ఆంధ్రప్రదేశ్‌లో స్థానిక సంస్థల ఎన్నికల వాతావరణం వేడెక్కుతున్న తరుణంలో, పుంగనూరులో చోటుచేసుకున్న ఉద్రిక్తతలు ,రాజకీయ ఘర్షణలు తీవ్ర ఆందోళన కలిగిస్తున్నాయి. గ్రామ పంచాయతీలు, ఎంపీటీసీలు, జడ్పీటీసీలు ,పురపాలక సంఘాల ఎన్నికల సమయం సమీపిస్తున్న వేళ, ఇలాంటి హింసాత్మక ఘటనలు గ్రామ స్థాయి ప్రజాస్వామ్యానికి పెను ముప్పుగా మారుతున్నాయి. ఎన్నికలు అంటే ప్రజల తీర్పును వెల్లడించే పవిత్ర వేదిక కావాలి కానీ, కండబలానికి, భయభ్రాంతులకు గురిచేసే వాతావరణానికి వేదిక కాకూడదు. పుంగనూరు ఉద్రిక్తత రాష్ట్రంలోని ఎన్నికల అధికారులకు, పోలీసు యంత్రాంగానికి ఒక గట్టి హెచ్చరిక లాంటిది.

1. హింసను సహించని విధానం – ముందస్తు నిరోధక చర్యలు

పుంగనూరు ఘటన లాంటివి పునరావృతం కాకుండా ఉండాలంటే, శాంతిభద్రతల పరిరక్షణలో ఎలాంటి మినహాయింపులు ఉండకూడదు. రాష్ట్ర ఎన్నికల సంఘం (SEC) ,పోలీసు శాఖ అత్యంత సమస్యాత్మక (Hyper-sensitive) ప్రాంతాలను తక్షణమే గుర్తించి ప్రత్యేక నిఘా పెట్టాలి. శాంతిభద్రతలకు విఘాతం కలిగించే అసాంఘిక శక్తులను, రౌడీషీటర్లను ముందస్తుగా అదుపులోకి తీసుకోవాలి. ఇతర ప్రాంతాల నుంచి అక్రమంగా గుంపులను తరలించడాన్ని, ఎన్నికలను ప్రభావితం చేసేందుకు నగదు లేదా మరే ఇతర రూపంలో ప్రలోభాలకు గురిచేయడాన్ని ఉక్కుపాదంతో అణచివేయాలి.

2. అధికార యంత్రాంగం నిష్పక్షపాతంగా వ్యవహరించడం

As the atmosphere for local body elections heats up in Andhra Pradesh, the tensions and political clashes that occurred in Punganur are a cause for serious concern. With elections for Gram Panchayats, MPTCs, ZPTCs, and municipal bodies approaching, such violent incidents pose a grave threat to democracy at the grassroots level. Elections should serve as a sacred platform for the expression of the people’s mandate; they must not become a stage for the display of brute force or the creation of an environment defined by fear and intimidation. The tension in Punganur serves as a stern warning to the state’s election authorities and the police machinery.

Local elections inherently involve intense competition among close acquaintances and local leaders.
