ప్రభుత్వ కుట్రకు బలి అవుతున్న బడుగు జీవితాలు

అమరావతి : రాజధాని అమరావతి కేవలం 29 గ్రామాలది కాదని, ఐదు కోట్ల ఆంధ్ర ప్రజలందరిదనీ, కుల మత వర్గాలకు, పేద ధనిక తారతమ్యాలకు, రాజకీయ వైషమ్యాలకు అతీతమైనది అని గత 1250 రోజులుగా అమరావతి ప్రాంత ప్రజలు చాటుతూనే ఉన్నారు. ప్రస్తుతం తెరపైకి వచ్చిన R 5 జోన్ గురించి కొన్ని వాస్తవాలు పరిశీలిద్దాం.

1 . అమరావతి రైతులు పేదలకు వ్యతిరేకమా?
అమరావతి రైతులు పేదలకు వ్యతిరేకం కానే కాదు. పేదల పక్షం.
భూములిచ్చిన రైతులు ఆమోదించిన మాస్టర్ ప్లాన్ నందు 5శాతం భూమి పేదలకు గృహ నిర్మాణానికి కేటాయించ బడింది. మరి పేదల గృహ నిర్మాణాన్ని రైతులు ఎందుకు వ్యతిరేకిస్తారు?

. పేదల కొరకు గత ప్రభుత్వ హయాంలో 44 ఎకరాల్లో
5000 పైగా గృహాలను నిర్మిస్తే వాటిని అమరావతి రైతులు వ్యతిరేకించలేదే? పైగా వాటిని త్వరిత గతిన లబ్దిదారులకు అందించాల్సిందిగా రైతులు ప్రభుత్వం పై వత్తిడి తెచ్చారు కూడా. వాటిని లబ్దిదారులకు అందించకుండా ఆపింది ఎవరు?

2. భూమి ఎవరిది?
రాజధానికి భూములిచ్చిన 29000 మంది రైతుల్లో సుమారు 27000 మంది రెండెకరాల లోపు ఉన్న పేద రైతులే. పేదలకు ప్రతిపాదించిన 5 శాతం భూమి కూడా రైతులు ఇచ్చిన 34500 ఎకరాల భూమిలోనే కానీ, ప్రభుత్వం వద్దనున్న 16000 ఎకరాల్లో కాదు. అంటే పేదలకు గృహ నిర్మాణానికి అంగీకరించింది పేద రైతులే కానీ ప్రభుత్వం కాదు.ఈ పేద రైతులు ఇచ్చిన భూమికి చట్టబద్ద హామీ ప్రకారం అభివృద్ధి చేసిన స్థలాలు ఇంతవరకు ఇవ్వలేదు. ఈ పేదలకు న్యాయం చేయలేని ప్రభుత్వం ఏ పేదవారిని ఉద్దరిస్తుంది?

3. సెంటు స్థలాల ప్రతిపాదన ఎందుకు వ్యతిరేకస్తున్నారు?
R3 జోన్ ధనిక పేద భేదాలు లేకుండా అందరూ సహజీవనం చేసే విధంగా, పేద వారి సామాజిక స్థాయి పెరగడానికి దోహదపడి సామజిక అశాంతి లేకుండా అందరూ కలసి మెలిసి జీవించడానికి రూపొందించ బడినది ఇప్పుడు సెంటు స్థలము ఇచ్చి వారికి ప్రతేకమైన మురికివాడను రూపొందిచి వారిని సామజికం గా అనగాదొక్కే ప్రభుత్వ కుట్రను మాత్రమే రైతులు వ్యతిరేకిస్తున్నారు.

4. లబ్ది దారులకు ఏది లాభం?

ప్రస్తుత ధరల ప్రకారం పేదలకు ప్రతిపాదించిన స్థలం విలువ కేవలం 3 నుండి 4 లక్షల రూపాయల విలువ ఉంటుంది. అందులో ఇల్లు కట్టుకోవటానికి కనీసం 5 లక్షల రూపాయలు ( ప్రభుత్వం హామీ ఇచ్చిన 1,80,000 రూపాయలు పోను) లబ్దిదారుడు ఖర్చు చేయవలసి ఉంటుంది. అదే ప్రభుత్వమే అన్ని మౌలిక వసతులతో ఇల్లు కట్టించి ఇస్తే దాని విలువ సుమారు 10 లక్షల రూపాయలు ఉంటుంది. లబ్దిదారులకు ఏది ఉపయోగం?

5.రైతులు కోర్టుకు ఎందుకు వెళ్ళారు?
ప్రస్తుత ప్రభుత్వం ప్రతిపాదించిన R 5 జోన్ మాస్టర్ ప్లాన్ ప్రకారం అమరావతికి ఆదాయాన్ని ఆర్జించే ఎలక్ట్రానిక్ సిటి మరియు వ్యాపార వాణిజ్య ప్రాంతాల పరిధి లో ఉంది. రైతుల లే అవుట్ ల పక్కనే ఉన్న R 3 జోన్ లో పేదల గృహాల కొరకు ఉద్దేశించిన సుమారు 1700 ఎకరాల భూమిని వదిలి అమరావతి ఆదాయానికి గండికొట్టే విధంగా ఐ 3, ఐ 1 , సి 2 ,సి 3 మరియు సి 4 జోన్ లలో భూ కేటాయింపులు జరపటం అమరావతికి నష్టం కాదా? గణనీయంగా అమరావతి ఆదాయాన్ని కోల్పోవటం ఆశించ తగినదేనా?

6. భవిష్యత్ లో ఇతర జిల్లాల వారికి చోటు లేదా?

రాబోయే 50 సంవత్సరాల ప్రజల వలసలను దృష్టిలో ఉంచుకుని అమరావతి ప్రాంతానికి భవిష్యత్తులో ఉపాధి కొరకు వివిధ జిల్లాలు, రాష్ట్రాల నుండి వచ్చే పేదల కొరకు, అమరావతి ప్రాంతంలో నివసించే స్థానిక పేదల భవిష్యత్తు అవసరాల కొరకు 5 శాతం భూమిని కేటాయించటం జరిగింది. ఈ రోజు రాజకీయ అవసరాల కోసం ఒక్క కృష్ణ గుంటూరు జిల్లాల పేదలకే ఉన్న భూమిని వినియోగిస్తే ఇతర ప్రాంతాల పేదల పరిస్థితి ఏమిటి? వారికి రాజధాని లో స్వంత ఇల్లు ఉండే అర్హత లేదా? భవిష్యత్తులో పెరిగే జనాభా కు భూమి ఎక్కడిది?
కేవలం 44 ఎకరాల్లో 5000 ఇళ్ళు నిర్మించి నప్పుడు 1700 ఎకరాల్లో సుమారు 2,00,000 గృహాలను నిర్మించే అవకాశాన్ని కాదని, కేవలం 48000 మందికే అదికూడా రెండు జిల్లాల వారికే పరిమితం చేయటమంటే ఇతర ప్రాంతాల వారికి రాజధాని లో స్వంత ఇల్లు కలిగి ఉండే అవకాశం దూరం చేయటం కాదా?

7.ప్రతిపాదిత స్థలాలు జీవనోపాధి దోహద పడతాయా ?
గృహ నిర్మాణానికి ముఖ్యంగా కావలసింది రోడ్లు, నీరు, విద్యుత్తు, డ్రైనేజీ వంటి మౌలిక వసతుల కల్పన. ప్రస్తుతం రాజధాని ప్రాంతం లో మౌలిక వసతులు కల్పన ఏ విధంగా ఉందో అందరికి తెలిసిందే. మరి ఏ విధంగా పేదలు ఆ స్థలాల్లో ఇళ్ళు కట్టుకోగలరు?
ఒక ప్రాంతం నుండి వేరే ప్రాంతానికి వలస వెళ్ళాలంటే అక్కడ ఉపాధి అవకాశాలు ఉండాలి. అమరావతి లో నివసిస్తున్న పేదలే ఉపాధి కొరకు వేరే ప్రాంతానికి వెళుతుంటే కేవలం ఉచితంగా స్థలాలు ఇస్తున్నాం కాబట్టి అభివృద్ధి నిలిపివేసిన అమరావతికి పేదలను రప్పించటమంటే వారిని మోసగించటం కాదా?
అమరావతి లో భూమిలేని పేదలకు గత ప్రభుత్వం ఇచ్చిన హామీ మేరకు నెలకు 2500 ఫించను ఈ ప్రభుత్వం ఏ నాడూ సక్రమంగా చెల్లించలేదు. ఐదు ఆరు నెలలు ఒక్కొక్కసారి 12 నెలలు ఆలస్యంగా అదికూడా కొన్ని నెలలు బకాయిలు పెడుతూ ఇస్తోంది. ఇప్పుడు కొత్తగా వచ్చే పేదలకు 2500 ఫించను ఇవ్వగలదా? ఇచ్చినా సకాలంలో బకాయిలు లేకుండా ఇవ్వగలదని ఏ విధంగా ఆశించగలం?

8. ఈ స్థలాలకు ఎంత వరకు చట్టభద్దత ఉంది?
గౌరవ హై కోర్టు వారు భూ కేటాయింపులు తుది తీర్పుకు లోబడి ఉండాలని పేర్కొనటం జరిగింది. ఈ అంశంపై అనేక పిటిషన్ లు వివిధ దశల్లో ఉన్నాయి. తుది తీర్పు వరకు వేచి చూడకుండా హడావుడి గా భూ కేటాయింపులు జరిపితే, తదనంతరం సదరు కేటాయింపులకు వ్యతిరేకంగా తీర్పు వస్తే నష్టపోయేది ఎవరు? పేదలకు ఆశలు కల్పించి మోసగించినట్లు కాదా?
ప్రస్తుత ప్రభుత్వం గత నాలుగు సంవత్సరాలుగా ప్రచారం చేస్తున్న ఎడారిలో, స్మశానం లో ఎందుకు పేదవారికి ఇళ్ళ స్థలాలు ప్రతిపాదిస్తుంది?

వారు పదే పదే గొప్పగా చెబుతున్న , ఆంధ్రప్రదేశ్ ఏకైక రాజధాని అని ఇంటా బయటా చెబుతున్న విశాఖపట్నం లో ఎందుకు 50000 మంది పేదలను ఆహ్వానించట్లేదు? అంటే పేదలు అభివృద్ధి కి దూరం గానే ఉండాలా?

అమరావతి రైతులు పేదలకు వ్యతిరేకం కాదు. అనుకూలం. మోసపూరిత విధానాలతో, అనాలోచిత నిర్ణయాలతో పేదల భవిష్యత్తు తో చెలగాటమాడుతున్న ప్రభుత్వమే పేదలకు వ్యతిరేకం.

Amaravati: For the last 1250 days, the people of Amaravati region have been showing that the capital Amaravati is not just 29 villages, it belongs to all the five crore people of Andhra, it is beyond caste religious groups, rich and poor discrimination and political differences. Let’s take a look at some facts about the R 5 zone that has come to the fore recently.

1. Are Amaravati farmers anti-poor?
Amaravati farmers are not only anti-poor. The side of the poor.
In the master plan approved by the farmers who gave the land, 5 percent of the land has been allocated for construction of houses for the poor. And why do farmers oppose the construction of housing for the poor?

If more than 5000 houses are built, won’t Amaravati farmers oppose them? Moreover, the farmers have put pressure on the government to provide them to the beneficiaries as soon as possible. Who stopped them from providing it to the beneficiaries?

2. Who owns the LAND?
About 27000 of the 29000 farmers who have been given land to the capital are poor farmers who have less than two acres. Even the 5 percent land proposed for the poor is in the 34,500 acres of land given by the farmers and not in the 16,000 acres owned by the government. It means that it is the poor farmers who have agreed to build houses for the poor but not the government. The land given by these poor farmers has not been given developed sites as per the legal guarantee. What poor people will be uplifted by a government that cannot do justice to these poor people?

Why are you opposing the proposal of one cent places?
Farmers are only opposing the government’s conspiracy to create a special slum for them by giving cent space and creating a special slum for them, which is designed to help the poor to live together without social unrest, so that the R3 zone can live together without any distinction between the rich and the poor.

4. What are the benefit to the beneficiaries?

As per the current prices, the land proposed for the poor would be worth only 3 to 4 lakh rupees. Out of which the beneficiary has to spend at least 5 lakh rupees (instead of 1,80,000 rupees guaranteed by the government) to build a house. If the same government builds a house with all the basic facilities, its value will be around 10 lakh rupees. What is the benefit to the beneficiaries?

5. Why did the farmers go to court?
According to the R 5 zone master plan proposed by the present government, Amaravati is under the ambit of revenue generating electronic city and business commercial areas. Isn’t the allotment of land in I3, I1, C2, C3 and C4 zones a loss to Amaravati leaving around 1700 acres of land meant for poor houses in the R3 zone next to the farmers’ layouts and thus affecting the revenue of Amaravati? Is it reasonable to expect a significant loss of Amaravati revenue?

6. Will there be no place for them from other districts in future?

Keeping in mind the migration of the people for the next 50 years, 5 percent of the land has been allocated to the Amaravati area for the future employment of the poor people coming from various districts and states and for the future needs of the local poor living in the Amaravati area. Today, if the land of the poor of Krishna Guntur district is used for political purposes, what is the condition of the poor in other areas? Do they not deserve to have their own house in the capital? Where is the land for future population growth?
When 5000 houses are built in just 44 acres, it is not possible to build about 2,00,000 houses in 1700 acres, but to limit it to only 48000 people and that too in two districts, is it not possible to deprive the people of other areas of having their own house in the capital?

7. Will the proposed sites contribute to livelihood?
Construction of infrastructure like roads, water, electricity and drainage is essential for housing construction. Everyone knows how the infrastructure in the capital region is at present. And how can the poor build houses in those places?
To migrate from one region to another there must be employment opportunities. If the poor living in Amaravati are going to other areas for employment, we are just giving them free places, so is it not deceiving the poor to bring the poor to Amaravati, whose development has stopped?
This government has never properly paid 2500 finchas per month to the landless poor in Amaravati as promised by the previous government. Five or six months at a time, 12 months late and that too by paying arrears for a few months. Can 2500 fincha be given to poor new arrivals now? How can we expect it to be given on time without arrears?

8. How legal are these places?
The Hon’ble High Court has stated that allotment of land should be subject to final judgment. Several petitions on this issue are at various stages. If land allotments are made in haste without waiting for the final judgement, who will lose out if the allotment is subsequently ruled against? Isn’t it like giving hope to the poor and cheating them?
Why does the present government propose houses for the poor in the desert and cemetery, which has been campaigning for the last four years?

Why did they not invite 50000 poor people in Visakhapatnam, which they are repeatedly boasting about and saying that Andhra Pradesh is the only capital? Does that mean the poor should be far away from development?

Amaravati farmers are not anti-poor. suitable It is the government that is messing with the future of the poor with fraudulent policies and ill-conceived decisions that is against the poor.
