Illegal Collections Targeting Educational Institutions
- Alleged Rackets in the Name of Student and Community Associations

Educational institutions across several districts in the state are expressing serious concern over alleged illegal money collections by groups claiming to represent student unions, community associations, and politically motivated individuals. Managements state that many who identify themselves as “student union members” are not students at all but unemployed youth, often above 25 years of age.
According to representatives of various colleges, the issue has escalated in recent months. Once an institution pays a “subscription” or “donation” to one such group, multiple other associations immediately approach them, pressuring them to pay on the grounds that payment was made to others. Managements allege that refusal to comply often results in false complaints being lodged through official grievance platforms such as the Collector’s grievance cell, University grievance cell, and CMO grievance system. Institutions further claim that these groups later demand money to withdraw those complaints.
Despite lacking minimum credentials such as formal registration, bylaws, bank accounts, or financial auditing, several self-styled associations are allegedly exerting pressure on colleges by accusing them of “rule violations.” Some leaders are also accused of sensationalizing sensitive issues, including attributing student suicides — which may stem from personal circumstances — to institutional failures for their own benefit.
Reports from educational circles suggest that in certain districts, nearly 30 such associations are operating simultaneously. These groups are said to carry pamphlets and unofficial receipt books for non-existent meetings and roam around campuses making frequent allegations against government bodies and universities to remain in the public eye.
Government and private colleges across the state are urging the Government to introduce strict regulatory measures to curb unauthorized interference of external groups in the education sector.
A senior advocate from Kadapa observed that only five or six student unions are officially affiliated with political parties, while the remaining groups have formed independently. He added that despite a recent Government circular restricting entry of student unions and political parties into educational institutions, many organizations are not complying with the directive.
He emphasized that if any institution violates rules, action should be recommended through appropriate authorities — not taken unilaterally by external groups through pressure tactics or defamatory social media campaigns.

రాష్ట్రంలోని పలు జిల్లాలలో విద్యార్థి సంఘాలు, సామాజిక సంఘాలు, రాజకీయ ప్రేరణతో కదిలే కొందరు వ్యక్తులు విద్యాసంస్థలను బెదిరించి అక్రమంగా సొమ్ము వసూలు చేస్తున్నారనే ఆరోపణలు తీవ్రంగా వినిపిస్తున్నాయి. “విద్యార్థి సంఘాల సభ్యులమే” అని చెప్పుకొనే వారిలో చాలామంది అసలు విద్యార్థులు కానే కాదని, 25 సంవత్సరాలకుపైబడిన నిరుద్యోగ యువకులేనని కళాశాల యాజమాన్యాలు ఆందోళన వ్యక్తం చేస్తున్నాయి.
కొన్ని విద్యాసంస్థల వివరాల ప్రకారం—ఒక కళాశాల ఒక సంఘానికి ఏదైనా రకంగా “సబ్స్క్రిప్షన్” లేదా “డొనేషన్” ఇచ్చిన వెంటనే, మరికొన్ని సంఘాలు “వారికి ఇచ్చారు కాబట్టి మాకూ ఇవ్వాలి” అంటూ ఒత్తిడి తెస్తున్నాయి. చెల్లించకపోతే కలెక్టర్ గ్రీవెన్స్ సెల్, యూనివర్శిటీ గ్రీవెన్స్ సెల్, సీఎంఓ గ్రీవెన్స్ సిస్టమ్ వంటి అధికారిక వేదికలపై తప్పుడు ఫిర్యాదులు చేసి, తర్వాత అవి తీసివేతకు మళ్లీ డబ్బులు డిమాండ్ చేస్తున్నారనే ఆరోపణలు ఉన్నాయి.
నమోదు, నియమావళి, బ్యాంక్ ఖాతాలు, ఆడిటింగ్ వంటి ప్రాథమిక అవసరాలు కూడా లేని అనేక సంఘాలు “నిబంధనల ఉల్లంఘనలు” అంటూ విద్యాసంస్థలపై ఒత్తిడి తీసుకొస్తున్నాయి. కొంతమంది నాయకులు విద్యార్థుల వ్యక్తిగత కారణాలతో జరిగే ఆత్మహత్యలను కూడా విద్యాసంస్థలపై మోపుతూ “డెత్ పాలిటిక్స్” చేస్తున్నారన్న విమర్శలు వెల్లువెత్తుతున్నాయి.
కొన్ని జిల్లాలలో ఇలాంటి 30కి పైగా సంఘాలు పనిచేస్తున్నాయని, వీరు అనుచరులను నియమించుకొని బలవంతపు వసూళ్లు చేస్తుంటారని సంస్థలు చెబుతున్నాయి. అసలు లేని సమావేశాల పేరుతో బ్రోచర్లు, రసీదు పుస్తకాలు తీసుకుని తిరుగుతూ ప్రతిరోజూ ప్రభుత్వం, విశ్వవిద్యాలయాలపై ఆరోపణలు చేస్తూ ప్రాచుర్యంలో ఉండాలని చూస్తున్నారని ఆరోపిస్తున్నారు.
ఇలాంటి సంఘాల జోక్యాన్ని పూర్తిగా నిలువరించేందుకు కఠిన చట్టపరమైన చర్యలు తీసుకోవాలని ప్రభుత్వ, ప్రైవేట్ కళాశాలలు ప్రభుత్వం ను వేడుకుంటున్నాయి.
కడపకు చెందిన ఒక అడ్వకేట్ అభిప్రాయం ప్రకారం—అనేక విద్యార్థి సంఘాల్లో రాజకీయ పార్టీలకు అనుబంధంగా ఉన్నవి ఐదు–ఆరు మాత్రమే; మిగతావి స్వయంగా ఏర్పడినవేనన్నారు. ఇటీవల ప్రభుత్వం విద్యాసంస్థల ప్రాంగణంలో విద్యార్థి సంఘాలు, రాజకీయ పార్టీలు ప్రవేశించకూడదని సర్క్యులర్ జారీ చేసినా, అనేక సంఘాలు దాన్ని పట్టించుకోవడంలేదని తెలిపారు.
విద్యాసంస్థలు ఎక్కడైనా తప్పులు చేస్తే, సంబంధిత అధికారుల ద్వారా చట్టపరమైన చర్యలకు సిఫార్సు చేయాలని—తాము స్వయంగా సంస్థలపై చర్యలు తీసుకోవడం, సోషల్ మీడియాలో అపవాద ప్రచారం చేయడం సరికాదని ఆయన హెచ్చరించారు.
