Amaravati, March 17, 2025: As part of the Swarna Andhra Vision 2047, the Andhra Pradesh government is formulating development plans at the constituency level. CM N. Chandrababu Naidu stated that MLAs must take responsibility for executing these plans. The pilot phase includes four constituencies—Kuppam, Pithapuram, Mangalagiri, and Uravakonda—with vision documents already prepared. A framework for the remaining constituencies will be developed soon.
CM Chandrababu Naidu presented the Vision 2047 plan, explaining how the government will support MLAs in executing constituency development plans. He stressed district, municipal, and village-level action plans and announced that district vision documents would be released in collector meetings.
The Chief Minister urged people to understand the current challenges and assured that the government is committed to fulfilling public aspirations. Unlike the previous administration, which drove industries away, he emphasized the importance of attracting industries to the state. He encouraged MLAs to actively participate in bringing investments and developing agriculture, industries, and the service sector to boost income.
Development Goals for Swarna Andhra
In alignment with Viksit Bharat 2047, AP has set a target of 15% annual growth to transform the state into a ₹308 lakh crore economy by 2047, with a per capita income of ₹55 lakh. Specific plans are in place to develop Rayalaseema as a hub for horticulture, solar, wind, and pumped energy projects. Anantapur, once a drought-prone district, is now among the top five districts in development and could reach the top position soon.
Housing for Every Family
The government aims to provide house sites to all families:
• 3 cents in rural areas
• 2 cents in urban areas
If beneficiaries already have a one-cent site, they will receive an additional two cents. By 2029, every family will have a house.
Support for 35 Lakh People Under P4 Initiative
The government plans to uplift 35 lakh underprivileged individuals through the P4 program, helping 20 lakh people in the first phase and 15 lakh in the second. Those who adopt and support the poor will receive government awards and recognition.
Economic Growth Projections (2024-2047)
• Agriculture & Allied Sectors: Expected to grow from ₹5.17 lakh crore (2024-25) to ₹52.56 lakh crore (2047-48).
• Industries: Projected to increase from ₹3.40 lakh crore (2024-25) to ₹74 lakh crore (2047-48).
• Services: Estimated to rise from ₹6.12 lakh crore (2024-25) to ₹155.88 lakh crore (2047-48).
• Overall GSDP: ₹15.93 lakh crore (2024-25) to ₹308.11 lakh crore (2047-48).
• Per Capita Income: ₹2.98 lakh (2024-25) to ₹54.60 lakh (2047-48).
Key Targets for 2047
• Population: Increase from 5.3 crore to 5.8 crore.
• Life Expectancy: Improve from 70.6 years to 85 years.
• Urban Population: Rise from 36% to 60%.
• Literacy Rate: Achieve 100% literacy.
• Unemployment Rate: Reduce from 4.1% to 2%.
• Exports: Increase from ₹1.68 lakh crore to ₹39.12 lakh crore.

Multi-Level Development Planning
The government is implementing a five-stage vision framework:
1. State Vision Plan
2. Sector-Specific Thematic Vision
3. District Vision Action Plan
4. Constituency Vision Action Plan
5. Mandal/Municipality Vision Action Plan
Under this plan, 686 mandals have been assessed for strengths and opportunities. The focus is on agriculture, key growth engines, and five-year development targets for each sector. Special district development strategies are also being implemented.
Vision Monitoring System
Each constituency will have an institutional framework led by:
• MLA as Chairperson
• District-level officer as Special Officer
• A young professional and five members from GSWS (Grama/Ward Secretariat Services)
This system will be overseen by the Constituency Vision Monitoring Unit. MLAs and officers will be ranked based on Key Performance Indicators (KPIs). Monthly digital dashboards will track progress, with reviews every two months by the Chief Secretary and every three months by the CM.
Three-Language Policy
CM defended the three-language formula, stating that language is a tool for communication, not a barrier. He emphasised that people who studied in their mother tongue have succeeded globally. Learning multiple languages will increase job opportunities in international markets.
