309.30 కి.మీ., రహదారులు 69.68 కి.మీ. మేర పెంచడంతో పాటు 2,597 స్ట్రీట్‌లైట్లు ఏర్పాటు చేయనున్నారు. అలాగే సవరించిన Schedule of Rates (SOR) ప్రకారం రేట్లను సర్దుబాటు చేయనున్నారు.

అమలు విధానంలో LPS Zone-wise స్థానంలో Package-wise executionను, 7 సంవత్సరాల Operation & Maintenance స్థానంలో 2 సంవత్సరాల Defect Liability Periodను అమలు చేయనున్నారు. EPC విధానానికి బదులుగా Lump Sum (Percentage) Contract Systemను స్వీకరించనున్నారు.

ఈ నిర్ణయాన్ని APCRDA అథారిటీ Resolution No.716/2026 ద్వారా ఆమోదించింది. టెండర్లను ఆహ్వానించి ఖరారు చేయడంతో పాటు అవసరమైన తదుపరి చర్యలు చేపట్టేందుకు APCRDA కమిషనర్‌కు అధికారం ఇవ్వడం జరిగింది.

18. పురపాలక & పట్టణాభివృద్ధి:
ఆంధ్రప్రదేశ్ క్యాపిటల్ రీజియన్ ల్యాండ్ పూలింగ్ స్కీమ్ (ఫార్ములేషన్ & ఇంప్లిమెంటేషన్) రూల్స్, 2025లోని రూల్ 16(2), సంబంధిత ఫారమ్–Vలో సవరణలు చేసి, భూసమీకరణ పథకం కింద 1 ఎకరా కంటే తక్కువ పొడి, జరీబు భూమిని అందించిన అర్హత కలిగిన రైతులకు కనీస వార్షిక భృతి (Annuity) చెల్లించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. అలాగే, 02.12.2025 నాటికి యాజమాన్యం నిర్ధారితమైన 1,304 మంది అర్హత కలిగిన LPS భూయజమానులకు ఇప్పటికే చెల్లించిన ₹5.04 కోట్ల వార్షిక భృతిని ధృవీకరించడంతో పాటు, దానికి రాటిఫికేషన్ ఇవ్వడానికి ఆమోదం తెలిపింది.

19. పురపాలక & పట్టణాభివృద్ధి:
CRDA పరిధిలో వివిధ సంస్థలకు భూ కేటాయింపులకు సంబంధించిన కొత్త ప్రతిపాదనలు, గతంలో జరిగిన భూ కేటాయింపుల సమీక్షపై 30వ మంత్రుల బృందం (Group of Ministers) చేసిన సిఫారసులకు మంత్రి మండలి ఆమోదం తెలిపింది.

అమరావతి భూ కేటాయింపు నిబంధనలు, 2017 మరియు రెగ్యులేషన్లు, 2017 ప్రకారం అవసరమైన తదుపరి చర్యలు చేపట్టేందుకు APCRDA కమిషనర్‌కు అనుమతి ఇవ్వడం జరిగింది.

20. పురపాలక & పట్టణాభివృద్ధి:
స్ట్రీట్ వెండర్స్ (Protection of Livelihood and Regulation of Street Vending) యాక్ట్, 2014లోని సెక్షన్ 20(1) కింద రాష్ట్రంలోని అన్ని అర్బన్ లోకల్ బాడీలపై రాష్ట్రస్థాయి గ్రీవెన్స్ రిడ్రెసల్ కమిటీ ఏర్పాటు చేయడానికి మరియు AP స్ట్రీట్ వెండర్స్ రూల్స్, 2017లోని రూల్ 5 సవరించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

21. పురపాలక & పట్టణాభివృద్ధి:
అమరావతి రాజధాని నగరంలో అమరావతి ప్రభుత్వ కాంప్లెక్స్ సూపర్ బ్లాక్ ‘E’లో శాసనసభ భవనం పనులకు రూ.661.00 కోట్ల అడ్మినిస్ట్రేటివ్ సాంక్షన్‌కు మంత్రి మండలి ఆమోదం తెలిపింది.

అమరావతి రాజధాని ప్రభుత్వ సముదాయంలోని సూపర్ బ్లాక్ ‘E’లో శాసనసభ భవన నిర్మాణానికి రూ.661 కోట్ల పరిపాలనా అనుమతి మంజూరు చేశారు. స్పైర్, రూఫ్, RCC నిర్మాణం, షీర్/కోర్ వాల్స్, స్లాబ్‌లు, బీమ్స్, లిఫ్ట్‌లు, వాటర్‌ప్రూఫింగ్ తదితర నిర్మాణ పనులు ఇందులో భాగంగా ఉన్నాయి.

గతంలో మంజూరైన రూ.798 కోట్ల పరిపాలనా అనుమతిని రద్దు చేసి, పనులను Design-Build Item Rate (Lumpsum) Contract విధానంలో చేపట్టనున్నారు. టెండర్లను ఆహ్వానించి, తదుపరి చర్యలు చేపట్టేందుకు AGICL మేనేజింగ్ డైరెక్టర్‌కు అధికారం ఇచ్చారు. ఈ నిర్ణయాన్ని APCRDA అథారిటీ Resolution No.715/2026 ద్వారా ఆమోదించింది.

22. పురపాలక & పట్టణాభివృద్ధి:
అమరావతి రాజధాని పరిధిలోని కృష్ణాయపాలెం గ్రామంలోని స్కూల్ ప్లాట్–4లో 5 ఎకరాల భూమిని లీజు ప్రాతిపదికన M/s. Nalanda Academy of Science and Technical Educationకు కేటాయించేందుకు APCRDA కమిషనర్‌కు అధికారం కల్పించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. 70:30 QCBS విధానంలో అత్యధిక స్కోరు సాధించిన H-1 బిడ్డర్గా ఈ సంస్థ ఎంపికైంది.

23. ఆర్థిక శాఖ:
ప్రభుత్వ ఉద్యోగులు, పెన్షనర్లకు 01.07.2024 నుంచి 2.73% మరియు 01.01.2025 నుంచి 1.82% చొప్పున రెండు విడతల DA/DRలను మంజూరు చేస్తూ ఆర్థిక శాఖ జారీ చేసిన G.O.Ms.Nos.119, 120, 121 & 122, తేదీ: 11.09.2026 ఉత్తర్వులకు మంత్రి మండలి ఆమోదం తెలిపింది.

కేంద్ర ప్రభుత్వం 7వ కేంద్ర వేతన సంఘం (7th CPC) ప్రకారం కేంద్ర ప్రభుత్వ ఉద్యోగులకు 01-07-2024 నుంచి డియర్‌నెస్ అలవెన్స్ (DA)ను 50% నుంచి 53%కి, 01-01-2025 నుంచి 53% నుంచి 55%కి పెంచింది. ఈ మేరకు కేంద్ర ఆర్థిక శాఖ ఉత్తర్వులు జారీ చేసింది.

ఆంధ్రప్రదేశ్ రాష్ట్ర ప్రభుత్వ ఉద్యోగుల వేతన సవరణకు సంబంధించి 11వ వేతన సవరణ సంఘం (11th PRC) సిఫారసుల ప్రకారం, కేంద్ర ప్రభుత్వం మంజూరు చేసే ప్రతి 1% డీఏకు 0.910% కన్వర్షన్ ఫార్ములాను అనుసరించాల్సి ఉంటుంది. ఈ విధానం ప్రకారం 01-07-2024 నుంచి 3% కేంద్ర డీఏ పెంపునకు 2.73% డీఏ, అలాగే 01-01-2025 నుంచి 2% పెంపునకు 1.82% డీఏ రాష్ట్ర ప్రభుత్వ ఉద్యోగులు, పెన్షనర్లకు మంజూరవుతుంది.

ముఖ్యమంత్రి ఆదేశాల మేరకు సెప్టెంబర్ 2026 జీతం నుంచి ఈ డీఏ/డీఆర్ పెంపు నగదు ప్రయోజనం అమల్లోకి వస్తుంది. 01-07-2024 నుంచి రావాల్సిన డీఏ బకాయిల్లో 10%ను ఏప్రిల్ 2027లో, మిగిలిన 90%ను జూన్, ఆగస్టు, అక్టోబర్ 2027లో మూడు సమాన వాయిదాల్లో చెల్లిస్తారు.

అదేవిధంగా, 01-01-2025 నుంచి రావాల్సిన డీఏ బకాయిల్లో 10%ను జనవరి 2028లో, మిగిలిన 90%ను మార్చి, మే, జూలై 2028లో మూడు సమాన వాయిదాల్లో చెల్లించనున్నారు.
ఈ డీఏ/డీఆర్ బకాయిల చెల్లింపుల వల్ల రాష్ట్ర ప్రభుత్వంపై పడే మొత్తం ఆర్థిక భారం సుమారు రూ.4,556 కోట్లుగా ఉంది.

24. రెవెన్యూ (ఎక్సైజ్):
2026–27 కాలానికి సంబంధించి మద్యం దుకాణాల నిర్వహణకు ఆబ్కారీ విధాన మార్గదర్శకాలను రూపొందిస్తూ, ఆంధ్రప్రదేశ్ ఎక్సైజ్ రూల్స్, 2024లో చేసిన సవరణలకు సంబంధించిన G.O.Ms.Nos.579, 580, 581, 582 & 583, రెవెన్యూ (ఎక్సైజ్–II) శాఖ, తేదీ: 11.09.2026 ద్వారా జారీ చేసిన ఉత్తర్వులను రాటిఫై (ధృవీకరించేందుకు) మంత్రి మండలి ఆమోదం తెలిపింది.

25. రెవెన్యూ:
శ్రీ సత్య సాయి జిల్లా చిల్మతూరు (M), తెకులోడు (V)లో Sy.No.16-1Bలో 623.60 ఎకరాల ప్రభుత్వ భూమిని ఇండస్ట్రియల్ పార్క్ స్థాపన కోసం APIIC కు మార్కెట్ విలువ చెల్లింపుపై కేటాయించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

26. రెవెన్యూ:
డా. బి.ఆర్. అంబేద్కర్ కోనసీమ జిల్లాలోని కాట్రేనికోన మండలం, బ్రహ్మసమేధ్యం గ్రామంలో సర్వే నం.84లో 1,234.00 ఎకరాలు, సర్వే నం.85లో 384.265 ఎకరాలు, మొత్తం 1,618.265 ఎకరాల ప్రభుత్వ భూమిని ఆంధ్రప్రదేశ్ మినరల్ డెవలప్‌మెంట్ కార్పొరేషన్ (APMDC)కు కేటాయించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. శ్రీకాకుళం నుంచి భీమునిపట్నం వరకు ప్రతిపాదిత బీచ్ శాండ్ మినరల్స్ (BSM) మైనింగ్ ప్రాజెక్టు కోసం అవసరమైన పరిహార వనీకరణ భూమి బ్యాంకు (Compensatory Afforestation Land Bank) ఏర్పాటు చేయడం ఈ కేటాయింపు ఉద్దేశ్యం.

27. రెవెన్యూ:
విజయనగరం జిల్లా, విజయనగరం మండలం, వేణుగోపాలపురం బిట్–II గ్రామంలోని సర్వే నం.5-3, 6-1లో మొత్తం 13.29 ఎకరాల ప్రభుత్వ భూమిని జిల్లా గ్రామీణాభివృద్ధి సంస్థ (DRDA), విజయనగరానికి కేటాయించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. ఈ భూమిలో మిల్లెట్ ప్రాసెసింగ్ సెంటర్, బయోగ్యాస్ ప్లాంట్, నైపుణ్యాభివృద్ధి కేంద్రం, నేచురల్ ఫార్మింగ్ డెమో ప్లాట్లు, స్వయం సహాయక సంఘాల (SHGs) శిక్షణ కేంద్రం ఏర్పాటు చేయనున్నారు.

28. రెవెన్యూ:
YSR కడప జిల్లా ముద్దనూరు (M), పెద్దదుద్యాల (V)లో LPM.No.751 మొదలైనవాటిలో 7.20 ఎకరాల ప్రభుత్వ భూమిని M/s ఆంప్లస్ IIFA సోలార్ ప్రైవేట్ లిమిటెడ్ 126 MW విండ్ పవర్ ప్రాజెక్ట్ కోసం NREDCAP కు మార్కెట్ విలువ చెల్లింపుపై కేటాయించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

29. రెవెన్యూ:
కృష్ణా జిల్లా మచిలీపట్నం సౌత్ మండలం, రుద్రవరం గ్రామంలో R.S.Nos.169/16, 172/2 తదితర సర్వే నంబర్లలో మొత్తం 102.85 ఎకరాల ప్రభుత్వ భూమిని మార్కెట్ విలువ చెల్లింపు ప్రాతిపదికన కృష్ణా యూనివర్సిటీ రిజిస్ట్రార్కు బదలాయించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. ఈ భూమిని యూనివర్సిటీ భవనాలు, ఇతర మౌలిక వసతుల నిర్మాణానికి వినియోగించనున్నారు.

30. రెవెన్యూ:
SPSR నెల్లూరు జిల్లా మూతుకూరు (M), ఏపురు బిట్-1A (V)లో LPM No.326, 327 మొదలైనవాటిలో (Sy.No.927) 11.70 ఎకరాల ప్రభుత్వ భూమిని ఇండస్ట్రియల్ పార్క్ స్థాపన కోసం ZM, APIIC నెల్లూరు (తిరుపతి స్పెషల్ ప్రాజెక్ట్స్ జోన్)కు చెల్లింపు ప్రాతిపదికన కేటాయించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

31. రెవెన్యూ:
బాపట్ల మండలం & జిల్లాలో అడవి గ్రామంలో Sy.No.547-3A6Bలో 1.00 ఎకరం ప్రభుత్వ భూమిని పర్యాటక మౌలిక సదుపాయాల అభివృద్ధి కోసం ఆంధ్రప్రదేశ్ టూరిజం అథారిటీ (APTA), విజయవాడకు చెల్లింపు ప్రాతిపదికన బదిలీ చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

32. రెవెన్యూ:
YSR కడప జిల్లా మైలవరం (M), రామచంద్రయపల్లి (V)లో Sy.No.362, 368 మొదలైనవాటిలో 783.47 ఎకరాల ప్రభుత్వ భూమిని 1000 MW సోలార్ పవర్ ప్రాజెక్ట్ స్థాపన కోసం APSPCL కు ఇంతకు ముందు ప్రతిపాదించిన లీజు పద్ధతికి బదులుగా మార్కెట్ విలువ చెల్లింపుపై కేటాయించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

33. రెవెన్యూ:
“ఆంధ్రప్రదేశ్ ల్యాండ్ గ్రాబింగ్ (ప్రొహిబిషన్) బిల్లు, 2024” (L.A. Bill No.18 of 2024)కు సంబంధించి ‘కొర్రిజెండమ్’ (సవరణాత్మక వివరణ) పొందుపరిచిన ముసాయిదా లేఖను కేంద్ర హోం మంత్రిత్వ శాఖకు పంపించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

34. రెవెన్యూ:
జిల్లాల్లో తెలుగు దేశం పార్టీ కార్యాలయాలకు ఇచ్చిన భూమి లీజు కాలాన్ని 33 సంవత్సరాల నుండి 66 సంవత్సరాలకు పొడిగించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

35. ఇంధన శాఖ:
విజయవాడలోని HUDCO ప్రాంతీయ కార్యాలయం నుంచి APPFCL ప్రత్యేక టర్మ్ లోన్ పొందేందుకు ₹1,000 కోట్ల ప్రభుత్వ హామీను కల్పిస్తూ ఇంధన శాఖ జారీ చేసిన G.O.Ms.No.75, తేదీ: 07.09.2026 ఉత్తర్వులను రాటిఫై (ధృవీకరించేందుకు) కు మంత్రి మండలి ఆమోదం తెలిపింది.

36. ఇంధన శాఖ:
హైదరాబాద్ అబిడ్స్ బ్రాంచ్, పంజాబ్ & సింధ్ బ్యాంక్ (PSB) నుండి స్పెషల్ టర్మ్ లోన్ తీసుకోవడానికి APPFCL కు రూ.500 కోట్ల ప్రభుత్వ హామీ అందించే జి.ఓ.ఎంఎస్.నం.77, Energy (P.III) శాఖ, తేదీ:9.9.2026 ఉత్తర్వులకు మంత్రి మండలి ఆమోదం తెలిపింది.

37. ఇంధన శాఖ:
అన్నమయ్య జిల్లా కొమ్మూరులో జి.ఓ.ఎంఎస్.నం.16, Energy (Power-II) శాఖ, తేదీ:07.02.2025 ద్వారా M/s మేఘా ఇంజనీరింగ్ & ఇన్‌ఫ్రాస్ట్రక్చర్స్ లిమిటెడ్‌కు కేటాయించిన 2000 MW పంప్డ్ హైడ్రో స్టోరేజ్ పవర్ ప్రాజెక్టును రద్దు చేయడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

38. ఇంధన శాఖ:
APPDCL థర్మల్ విద్యుత్ కేంద్రాలకు బొగ్గు సరఫరా నిలిచిపోకుండా తీసుకున్న చర్యలకు రాటిఫికేషన్ ఇవ్వడంతో పాటు, APPDCLకు ₹250 కోట్ల MTL (మధ్యకాలిక రుణం) ను అందించిన APGENCO చర్యలకు పోస్టు ఫాక్టో ఆమోదం తెలిపేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

39. ఇంధన శాఖ:
నంద్యాల జిల్లా మిద్థూరు (M), అలగానూరు గ్రామంలో 24 TPD కంప్రెస్డ్ బయోగ్యాస్ ప్లాంట్ స్థాపించడానికి M/s సాయి బయోఎనర్జీ ఆంధ్రప్రదేశ్ ప్రైవేట్ లిమిటెడ్ అభ్యర్థన మేరకు AP ఇంటిగ్రేటెడ్ క్లీన్ ఎనర్జీ పాలసీ 2024 కింద ప్రాజెక్ట్ ఆమోదం మరియు ప్రోత్సాహకాలు విస్తరించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

40. ఇంధన శాఖ:
AP Integrated Clean Energy Policy, 2024 కింద M/s. Resolven Two Energy Pvt. Ltd.కు కర్నూలు జిల్లాలోని ఎమ్మిగనూరు మండలం కలుగోట్ల, పార్లపల్లె, కడిమెట్ల గ్రామాలు, గోనెగొండ్ల మండలంలోని పెద్ద మర్రివీడు గ్రామాల్లో 75 MW విండ్, 75 MW AC/101.25 MWp DC సోలార్ సామర్థ్యాలతో కూడిన మొత్తం 100 MW విండ్–సోలార్ హైబ్రిడ్ ప్రాజెక్టు ఏర్పాటుకు సామర్థ్యాన్ని కేటాయించడంతో పాటు, ప్రాజెక్టు పరిధిలో ప్రైవేట్ భూముల మధ్య అందుబాటులో ఉన్న ప్రభుత్వ/అసైన్డ్ భూములను ఉంటే ఎకరాకు సంవత్సరానికి ₹31,000 లీజు రుసుముతో, ప్రతి రెండేళ్లకు 5% పెంపుతో లీజు ప్రాతిపదికన కేటాయించేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

41. ఇంధన శాఖ:
AP Integrated Clean Energy Policy, 2024 కింద M/s. M Venkata Rao Infra Projects Pvt. Ltd.కు శ్రీ సత్యసాయి జిల్లాలోని మడకశిర మండలం, మేలవోయి గ్రామంలో 675 MW AC/810 MWp DC సామర్థ్యంతో సోలార్ పవర్ ప్రాజెక్టు ఏర్పాటుకు సామర్థ్యాన్ని కేటాయించడంతో పాటు, ప్రాజెక్టు పరిధిలో ప్రైవేట్ భూముల మధ్య అందుబాటులో ఉన్న ప్రభుత్వ/అసైన్డ్ భూములను ఉంటే ఎకరాకు సంవత్సరానికి ₹31,000 లీజు రుసుముతో, ప్రతి రెండేళ్లకు 5% పెంపుతో లీజు ప్రాతిపదికన కేటాయించేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

42. ఇంధన శాఖ:
AP Integrated Clean Energy Policy, 2024 కింద M/s. Clean Renewable Energy Hybrid Six Pvt. Ltd.కు వైఎస్సార్ కడప జిల్లాలోని సింహాద్రిపురం మండలం కాసనూరు, బాలపనూరు గ్రామాలు, తొండూరు మండలం తెల్లూరు, మాదూరు గ్రామాల్లో 118.80 MW AC/155.20 MWp DC సామర్థ్యంతో సోలార్ పవర్ ప్రాజెక్టు ఏర్పాటుకు సామర్థ్యాన్ని కేటాయించడంతో పాటు, ప్రాజెక్టు పరిధిలో ప్రైవేట్ భూముల మధ్య అందుబాటులో ఉన్న ప్రభుత్వ/అసైన్డ్ భూములను ఉంటే ఎకరాకు సంవత్సరానికి ₹31,000 లీజు రుసుముతో, ప్రతి రెండేళ్లకు 5% పెంపుతో లీజు ప్రాతిపదికన కేటాయించేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

43. ఇంధన శాఖ:
SBI, విజయవాడ బ్రాంచ్ నుండి Term Loan-IV తీసుకోవడానికి APPFCL కు రూ.2000 కోట్ల ప్రభుత్వ హామీ మంజూరు చేసే జి.ఓ.ఎంఎస్.నం.79, Energy (Power-III) శాఖ, తేదీ:16.09.2026 ఉత్తర్వులకు మంత్రి మండలి ఆమోదం తెలిపింది.

44. ఇంధన శాఖ:
రాష్ట్ర డిస్కామ్‌ల తరఫున APPCC ద్వారా విద్యుత్ నిల్వ సామర్థ్యాన్ని సమకూర్చుకునేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది. ఇందులో M/s. Solar Energy Corporation of India Limited (SECI) నుంచి 1,344 MW/10,752 MWh ISTS-connected Pumped Storage సామర్థ్యాన్ని 40 సంవత్సరాల కాలానికి, అలాగే అర్హత కలిగిన Pumped Hydro Storage Projects (PSPS) నుంచి 500 MW Energy Storage సామర్థ్యాన్ని పారదర్శక పోటీ బిడ్డింగ్ విధానంలో 4 సంవత్సరాల కాలానికి సమకూర్చుకోవడం ఉంది.

45. హోం శాఖ:
ప్రాసిక్యూషన్ శాఖలో Additional Director of Prosecution (Category-II) సూపర్‌న్యూమరరీ పోస్టు ఏర్పాటు, ప్రస్తుత పోస్టుల రీడిజిగ్నేషన్, కొన్ని పోస్టులకు నియామక విధానాన్ని నిర్దేశించడంతో పాటు, “ఆంధ్రప్రదేశ్ స్టేట్ ప్రాసిక్యూషన్ సర్వీస్ రూల్స్, 2026” ముసాయిదా నిబంధనలకు మంత్రి మండలి ఆమోదం తెలిపింది.

భారతీయ నాగరిక సురక్షా సంహిత (BNSS), 2023కు అనుగుణంగా ఏపీ రాష్ట్ర ప్రాసిక్యూషన్ సర్వీస్‌ను పునర్వ్యవస్థీకరించేందుకు A.P. State Prosecution Service Rules–2026 ముసాయిదా నిబంధనలకు మంత్రి మండలి ఆమోదం తెలిపింది. ఇందులో భాగంగా ప్రాసిక్యూషన్ పోస్టులను BNSS నిబంధనలకు అనుగుణంగా పునఃనామకరణం చేయడంతో పాటు, ప్రస్తుతం ఉన్న అడిషనల్ డైరెక్టర్ ఆఫ్ ప్రాసిక్యూషన్స్ పోస్టును ప్రస్తుత అధికారికి మాత్రమే వ్యక్తిగత/సూపర్‌న్యూమరరీ పోస్టుగా కొనసాగించి, ఆయన పదవీ విరమణ లేదా పోస్టు ఖాళీ అయిన అనంతరం రద్దు చేయనున్నారు. పబ్లిక్ ప్రాసిక్యూటర్ పోస్టులను 30% ప్రత్యక్ష నియామకం, 70% పదోన్నతి ద్వారా, అసిస్టెంట్ పబ్లిక్ ప్రాసిక్యూటర్ పోస్టులను 100% ప్రత్యక్ష నియామకం ద్వారా భర్తీ చేయనున్నారు. ఈ మార్పులు BNSSకు చట్టపరమైన అనుసరణతో పాటు పరిపాలనా కొనసాగింపు, ప్రస్తుత సర్వీస్ ఏర్పాట్లకు రక్షణ కల్పించేలా, ప్రభుత్వంపై అదనపు ఆర్థిక భారం లేకుండా అమలు చేయనున్నారు.

నాలుగు కొత్త పోలీస్ కమిషనరేట్ల ఏర్పాటుకు రాష్ట్ర మంత్రి మండలి ఆమోదం… (46 నుండి 49)

ఆంధ్రప్రదేశ్‌లో శాంతిభద్రతల పరిరక్షణను మరింత సమర్థవంతంగా నిర్వహించడం, వివిధ పోలీసు విభాగాల మధ్య సమన్వయాన్ని బలోపేతం చేయడం, ఉద్భవిస్తున్న సవాళ్లపై వేగవంతమైన స్పందనను అందించడం లక్ష్యంగా తిరుపతి, గుంటూరు, కర్నూలు, రాజమహేంద్రవరం కేంద్రాలుగా నాలుగు కొత్త పోలీస్ కమిషనరేట్లను ఏర్పాటు చేయాలని ప్రభుత్వం నిర్ణయించింది.

పట్టణీకరణ, జనాభా పెరుగుదలతో పాటు వాణిజ్య, పారిశ్రామిక, రవాణా మరియు అభివృద్ధి కార్యకలాపాలు వేగంగా విస్తరిస్తున్న నేపథ్యంలో ఈ కమిషనరేట్ల ఏర్పాటు ద్వారా ఏకీకృత కమాండ్–కంట్రోల్ వ్యవస్థ అందుబాటులోకి రానుంది. క్షేత్రస్థాయి పోలీసు విభాగాలపై పర్యవేక్షణ, ప్రత్యేక పోలీసు విభాగాల సమన్వయం, పోలీసు వనరుల సమర్థవంతమైన వినియోగం మరింత మెరుగుపడనుంది.

ప్రతి కమిషనరేట్‌కు IGP/DIGP స్థాయి అధికారి కమిషనర్ ఆఫ్ పోలీస్‌గా వ్యవహరిస్తారు. BNSS, 2023లోని సెక్షన్ 14(6) ప్రకారం ఎగ్జిక్యూటివ్ మేజిస్ట్రేట్ అధికారాలు కూడా కల్పించనున్నారు. ఆయా కమిషనరేట్ల ప్రధాన కార్యాలయాలు తిరుపతి, గుంటూరు, కర్నూలు, రాజమహేంద్రవరం నగరాల్లో ఉంటాయి. ప్రస్తుత రెవెన్యూ, పోలీస్ జిల్లాల పరిధులను ఆధారంగా చేసుకుని, ప్రతిపాదిత ప్రాదేశిక పునర్వ్యవస్థీకరణకు అనుగుణంగా వాటి పరిధులు నిర్ణయించబడతాయి.

ఇప్పటికే మంజూరైన పోలీసు కేడర్ బలాన్ని పునర్విభజన/పునఃనామకరణ ద్వారా వినియోగిస్తూ ఈ నాలుగు కొత్త కమిషనరేట్లను ఏర్పాటు చేయనున్నారు.

46. హోం శాఖ:
రాజమహేంద్రవరం కేంద్రంగా, IGP/DIGP హోదాలోని కమిషనర్ ఆఫ్ పోలీస్ నేతృత్వంలో రాజమహేంద్రవరం పోలీస్ కమిషనరేట్‌ను ఏర్పాటు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. BNSS, 2023లోని సెక్షన్ 14(6) ప్రకారం ఎగ్జిక్యూటివ్ మేజిస్ట్రేట్ అధికారాలను కమిషనర్ ఆఫ్ పోలీస్‌కు కల్పించడంతో పాటు, ప్రస్తుత తూర్పు గోదావరి రెవెన్యూ జిల్లా, తూర్పు గోదావరి (రాజమహేంద్రవరం) పోలీస్ జిల్లా పరిధులకు అనుగుణంగా మూడు టెరిటోరియల్ జోన్లతో కమిషనరేట్‌ను ఏర్పాటు చేయనున్నారు.

47. హోం శాఖ:
గుంటూరు కేంద్రంగా, IGP/DIG హోదాలోని కమిషనర్ ఆఫ్ పోలీస్ నేతృత్వంలో గుంటూరు పోలీస్ కమిషనరేట్‌ను ఏర్పాటు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. BNSS, 2023లోని సెక్షన్ 14(6) ప్రకారం కమిషనర్ ఆఫ్ పోలీస్‌కు ఎగ్జిక్యూటివ్ మేజిస్ట్రేట్ అధికారాలను కల్పించడంతో పాటు, ప్రస్తుత గుంటూరు రెవెన్యూ జిల్లా, గుంటూరు పోలీస్ జిల్లా పరిధులకు అనుగుణంగా గుంటూరు, గుంటూరు రూరల్, అమరావతి క్యాపిటల్ రీజియన్, తెనాలి అనే నాలుగు జోన్లతో కమిషనరేట్‌ను ఏర్పాటు చేయనున్నారు.

తిరుపతి కేంద్రంగా, IGP/DIG హోదాలోని కమిషనర్ ఆఫ్ పోలీస్ నేతృత్వంలో తిరుపతి పోలీస్ కమిషనరేట్‌ను ఏర్పాటు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. BNSS, 2023లోని సెక్షన్ 14(6) ప్రకారం కమిషనర్ ఆఫ్ పోలీస్‌కు ఎగ్జిక్యూటివ్ మేజిస్ట్రేట్ అధికారాలను కల్పించడంతో పాటు, ప్రస్తుత తిరుపతి రెవెన్యూ జిల్లా, తిరుపతి పోలీస్ జిల్లా పరిధులకు అనుగుణంగా తిరుమల, తిరుపతి, శ్రీకాళహస్తి, శ్రీ సిటీ అనే నాలుగు టెరిటోరియల్ జోన్లతో కమిషనరేట్‌ను ఏర్పాటు చేయనున్నారు.

కర్నూలు కేంద్రంగా, IGP/DIGP హోదాలోని కమిషనర్ ఆఫ్ పోలీస్ నేతృత్వంలో కర్నూలు పోలీస్ కమిషనరేట్‌ను ఏర్పాటు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. BNSS, 2023లోని సెక్షన్ 14(6) ప్రకారం కమిషనర్ ఆఫ్ పోలీస్‌కు ఎగ్జిక్యూటివ్ మేజిస్ట్రేట్ అధికారాలను కల్పించడంతో పాటు, ప్రస్తుత కర్నూలు రెవెన్యూ జిల్లా, కర్నూలు పోలీస్ జిల్లా పరిధులకు అనుగుణంగా కర్నూలు అర్బన్, కర్నూలు రూరల్, ఆదోని, ఎమ్మిగనూరు, పత్తికొండ అనే ఐదు సబ్ డివిజన్లతో రెండు టెరిటోరియల్ జోన్లుగా కమిషనరేట్‌ను ఏర్పాటు చేయనున్నారు.

50. సమాచార సాంకేతిక, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్:
విశాఖపట్నంలో ఇంటిగ్రేటెడ్ హబ్ AI (AI Integrated Hub) ఏర్పాటు చేసేందుకు M/s. Muthoot Fincorp Limitedకు AP IT & GCC Policy (4.0) 2024–29 కింద 3 ఎకరాల భూమిని కేటాయించేందుకు SIPB చేసిన సిఫార్సుకు మంత్రి మండలి ఆమోదం తెలిపింది.

51. సమాచార సాంకేతిక, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్:
SIPB సిఫార్సుల మేరకు, వైఎస్సార్ జిల్లా కొప్పర్తిలోని YSR EMCలో M/s. AIL Dixon Technologies Pvt. Ltd. (ADTPL) ఏర్పాటు చేసిన యూనిట్‌కు AP Electronics Policy 2021–24 (Zone-B) కింద అర్హత కలిగిన ప్రోత్సాహకాల క్లెయిమ్‌లకు సంబంధించిన గడువును నవంబర్ 2027 నుంచి మరో 10 సంవత్సరాల పాటు పొడిగించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

52. సమాచార సాంకేతిక, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్:
SIPB సిఫార్సుల మేరకు, విశాఖపట్నం జిల్లాలో ₹43.75 కోట్ల పెట్టుబడితో IT/ITeS క్యాంపస్ ఏర్పాటు చేయనున్న M/s. Deloitte Touche Tohmatsu India LLPకు Tailor-made Incentives మంజూరు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

53. సమాచార సాంకేతిక, ఎలక్ట్రానిక్స్ & కమ్యూనికేషన్స్:
ఆంధ్రప్రదేశ్ క్వాంటమ్ కంప్యూటింగ్ పాలసీ (2025–30) కింద రాష్ట్రంలో తమ ప్రాజెక్టుల ఏర్పాటును వేగవంతం చేసేందుకు M/s. Photoncore Systems Pvt. Ltd., M/s. Veridata Health Inc., M/s. Quanfluence Private Limited, M/s. TriQuanta Labs Pvt. Ltd., M/s. Quantum Codon Pvt. Ltd., M/s. Srsti Quantum Pvt. Ltd. మరియు M/s. Arohak Technologies Pvt. Ltd. సంస్థలు చేసిన ప్రతిపాదనలకు మంత్రి మండలి ఆమోదం తెలిపింది.

54. పురపాలక & పట్టణాభివృద్ధి:
స్వర్ణ వార్డుల్లోని (a) వార్డు అడ్మినిస్ట్రేటివ్ సెక్రటరీ, (b) వార్డు డేటా ప్రాసెసింగ్ సెక్రటరీ, (c) వార్డు శానిటేషన్ & ఎన్విరాన్‌మెంట్ సెక్రటరీ (గ్రేడ్–II), (d) వార్డు ప్లానింగ్ & రెగ్యులేషన్ సెక్రటరీ (గ్రేడ్–II) పోస్టులకు ప్రమోషన్ అవకాశాలు కల్పించేందుకు, మిగులు పోస్టులను సరెండర్ చేయడం లేదా ఎంట్రీ లెవల్ పోస్టులను అప్‌గ్రేడ్ చేయడం ద్వారా ప్రమోషనల్ ఛానళ్లను ఏర్పాటు చేయడంతో పాటు, ఆంధ్రప్రదేశ్ మున్సిపల్ జనరల్ సబార్డినేట్ సర్వీస్ రూల్స్, 2019 స్థానంలో ఈ కేటగిరీలన్నింటికీ ప్రత్యేక సర్వీస్ రూల్స్ జారీ చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

SIPB సిఫార్సుల మేరకు, అమరావతిలో Courtyard by Marriott బ్రాండ్ కింద ఫోర్ స్టార్ హోటల్ ఏర్పాటు చేయనున్న M/s. Southern Globe Hotels and Resorts Limited (SGHRL)కు ప్రోత్సాహకాలు అందించడంతో పాటు, గతంలో జారీ చేసిన G.O.Ms.No.38, తేదీ: 16.10.2025ను రద్దు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

56. యువజన అభివృద్ధి, పర్యాటక మరియు సాంస్కృతిక శాఖ:
కడప జిల్లాలో ‘రీజెంటా బై రాయల్ ఆర్కిడ్స్’ బ్రాండ్ కింద హోటల్ చందన గ్రాండ్ — 3-స్టార్ హోటల్ అభివృద్ధి కోసం M/s J.L. అసోసియేట్స్‌కు ప్రోత్సాహకాలు అందించడానికి SIPB సిఫార్సు మేరకు మంత్రి మండలి ఆమోదం తెలిపింది.

57. యువజన అభివృద్ధి, పర్యాటక మరియు సాంస్కృతిక శాఖ:
G.O.Ms.No.50, YAT&C (T) శాఖ, తేదీ: 20.08.2026లో పేర్కొన్న M/s. JSP Hotels & Resorts LLP సంస్థ పేరును M/s. JPS Hotels & Resorts LLPగా సరిదిద్దేందుకు చేసిన ప్రతిపాదనకు మంత్రి మండలి ఆమోదం తెలిపింది.

58. యువజన అభివృద్ధి, పర్యాటక మరియు సాంస్కృతిక శాఖ:
తిరుపతి రేణిగుంటలో ‘ITC EPIC కలెక్షన్’ బ్రాండ్ కింద 5-స్టార్ హోటల్ అభివృద్ధి కోసం M/s గ్రాండ్ తిరుపతి హోటల్స్ & రిసార్ట్స్ ప్రైవేట్ లిమిటెడ్‌కు ప్రోత్సాహకాలు అందించడానికి SIPB సిఫార్సు మేరకు మంత్రి మండలి ఆమోదం తెలిపింది.

59. యువజన అభివృద్ధి, పర్యాటక మరియు సాంస్కృతిక శాఖ:
గుంటూరు జిల్లా అమరావతిలో ‘క్రౌన్ ప్లాజా & హాలిడే ఇన్’ బ్రాండ్ కింద 5-స్టార్ ట్విన్ హోటల్ ప్రాజెక్ట్ అభివృద్ధి కోసం M/s ఇంద్రోయల్ హాస్పిటాలిటీ సర్వీసెస్ ప్రైవేట్ లిమిటెడ్ అభ్యర్థన మేరకు జి.ఓ.ఎంఎస్.నం.39, YAT&C(T) శాఖ, తేదీ:30.6.2026ను సవరించడానికి మంత్రి మండలి ఆమోదం తెలిపింది.

60. జలవనరుల అభివృద్ధి:
పోలవరం ఎడమ ప్రధాన కాలువలో కిలోమీటర్ 111.000 నుంచి 136.000 వరకు (ప్యాకేజీ–6) ఉన్న 12 సూపర్ పాసేజీల నిర్మాణ పనులను ప్రస్తుతం పనులు నిర్వహిస్తున్న M/s. Suma Encon Projects Pvt. Ltd., విశాఖపట్నం సంస్థకు అప్పగించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

61. జలవనరుల అభివృద్ధి:
హంద్రీ–నీవా సుజల స్రవంతి (HNSS) ప్రాజెక్టు ఫేజ్–II కింద అనంతపురం, శ్రీ సత్యసాయి జిల్లాల్లో కిలోమీటర్ 260.000 నుంచి 300.000 వరకు HNSS మెయిన్ కెనాల్‌కు లైనింగ్ ఏర్పాటు చేయడంతో పాటు, కిలోమీటర్ 285.100 నుంచి 287.100 వరకు టన్నెల్ నిర్మాణ పనులకు ₹337.90 కోట్లతో సవరించిన పరిపాలనా అనుమతి మంజూరు చేసేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. 62. ఆర్థిక శాఖ:
న్యాయాధికారుల పదవీ విరమణ వయస్సును 61 సంవత్సరాల నుంచి 62 సంవత్సరాలకు 31.03.2026 నుంచి అమల్లోకి వచ్చేలా పెంచేందుకు, అలాగే ఆంధ్రప్రదేశ్ పబ్లిక్ ఎంప్లాయ్‌మెంట్ (రెగ్యులేషన్ ఆఫ్ ఏజ్ ఆఫ్ సూపరాన్యుయేషన్) యాక్ట్, 1984లోని సెక్షన్ 3(1A)కు సవరణలు చేయడానికి ఉద్దేశించిన ముసాయిదా ఆర్డినెన్సుకు మంత్రి మండలి ఆమోదం తెలిపింది.

63. సాధారణ పరిపాలన (సమాచార & పౌరసంబంధాల శాఖ):
రాష్ట్రంలో ప్రభుత్వ సమాచారాన్ని, ప్రజా అవగాహన కార్యక్రమాలను విస్తృతంగా ప్రచారం చేసేందుకు విశ్వసనీయమైన సోషల్ మీడియా ఇన్‌ఫ్లుయెన్సర్లను (SMIs) గుర్తించి, ధ్రువీకరించి, ఎంప్యానెల్ చేసే విధంగా Social Media Influencers (SMIs) Policyని రూపొందించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. ప్రభుత్వ సంక్షేమ పథకాలు, మౌలిక వసతుల అభివృద్ధి, ఇతర ప్రభుత్వ కార్యక్రమాలపై ప్రజల్లో అవగాహన కల్పించడం ఈ విధానం ప్రధాన ఉద్దేశ్యం.

డిజిటల్ ప్రచారం, ప్రజా సమాచారాన్ని బలోపేతం చేయడానికి I&PR శాఖ, APDCL సోషల్ మీడియా కంటెంట్ క్రియేటర్లతో సమావేశాలు నిర్వహించి, వీటి ఆధారంగా ఇతర 6 రాష్ట్రాల విధానాలను పరిశీలించి ఆంధ్రప్రదేశ్ సోషల్ మీడియా ఇన్‌ఫ్లుయెన్సర్ల పాలసీ ముసాయిదాను రూపొందించనున్నారు.

పాలసీ ద్వారా ప్రభుత్వ సంక్షేమ పథకాలు, అభివృద్ధి కార్యక్రమాలు, మౌలిక వసతులపై అధికారిక సమాచారాన్ని విస్తృతంగా ప్రచారం చేసేందుకు విశ్వసనీయ ఇన్‌ఫ్లుయెన్సర్లను గుర్తించి, ధృవీకరించి, APDCL ద్వారా ఎంప్యానెల్ చేయనున్నారు. సమాచారం నిష్పాక్షికంగా, వాస్తవాధారితంగా, ప్రజా ప్రయోజనకరంగా ఉండాలి.

ఈ విధానం ఫేస్‌బుక్, ఇన్‌స్టాగ్రామ్, యూట్యూబ్, ఎక్స్లోని కంటెంట్ క్రియేటర్లకు వర్తిస్తుంది. ప్రారంభ ఎంప్యానెల్‌మెంట్ ఒక సంవత్సరం ఉంటుంది; సంతృప్తికరమైన పనితీరు ఆధారంగా అధికార సంస్థ నిర్ణయంతో మరో రెండు సంవత్సరాల వరకు, ఒక్కోసారి ఒక సంవత్సరం చొప్పున పొడిగించవచ్చు.

64. మౌలిక వసతుల కల్పన & పెట్టుబడులు:
Goa Shipyard Limited (GSL)కు 400 ఎకరాల భూమిని ఫెయిర్ మార్కెట్ విలువలో 2% వార్షిక అద్దె/లీజు రుసుముతో, ప్రతి సంవత్సరం 5% పెంపుతో కేటాయించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది. ఇందులో 19 ఎకరాల వాటర్‌ఫ్రంట్ భూమికి 50% ప్రీమియం, 5 సంవత్సరాల మారటోరియం, 30 సంవత్సరాల లీజు కాలం, అనంతరం అమల్లో ఉన్న APMB Land Allotment Guidelines ప్రకారం లీజు పొడిగింపు తదితర అంశాలకు కూడా ఆమోదం తెలిపింది.

మచిలీపట్నం పోర్టులో గోవా షిప్‌యార్డ్ లిమిటెడ్ (GSL) ఆధ్వర్యంలో ₹8,000 కోట్ల పెట్టుబడితో బ్రౌన్‌ఫీల్డ్ నౌకానిర్మాణం, నౌకా మరమ్మతుల కేంద్రం ఏర్పాటు చేయనున్నారు. ఈ ప్రాజెక్టును 400 ఎకరాల వాటర్‌ఫ్రంట్ భూమిలో, సుమారు 1.7 కి.మీ. వాటర్‌ఫ్రంట్‌తో అభివృద్ధి చేయనున్నారు. రక్షణ, కోస్ట్‌గార్డ్ నౌకల నిర్మాణంతో పాటు వాణిజ్య, ఎగుమతి నౌకానిర్మాణం మరియు నౌకా మరమ్మతుల కార్యకలాపాలు చేపట్టనున్నారు.

ఈ ప్రాజెక్టు ద్వారా 5–8 సంవత్సరాల కాలంలో సుమారు 8,000 ఉపాధి అవకాశాలు కల్పించనున్నారు. ఇందులో 3,000 ప్రత్యక్ష, 5,000 పరోక్ష ఉద్యోగాలు ఉంటాయి. ప్రాజెక్టుకు రాష్ట్ర పెట్టుబడి ప్రోత్సాహక మండలి (SIPB) సుమారు ₹2,324.17 కోట్ల ప్రత్యేక ప్రోత్సాహక ప్యాకేజీని సిఫారసు చేసింది. ఇది మొత్తం పెట్టుబడిలో సుమారు 29.05 శాతానికి సమానం. ఇందులో 20% క్యాపిటల్ ఇన్వెస్టుమెంట్ సబ్సిడీ, డీకార్బనైజేషన్ సాయం, విద్యుత్ టారిఫ్ సబ్సిడీ, 100% విద్యుత్ డ్యూటీ మినహాయింపు, రాయితీ పారిశ్రామిక నీరు, స్టాంప్ డ్యూటీ రీయింబర్స్‌మెంట్, బాహ్య మౌలిక వసతుల సాయం వంటి ప్రోత్సాహకాలు ఉన్నాయి.

ఈ ప్రాజెక్టుతో మచిలీపట్నం నౌకానిర్మాణం, నౌకా మరమ్మతుల ప్రధాన కేంద్రంగా అభివృద్ధి చెందడంతో పాటు, అనుబంధ పరిశ్రమలకు అవకాశాలు పెరగడం, నైపుణ్య ఆధారిత ఉపాధి కల్పన, ఆంధ్రప్రదేశ్‌లో మారిటైమ్ మరియు పోర్ట్ ఆధారిత పారిశ్రామిక అభివృద్ధికి మరింత ఊతం లభించనుంది.

65. రెవెన్యూ శాఖ:
తిరుపతిలో International Society for Krishna Consciousness (ISKCON) ఆధ్వర్యంలో Vedic Cultural and Spiritual Centre ఏర్పాటు చేసేందుకు, పెదబంగారునాథం, బెవనపల్లె గ్రామాల్లో మొత్తం 8.25 ఎకరాల ప్రభుత్వ భూమిని ISKCONకు కేటాయించేందుకు మంత్రి మండలి ఆమోదం తెలిపింది.

Sri Kolusu Parthasarathy, Minister for Information & Public Relations and Housing, briefed the media at the Publicity Wing (4th Building of the State Secretariat) regarding the decisions taken during the 1394th (57th) Cabinet meeting. The meeting was held on Wednesday, September 23, 2026, at the State Secretariat under the chairmanship of Chief Minister Sri Nara Chandrababu Naidu.

Boost to massive investments in the state – Investments worth Rs. 22,177 crore and 19,739 jobs… (Items 1 to 10 and 15)

In today’s Cabinet meeting, investment proposals across various sectors were approved based on the recommendations of the 21st State Investment Promotion Board (SIPB). These projects, entailing total investments of Rs. 22,177.84 crore and creating employment opportunities for 19,739 people, will be implemented in various regions of the state.

Approval was granted for projects in the infrastructure and investment sectors worth Rs. 8,000 crore, set to create 3,000 jobs. Notably, a key approval was secured for the establishment of a shipyard under Goa Shipyard Limited (a Ministry of Defence undertaking). This initiative will strengthen the state’s maritime infrastructure and shipbuilding capabilities. In the energy sector, projects worth ₹5,176.56 crore, expected to generate 2,240 jobs, have received approval. These include a 675 MW solar project in Sri Sathya Sai district, solar-wind hybrid projects in YSR Kadapa and Kurnool districts, and a compressed biogas project in Nandyal district; these initiatives will boost the state’s renewable energy capacity.

In the industries and commerce sector, projects worth ₹4,332.49 crore, set to create 4,885 jobs, have been approved. Key projects include a ₹3,000 crore greenfield project by My Home Industries in Palnadu district and a project by MAF Clothing in Kuppam; additionally, the Fortune 500 company Caterpillar is set to enter the state with an initial investment of ₹100 crore. Expansion proposals from companies such as Agarwal Foundries and Dalmia Cement have also been cleared.

Approvals were also granted for projects in the food processing sector (worth ₹3,734.18 crore, creating 2,113 jobs) and the IT-electronics sector (worth ₹526.25 crore, creating 5,736 jobs). Permissions were secured for a Deloitte IT/ITES campus and a Muthoot Fincorp AI-Tech Training Centre in Visakhapatnam, as well as quantum technology projects in Amaravati. Hospitality projects in the tourism sector, involving an investment of ₹408.26 crore and the creation of 1,765 jobs, have received approval. The establishment of new hotels and resorts in Tirupati, Amaravati, and Kadapa will further expand the state’s tourism infrastructure. Overall, these investments will boost industrial development, employment generation, technological innovation, renewable energy, and balanced regional development.

The Cabinet approved the granting of special incentives to Caterpillar India Private Limited (CIPL) under the AP Industrial Development Policy (4.0) 2024-2029 for establishing a greenfield facility at Sri City in Tirupati district. 3. Industries & Commerce:
The Cabinet approved the sanction of special incentives to M/s MAF Clothing Private Limited under the AP Textile, Apparel, and Garments Policy (4.0) 2024-2029 for establishing a garment manufacturing plant on a 24-acre site at Kuppam and Palarlapalle in Chittoor district.

4. Industries & Commerce:
The Cabinet approved the allocation of 250 acres of land to M/s Dalmia Cement (Bharat) Limited under the ‘LA for Others’ policy—and the amendment of G.O.Ms. No. 40, I&C (P&I) Department, dated 25.03.2025—to facilitate the expansion of their existing clinker and cement plant in Chinnakommerla (V), Mylavaram (M), YSR Kadapa district, aiming to achieve a production capacity of 9.60 MTPA.

The Cabinet approved the allocation of 148.98 acres of land to M/s Agarwal Foundries Private Limited for the expansion of an integrated steel plant in Pennepalli (V), Pellakuru (M), Tirupati district. 6. Industries & Commerce:

The Cabinet approved the utilization of the ₹2,500 crore term loan sanctioned by Sagarmala Finance Corporation Limited (SMFCL) to the Andhra Pradesh Industrial Infrastructure Corporation (APIIC). This loan will be utilized for land acquisition and the development of external infrastructure for the industrial clusters at Mulapeta, Ramayapatnam, Naidupeta, and Durgarajapatnam, as well as for the Critical Mineral Processing Park at Burugupalem.

The Cabinet approved measures to implement projects through existing Special Purpose Vehicles (SPVs) regarding industrial parks selected by the National Level Steering Committee (NLSC) under the Bharat Audyogik Vikas Yojana (BHAVYA). This includes APIIC—acting as the State Nodal Agency—entering into supplementary agreements to the Shareholders Agreement (SHA) and State Support Agreement (SSA) with NICDIT. The Cabinet approved the recommendations made by the Group of Ministers (GoM) regarding the resolution of financial issues faced by cooperative sugar factories. These measures include providing financial assistance in the form of loans to Chodavaram Co-operative Sugars Limited and Gowada for the payment of sugarcane price arrears; liquidating three non-functional cooperative sugar factories while offering Voluntary Retirement Schemes (VRS) to employees; appointing Joint Collectors as liquidators; and securing a loan of ₹66.57 crore from APIIC to clear pending dues and pay VRS ex-gratia to employees of five cooperative sugar factories. Ltd.’s existing muesli/multigrain chocos processing unit at Sri City in Tirupati district; the establishment of a beverage manufacturing unit by M/s. Hindustan Coca-Cola Beverages Pvt. Ltd. in Vizianagaram district; and the expansion of an existing beverage manufacturing unit at Srikalahasti in Tirupati district.

The Council of Ministers approved the grant of revised administrative sanction, amounting to ₹125.65 crore, for works related to providing CC lining for the Kuppam Branch Canal (from Km 0.000 to Km 66.950) in the Palamaner and Kuppam constituencies under the Handri-Neeva Sujala Sravanthi (HNSS) Project – Phase II.

The Council of Ministers approved the grant of revised administrative sanction, amounting to ₹1,548.98 crore, for infrastructure development works under the Critical Infrastructure and Investment Plan (CIIP) in all Gram Panchayats within the Amaravati capital city area. Revised administrative sanction has been granted for ₹1,548.98 crore—replacing the previously sanctioned ₹904 crore—for infrastructure development across all gram panchayats in the Amaravati capital city area under the Critical Infrastructure and Investment Plan (CIIP).

The scope of work includes expanding water supply lines (76.02 km), sewerage networks (30.16 km), stormwater networks (309.30 km), and roads (69.68 km), alongside the installation of 2,597 streetlights. Additionally, rates will be adjusted in accordance with the revised Schedule of Rates (SOR).

Regarding the implementation strategy, the approach will shift from LPS zone-wise execution to package-wise execution, and the 7-year Operation & Maintenance (O&M) period will be replaced by a 2-year Defect Liability Period. The Council of Ministers approved amendments to Rule 16(2) and the corresponding Form-V of the Andhra Pradesh Capital Region Land Pooling Scheme (Formulation & Implementation) Rules, 2025, to facilitate the payment of a minimum annual annuity to eligible farmers who contributed less than one acre of dry or wet (*jaribu*) land under the land pooling scheme. Additionally, the Council approved the validation and ratification of the ₹5.04 crore annual annuity already paid to 1,304 eligible Land Pooling Scheme (LPS) landowners whose ownership was verified by December 2, 2025.

The Council of Ministers approved administrative sanction of Rs. 661.00 crore for the construction of the Legislative Assembly building within Super Block ‘E’ of the Amaravati Government Complex in the capital city of Amaravati.

Administrative approval of Rs. 661 crore was granted for the construction of the Legislative Assembly building in Super Block ‘E’ of the Amaravati capital government complex. The project encompasses construction works such as the spire, roof, RCC structure, shear/core walls, slabs, beams, lifts, and waterproofing.

The previously granted administrative sanction of Rs. 798 crore has been cancelled, and the works will now be executed under the ‘Design-Build Item Rate (Lumpsum) Contract’ model. The Managing Director of AGICL has been authorized to invite tenders and proceed with further actions. This decision was ratified by the APCRDA Authority via Resolution No. 715/2026. 22. Municipal Administration & Urban Development:
The Cabinet approved authorizing the APCRDA Commissioner to lease 5 acres of land—located at School Plot-4 in Krishnayapalem village within the Amaravati capital region—to M/s. Nalanda Academy of Science and Technical Education. The organization was selected as the H-1 bidder after securing the highest score under the 70:30 QCBS (Quality and Cost-Based Selection) method.

23. Finance Department:
The Cabinet ratified the orders issued by the Finance Department (G.O.Ms.Nos. 119, 120, 121 & 122, dated 11.09.2026) sanctioning two installments of Dearness Allowance (DA) and Dearness Relief (DR) for government employees and pensioners: 2.73% effective from 01.07.2024 and 1.82% effective from 01.01.2025.

In accordance with the 7th Central Pay Commission (7th CPC) recommendations, the Central Government has increased the Dearness Allowance (DA) for its employees from 50% to 53% effective from 01-07-2024, and from 53% to 55% effective from 01-01-2025. The Union Ministry of Finance has issued orders to this effect. In accordance with the recommendations of the 11th Pay Revision Commission (11th PRC) regarding the pay revision of Andhra Pradesh state government employees, a conversion formula of 0.910% is applied for every 1% of Dearness Allowance (DA) sanctioned by the Central Government. Based on this method, state government employees and pensioners will be granted a DA of 2.73% corresponding to the 3% hike in Central DA effective from July 1, 2024, and a DA of 1.82% corresponding to the 2% hike effective from January 1, 2025.

As per the Chief Minister’s directives, the cash benefit of this DA/DR hike will come into effect starting with the salary for September 2026. Regarding the DA arrears due from July 1, 2024, 10% will be paid in April 2027, and the remaining 90% will be paid in three equal installments during June, August, and October 2027.

Similarly, for the DA arrears due from January 1, 2025, 10% will be paid in January 2028, and the remaining 90% will be paid in three equal installments during March, May, and July 2028.
The total financial burden on the state government resulting from these DA/DR arrear payments amounts to approximately ₹4,556 crore. 24. Revenue (Excise):
The Cabinet approved the ratification of orders issued via G.O.Ms.Nos. 579, 580, 581, 582, and 583 (Revenue [Excise-II] Department, dated 11.09.2026) regarding amendments to the Andhra Pradesh Excise Rules, 2024, which formulated guidelines for the operation of liquor shops for the 2026–27 period.

The Cabinet approved the allotment of 623.60 acres of government land—located in Survey No. 16-1B of Tekulodu Village, Chilamathuru Mandal, Sri Sathya Sai District—to the APIIC for the establishment of an industrial park, subject to the payment of market value.

The Cabinet approved the allotment of a total of 1,618.265 acres of government land to the Andhra Pradesh Mineral Development Corporation (APMDC). Facilities such as a millet processing center, biogas plant, skill development center, natural farming demonstration plots, and a training center for Self-Help Groups (SHGs) are proposed to be established on this land.

The Council of Ministers approved the transfer of a total of 102.85 acres of government land—comprising Survey Nos. 169/16, 172/2, and others in Rudravaram village, Machilipatnam South Mandal, Krishna District—to the Registrar of Krishna University, based on the payment of market value. This land is to be utilized for the construction of university buildings and other infrastructure facilities. 30. Revenue:
The Council of Ministers approved the allotment of 11.70 acres of government land (comprising Sy.No. 927, and covered under LPM Nos. 326, 327, etc.) in Epuru Bit-1A (Village), Muthukur (Mandal), SPSR Nellore District, to the Zonal Manager (ZM), APIIC Nellore (Tirupati Special Projects Zone) on a payment basis for the establishment of an industrial park.

The Council of Ministers approved the draft “Andhra Pradesh State Prosecution Service Rules, 2026,” which includes provisions for creating a supernumerary post of Additional Director of Prosecution (Category-II), redesignating existing posts, and prescribing recruitment procedures for certain positions.

The Council of Ministers approved the draft A.P. State Prosecution Service Rules–2026 to reorganize the State Prosecution Service in alignment with the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. As part of this process, prosecution posts will be redesignated to comply with BNSS norms. Additionally, the existing post of Additional Director of Prosecutions will be retained as a personal/supernumerary post solely for the incumbent officer and will be abolished upon their retirement or when the post falls vacant. The government has decided to establish four new police commissionerates—headquartered in Tirupati, Guntur, Kurnool, and Rajamahendravaram—with the aim of managing law and order more effectively in Andhra Pradesh, strengthening coordination among various police wings, and ensuring a rapid response to emerging challenges.

Amidst rapid urbanization, population growth, and the expansion of commercial, industrial, transport, and developmental activities, the establishment of these commissionerates will introduce a unified command-and-control system. This move will enhance supervision over field-level police units, improve coordination among specialized police wings, and ensure the efficient utilization of police resources.

An officer of the IGP or DIGP rank will serve as the Commissioner of Police for each commissionerate. In accordance with Section 14(6) of the BNSS, 2023, they will also be vested with the powers of an Executive Magistrate. The headquarters for these commissionerates will be located in the cities of Tirupati, Guntur, Kurnool, and Rajamahendravaram. Their jurisdictions will be determined based on existing revenue and police district boundaries, aligning with the proposed territorial reorganization. These four new commissionerates will be established by utilizing the already sanctioned police cadre strength through redistribution or renaming.

The Council of Ministers approved the amendment to G.O.Ms.No. 39 (YAT&C(T) Department, dated 30.06.2026) regarding the request of M/s Indroyal Hospitality Services Pvt. Ltd. to develop a 5-star twin hotel project under the ‘Crowne Plaza & Holiday Inn’ brands at Amaravati, Guntur district.

60. Water Resources Development:
The Council of Ministers approved awarding the construction works of 12 super passages—located between km 111.000 and 136.000 (Package-6) of the Polavaram Left Main Canal—to the firm currently executing the works, M/s Suma Encon Projects Pvt. Ltd., Visakhapatnam.

61. Water Resources Development:
The Council of Ministers approved the grant of revised administrative sanction worth ₹337.90 crore for works under Phase-II of the Handri-Neeva Sujala Sravanthi (HNSS) project. These works involve lining the HNSS Main Canal between km 260.000 and 300.000 and tunnel construction between km 285.100 and 287.100 in Anantapur and Sri Sathya Sai districts. (Package–2)

62. Finance Department:
The Cabinet approved a draft ordinance to raise the retirement age of judicial officers from 61 to 62 years, effective from March 31, 2026, and to amend Section 3(1A) of the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984.

63. General Administration (Information & Public Relations Department):
The Cabinet approved the formulation of a ‘Social Media Influencers (SMIs) Policy’ to identify, verify, and empanel credible social media influencers for the widespread dissemination of government information and public awareness programs across the state. The objective is to create public awareness regarding government welfare schemes, infrastructure development, and other government initiatives.

To strengthen digital outreach and public information dissemination, the I&PR Department and APDCL will hold meetings with social media content creators. Based on these interactions and a review of policies from six other states, a draft Social Media Influencer Policy for Andhra Pradesh will be formulated.

Under this policy, credible influencers will be identified, verified, and empanelled by APDCL to widely disseminate official information regarding government welfare schemes, development programs, and infrastructure. The information shared must be unbiased, fact-based, and in the public interest.

This policy applies to content creators on platforms such as Facebook, Instagram, YouTube, and X. The initial empanelment will be for a period of one year; subject to satisfactory performance and the decision of the competent authority, it may be extended for up to two additional years, in increments of one year at a time.

64. Infrastructure Creation & Investments:
The Council of Ministers has approved the allotment of 400 acres of land to Goa Shipyard Limited (GSL) at an annual lease/rental fee equivalent to 2% of the fair market value, with a 5% annual escalation. Approval has been granted for the allocation of 19 acres of waterfront land, subject to terms including a 50% premium, a 5-year moratorium, a 30-year lease period, and subsequent lease extension in accordance with the prevailing APMB Land Allotment Guidelines.

A brownfield shipbuilding and ship repair facility will be established at Machilipatnam Port by Goa Shipyard Limited (GSL) with an investment of ₹8,000 crore. The project will be developed on 400 acres of land featuring a waterfront stretch of approximately 1.7 km. Operations will encompass the construction of defense and Coast Guard vessels, as well as commercial and export-oriented shipbuilding and ship repair activities.

The project is expected to generate approximately 8,000 employment opportunities over a period of 5–8 years, comprising 3,000 direct and 5,000 indirect jobs. The State Investment Promotion Board (SIPB) has recommended a special incentive package of approximately ₹2,324.17 crore for the project, which amounts to about 29.05% of the total investment. Incentives included in this scheme comprise a 20% capital investment subsidy, decarbonization support, electricity tariff subsidy, 100% electricity duty exemption, concessional industrial water supply, stamp duty reimbursement, and assistance for external infrastructure.

This project will transform Machilipatnam into a major hub for shipbuilding and ship repair, while also boosting opportunities for ancillary industries, creating skill-based employment, and further accelerating maritime and port-led industrial development in Andhra Pradesh.

65. Revenue Department:
The Cabinet approved the allocation of a total of 8.25 acres of government land in Pedabangarunatham and Bevanapalle villages to the International Society for Krishna Consciousness (ISKCON) for the establishment of a Vedic Cultural and Spiritual Centre in Tirupati.
