The coalition government’s cabinet meeting was held today in a way that reflects its goals. The coalition government is moving forward with welfare and development as its two eyes, which was evident in this meeting. This cabinet meeting was held with the goal of laying strong foundations for the state’s future with definite thinking and vision. In this single cabinet meeting, proposals related to investments of approximately Rs.80 thousand crores received approval seal, thereby creating employment opportunities for 1.50 lakh people. Policies were brought to make Andhra Pradesh the ultimate destination for all investors in the future, and approval was given to proposals for investments that came accordingly.
*1. IT E&C Department:*
The State Council of Ministers approved the proposal made by IT E&C Department for approval of Andhra Pradesh Electronics Components Manufacturing Policy 4.0 (2025-30).
This policy will accelerate business pace and stimulate large-scale domestic and global investments in the electronics components ecosystem. Electronics component manufacturing companies investing in Andhra Pradesh can receive advance incentives, matching incentives, interim support measures, and plug-and-play manufacturing facilities in special clusters. Companies can also receive incentives and concessions suitable for mega projects. Significant employment generation opportunities will arise in areas like Sri City near Tirupati, Orvakal near Kurnool, Kopparthi, and Hindupur.
*2. IT E&C Department:*
The State Council of Ministers approved allocating 0.45 acres of land to M/s. Phenom People Private Limited in the IT Park at Madhurawada, Rushikonda Non-SEZ zone, Visakhapatnam district, and providing incentives under AP IT & GCC Policy (4.0) 2024-29 for a project with Rs.207.5 crores investment creating 2500 jobs.
The cabinet approved allocating to M/s. Phenom People Private Limited 4 acres at Plot Nos. 15B and 15C, Hill No.4 and 0.45 acres at Plot No.C1A, Hill No.2 (Non SEZ), Madhurawada, Visakhapatnam at a rate of INR 4.05 crores per acre based on SIPB recommendation. The company is required to commence operations within 12 months from land allotment date (in one campus) and create 1250 jobs in two years followed by 1250 jobs in the next two years (in both campuses).
The Council of Ministers comprehensively reviewed the proposal considering suggestions and opinions from stakeholders and relevant government agencies.
The company plans to invest INR 205 crores with their proposed 4.45-acre facility to create 2500 jobs, which exceeds the minimum eligibility mentioned in AP IT & GCC Policy 4.0. Additionally, prominent IT companies attract talent, ancillary industries, service providers, and infrastructure development. This greatly improves the local IT ecosystem and establishes a strong system leading to further investments in subsequent stages.
*3. IT E&C Department:*
Based on State Investment Promotion Board recommendation, the State Council of Ministers approved the proposal made by IT E&C Department to allocate 3.6 acres of land at IT Hill No.3, Madhurawada, Visakhapatnam district at Rs.1 crore per acre and 50 acres at Paradesipalem at Rs.50 lakhs per acre to M/s. Sify Infinite Spaces Limited through APIIC, thereby facilitating Rs.16,466 crores investment and 600 employment opportunities.
This strategic development will establish Visakhapatnam as a key data hub, attract technology-based organizations, and improve the state’s capabilities in cloud computing, data storage, and digital services.
*4. IT E&C Department:*
The State Council of Ministers approved the proposal made by IT E&C Department to allocate 30 acres of land at Plot Numbers UDL1, UDL2, and UDL3 at IT Hill No. 4, Madhurawada, Visakhapatnam Rural Mandal, Visakhapatnam district through APIIC at a subsidized rate of INR 1.50 crores (one crore fifty lakhs only) per acre to Messrs Sattva Developers Private Limited and provide incentives under AP IT & GCC Policy (4.0) 2024-25 for a proposed investment of INR 1,500 crores as recommended by SIPB, creating 25,000 jobs.
*5. IT E&C Department:*
The State Council of Ministers approved the proposal made by IT E&C Department to allocate 2.5 acres of land at Plot Number 6 on IT Hill No. 3 and 7.79 acres of land at Plot Number UDL 6 on Hill Number 4, Madhurawada, Visakhapatnam Rural Mandal, Visakhapatnam district to M/s. ANSR Global Corporation Private Limited and consider the project under IT Infrastructure Developer category in AP IT & GCC Policy 4.0 (2024-29) and extend incentives for a proposed investment of INR 1,000 crores as recommended by CCITEI and SIPB, creating 10,000 jobs.
*6. IT E&C Department:*
The State Council of Ministers approved the proposal made by IT E&C Department to allocate 30 acres of land at Yendada village (behind Panorama Hills), Visakhapatnam Rural Mandal, Visakhapatnam district through APIIC at INR 1.5 crores per acre to M/s. BVM Energy and Residency Private Limited and consider the project under IT Infrastructure Developer category in AP IT & GCC Policy (4.0) 2024-25 and extend incentives for a proposed investment of INR 1250 crores as recommended by CCITEI and SIPB, creating 15,000 jobs.
*7. Municipal Administration and Urban Development Department:*
The State Council of Ministers approved the proposal made by Municipal Administration and Urban Development Department to make amendments to Andhra Pradesh Regulation of Unauthorized Layouts and Plots Rules, 2020 (LRS-2020) issued through G.O.Ms.No.10, MA&UD Dept., dt:08.01.2020.
*8. Municipal Administration and Urban Development Department:*
The State Council of Ministers approved the proposal to give permission to the Metropolitan Commissioner, Visakhapatnam Metropolitan Region Development Authority to continue the land pooling process initiated in 2007 in Cherlopallikandam village, Anakapalli district up to Ac.58.18 cts.
*9. Municipal Administration and Urban Development Department:*
The State Council of Ministers approved the proposal to give permission to the Metropolitan Commissioner, Visakhapatnam Metropolitan Region Development Authority to undertake land acquisition up to Ac.1941.19 cts in Visakhapatnam, Vizianagaram & Anakapalli districts according to Visakhapatnam Urban Development Authority Land Pooling Scheme (Formulation and Implementation) Rules, 2016.
*10. Municipal Administration and Urban Development Department:*
The State Council of Ministers approved the proposal to approve the recommendations made by the Technical Committee in its final report for completing construction works of 20 existing packages under Andhra Pradesh Urban Water Supply and Septage Management Improvement Project (APUWS&SMIP) with Asian Infrastructure Investment Bank (AIIB) funding and to invite tenders for remaining works.

The State Council of Ministers approved the proposal to approve amendments to the Negotiated Settlement Policy issued in G.O.Ms.No.153, MA & UD (CRDA.2) Dept., dt:19.04.2017 r/w G.O.Ms.No.420, dt:31.12.2018.

The State Council of Ministers approved the proposal to approve specific changes in the recommendations made by the State Level Committee regarding NTR Smart Townships/MIG Layouts in G.O.Ms.No.76, MA & UD Dept., dt:28.07.2021.
*13. Industries & Commerce Department (Mines Division):*
The State Council of Ministers approved the proposal to ratify key activities undertaken as part of APMDC 2025-26 Second Tranche Bond Issuance Process including accepting subscription amount of Rs.5,526.18 crores, bidding at par for 9.3% Coupon Rate, and allotting bonds to respective Bond Holders and executing various transaction-related documents.

The State Council of Ministers approved the proposal to approve recommendations of SIPB meeting held on 17.07.2025 regarding investment proposal of M/s. Shreeja Mahila Producer Company Limited.

The State Council of Ministers approved the proposal to approve recommendations of SIPB meeting held on 17.07.2025 regarding investment proposal of M/s. JSW AP Steel Limited to expedite project commencement in the state.

The State Council of Ministers approved the proposal to approve recommendations of SIPB meeting held on 17.07.2025 regarding investment proposals of M/s. Greenlam Limited, M/s. Axelent Pharma Science Private Limited, M/s. Agastya Energy Industries Private Limited, M/s. ReNew Photovoltaics Private Limited to expedite project commencement in Andhra Pradesh state.

The State Council of Ministers approved the proposal to approve recommendations of SIPB meeting held on 17.07.2025 regarding investment proposals of M/s. Laurus Labs Limited and M/s. Ace International to expedite project commencement in the state.

The State Council of Ministers approved the proposal made by Energy Department regarding the request of M/s. PVS Group for setting up 20TPD Compressed Biogas Plant at Arasada village, Vangara Mandal, Vizianagaram district.

The State Council of Ministers approved the proposal made by Energy Department to authorize APTRANSCO Chairman & Managing Director, Vijayawada to undertake necessary activities for implementing BESS project under PSDF for state utilities usage.

The State Council of Ministers approved the proposal to approve the request of M/s. Adani Green Energy Limited, Gujarat to cancel the allocation of Kurukutti PSP (1200 MW) and Karrivalasa PSP (1000 MW) affected by inter-state boundary disputes.

The State Council of Ministers approved the proposal to approve the request of M/s. RVR Projects Private Limited for allocation of 800 MW Pumped Storage Power project at Ovuku in Nandyal district.

The State Council of Ministers approved the proposal to approve the request of M/s. PVS Rammohan Industries Private Limited for setting up 2 units of 15TPD (Total 30 TPD) Compressed Biogas Plants at Santavurity village, G.Sigadam Mandal, Srikakulam district.

The State Council of Ministers approved the proposal to approve the request of M/s. ReNew Vyoman Power Private Limited for revised Government orders for allocating 300 MW Wind Power Capacities at Dhone West Area in Kurnool and Nandyal districts.

The State Council of Ministers approved the proposal to approve the request of M/s. ReNew Vikram Shakti Private Limited for allocation of 600 MW Wind Power project at Dhone West area in Kurnool and Nandyal districts.

The State Council of Ministers approved the proposal to cancel 328 MW Wind Power Capacity allotted to M/s. Shreeja Infrastructure Private Limited at Gundu Thanda, Kurnool district due to delay in project execution.

The State Council of Ministers approved the proposal for changes/restructuring in APPDCL management by making Andhra Pradesh Central Power Distribution Corporation Limited (APCPDCL) as New Shareholder in APPDCL and to provide revolving Government Guarantee to Power Finance Corporation Limited (PFC) on behalf of APPDCL for an amount of Rs.1724 crores approximately till the tenor of loans i.e., up to 2044-2045.

The State Council of Ministers approved the proposal to cancel 800 MW Singanamala PSP capacity project allotted to M/s. Auro Infra Private Limited (formerly M/s. Aurobindo Realty & Infrastructure Private Limited) in Anantapur district.

The State Council of Ministers approved the proposal to approve the request of M/s. JSW Neo Energy Limited for setting up 400 MW Solar Power project out of 1050 MW capacity at Sunnapurallapalle and other villages of Jammalamadugu Mandal, YSR Kadapa district instead of Mudgubba Mandal, Sri Sathya Sai district.

JSW Neo Energy Limited for setting up 400 MW Solar Power project out of the government-approved 1050 MW Solar Power project at Sunnapurallapalle and other villages instead of Mudgubba Mandal, Sri Sathya Sai district at Jammalamadugu Mandal, YSR Kadapa district.

The State Council of Ministers approved the proposal for Green Hydrogen Valley Declaration in Amaravati.
*30. Water Resources Department:*
The State Council of Ministers approved the proposal for pre-closure of contract for “Improvements and Modernization of canal system of Thandava Reservoir Project” work entrusted to M/s. Max Infra (I) Limited vide Agt No. 12 SE / 2006-07 Dt. 9-3-2007 in Golugonda Mandal, Visakhapatnam district.
*31. Water Resources Department:*
The State Council of Ministers approved the ratification proposal for (i) administrative approval for AME estimate for “Gandikota Lift Irrigation Scheme Stage-I and Stage-II Pump Houses” work for Rs.291.00 lakhs in YSR Kadapa district for the year 2023-24 and (ii) entrusting the work to M/s. Megha Engineering Infrastructures Limited, Hyderabad on nomination basis for Rs.291.00 lakhs with SSR 2022-23.
*32. Water Resources Department:*
The State Council of Ministers approved the proposal for administrative approval for Rs.53.00 crores for “Sri Narasimharaya Sagar Project (Gorakallu Balancing Reservoir) Protection works” Phase-I under Gorakallu Balancing Reservoir, Gorakallu (V), Panyam (M), Nandyal district.
*33. Agriculture & Cooperation Department:*
The State Council of Ministers approved the proposal to approve revised operational guidelines for HDBRG Tobacco Procurement, Farmer Scheduling, Quantity Limits, Centre Expansion and Logistics support.
a. Fixing 20 Quintals as the limit per farmer.
b. Scheduling farmers having 1 Qtl to 20 Qtls from 14.07.2025 from lowest to highest instead of the present method of scheduling based on first come first serve.
c. Already scheduled up to 12-07-2025 will be continued.
d. Farmers having more than 20 Qtls will also be scheduled limiting to 20 Qtls.
e. More procurement centres will be opened as per DLPC decision.
f. APSWC to identify and provide storage space for accommodating produce over and above the capacity of existing procurement centres so as to facilitate continuation of the center without break.
g. The cost of transporting this produce will be added to the incidental cost without burdening the farmer.

The State Council of Ministers approved the proposal made by Agriculture & Cooperation Department to allot Acres 5.97 cents of land for construction of BC Girls Residential School cum Hostel on the southern side of Market yard, adjacent to Koilakuntla road, Banganapalle without transferring ownership rights and also without any rent basis.
*35. Revenue Department:*
The State Council of Ministers approved the proposal made by Revenue Department for alienation of Ac.10.00 cents of Government land in Sy.No.511-2 of Sundarayyapeta, H/o Seethanagaram village, Anakapalli Mandal, Anakapalli district in favour of Kendriya Vidyalaya Sangathan, Secunderabad for construction of permanent school building, staff quarters and other infrastructure on payment of Rs.1,75,00,000/-.

The State Council of Ministers approved the proposal to issue errata for the error occurred in mentioning the village name as N.Mydukur instead of Mydukur in G.O.Ms.No.119, Revenue (Lands-VI) Dept., dated 15.03.2024 and for approval of alienation of Government Land total admeasuring to an extent of Ac.5.08 cts at N.Mydukur Village of Mydukur Mandal in favour of NAFED (National Agricultural Cooperative Marketing Federation of India Ltd.) for construction of General Warehouse on payment of land value @ Rs.21,08,000/- per acre.
*37. Revenue Department:*
The State Council of Ministers approved the proposal for waiver of outstanding interest amount of Rs.85.81 crores on Water Tax arrears as on 2024-25 as a one-time measure, while collecting the water tax arrears from farmers.
*38. General Administration Department (Political):*
The State Council of Ministers approved the report dt:10.07.2025 submitted by Justice M.Satyanarayana Murthy, Hon’ble Judge (Retd.), AP High Court, Commissioner of Inquiry on the Stampede occurred on 08.01.2025 at Padmavathi Park in Bairagipatteda, Tirupati.

The State Council of Ministers approved the proposal made by Law Department to sanction 7 Driver posts (1 Senior Driver + 6 Drivers) on permanent basis as part of protocol responsibility management during leave period for judges and other dignitaries, which were earlier on outsourcing basis.
*40. Youth Development, Tourism and Cultural Department:*
The State Council of Ministers approved the proposal made by Youth Development, Tourism and Cultural Department to approve decisions taken by State Investment Promotion Board (SIPB) in the meeting held on 17.07.2025 for providing incentives to M/s ITC Hotels Limited, Kolkata for 5-star luxury hotel development in Visakhapatnam.

The State Council of Ministers approved the proposal made by Youth Development, Tourism and Cultural Department to approve decisions taken by State Investment Promotion Board (SIPB) in the meeting held on 17.07.2025 for providing incentives to M/s Lansum Leisures & Entertainment LLP, Hyderabad for 5-star hotel development at AMTZ, Visakhapatnam.

The State Council of Ministers approved the proposal made by Youth Development, Tourism and Cultural Department to approve decisions taken by State Investment Promotion Board (SIPB) meeting held on 17.07.2025 for providing incentives to Messrs Starturn Hotels LLP, Bangalore for 5-star hotel development in Tirupati.

The State Council of Ministers approved the proposal made by School Education Department regarding G.O.Ms.No.26 dated 12.06.2025 issued for guidelines and G.O.Ms.No.27 dated 12.06.2025 regarding administrative permissions for implementing “Thalliki Vandanam” scheme from the academic year 2025-26.
*44. Backward Classes Welfare Department:*
The State Council of Ministers approved the proposal made by Backward Classes Welfare Department to establish new “Andhra Pradesh State Noor Basha/Dudekula Finance Corporation” in place of the existing AP Noor Basha/Dudekula Welfare and Development Corporation under Backward Classes Welfare Department.
*45. Municipal Administration and Urban Development Department:*
The Council of Ministers approved the proposal to invite tenders for works related to 40% expenditure for the first phase works of Metro Rail project to be undertaken on 50-50 Joint Venture basis with an estimated cost of Rs.11,498 crores in Visakhapatnam city.
*46. Municipal Administration and Urban Development Department:*
The Council of Ministers approved the proposal made by Municipal Administration and Urban Development Department for in-principle approval of Vijayawada Metro Rail Project Phase-I with two corridors, estimated cost of Rs.10,118 crores, according to 50:50 Government Joint Venture (JV) equity funding model, to start tendering process for up to 40% of project costs and issue Notice to Proceed (NTP) subject to approval from Ministry of Housing and Urban Affairs.

The State Council of Ministers approved the proposal made by Revenue Department to allocate 439.27 cents of land free of cost to APIIC organization for setting up Industrial Park in various survey numbers in R.Ananthapuramu village, Madakasira Mandal, Sri Sathya Sai district.

*Youth Development, Tourism and Cultural Department:*
Incentives will be provided for establishing wildlife, adventure, heritage, environmental and temple tourism circuits in various parts of the state and for employment generation.
