భారత్ – చైనా మధ్య ఘర్షణ వాతావరణం
అరుణాచల్ ప్రదేశ్ ముమ్మాటికీ భారత్ లోని అంతర్భాగమే అని భారత్ గర్జించింది. అరుణాచల్ ప్రదేశ్ లోని 11 ప్రాంతాలకు చైనా కొత్త పేర్లు ప్రకటించడంతో ఈ పరిస్థితి చోటుచేసుకుంది. కొత్తపేర్లు పెట్టినంత మాత్రానా అవి భారత్ భూభాగం కాకుండా పోదని భారత్ స్పష్టం చేసింది. దీనికి అమెరికా మద్దతు తెలిపింది. ఈ క్రమంలో రెండు దేశాల మధ్య సంబంధాలు దెబ్బతిని, జర్నలిస్టులను ఇరు దేశాలు బహిష్కరించాయి. అరుణాచల్ ప్రదేశ్ సరిహద్దుల్లోఘర్షణ వాతావరణం నెలకొనడంతో ప్రధానమంత్రి మోడీ మిలటరీని సర్వసన్నంద్దంగా ఉంచాల్సిందిగా కోరారు.

చైనా దూకుడు పెంచి, ఏకపక్ష నిర్ణయాలు తీసుకుంటోంది. అందులో భాగంగా టిబెటన్,పినియిన్ ల్లో మూడోసారి పేర్లను ప్రకటించింది. అరుణాచల్ప్రదేశ్లోని 11 ప్రదేశాలకు పెట్టిన కొత్త పేర్లను చైనా సివిల్ ఎఫైర్స్ మినిస్ట్రీ ఆమోదించించడంతో రెండు దేశాల మధ్య ఘర్షణ వాతావరణం నెలకొంది.
మొదటిసారి నవంబర్ 2017లోను, మరికొద్ది రోజుల తర్వాత, టిబెట్ ఆత్మాధ్మిక వేత్త దలైలామ అరుణాచల్ ప్రదేశ్లో పర్యటన తర్వాత పేర్లను మార్చింది.
2021 డిసెంబరులో అంటే చైనా న్యూ లాండ్ బోర్డర్ (చైనా కొత్త సరిహద్దు చట్టం ) అమలులోకి వచ్చే రెండు రోజుల ముందు పేర్లను మరొకసారి పేర్లను ప్రకటించింది. ఈ వారం మరో సారి పేర్లు మార్చడం తెలిసిందే.
2017లో చైన డొక్లాం సంక్షోభానికి తెరతీసింది. దీంతో భారత్ ,భూటాన్ చైనా మధ్య టెన్షన్ ను నెలకొల్పింది. వాస్తవానికి చుండీ లోయ ప్రాంతం దగ్గర్లోని డొక్లాం పీఠభూమి. చైనా – భారత్ మధ్య ఉన్న ఈ ప్రాంతం వివాదాస్పదంగా మారింది. సిలీగూడి కార్ డార్ కి చాలా దగ్గరగా ఉన్న ఈ ప్రాంతంకూడా తమేదే అని చైనా ప్రకటించడంతో భూటాన్ తో ఉన్న స్నేహంతో భారత్ వ్యూహాత్మకంగా వ్యవహరించాల్సి వచ్చింది.
అరుణాచల్ ప్రదేశ్లోని 90 వేల చదరపు కిలోమీటర్ల భూభాగం తమదేనని చైనా వాదిస్తోంది. ఆక్సాయ్ చిన్ పశ్చిమ ప్రాంతంలోని 38 వేల చదరపు కిలోమీటర్ల భూభాగాన్ని చైనా అక్రమంగా ఆక్రమించిందని ఇండియా చెబుతోంది.
చైనా అధికారిక వార్తా పత్రిక గ్లోబల్ టైమ్స్ కథనం ప్రకారం, అరుణాచల్ ప్రదేశ్లోని 11 ప్రాంతాల పేర్లను చైనీస్, టిబెటన్, పిన్యున్ భాషల్లో చైనా సివిల్ ఎఫైర్స్ మినిస్ట్రీ ఆమోదించింది. వాటిలో రెండు భూబాగాలు, రెండు నివాస ప్రాంతాలు, ఐదు పర్వత శిఖరాలు, రెండు నదులు ఉన్నాయి. మరో రెండు ఇతర ప్రాంతాలు ఉన్నాయి.
చైనా కేబినెట్ స్టేట్ కౌన్సిల్ నిబంధనల మేరకు ఆయా ప్రాంతాల పేర్లు మార్చినట్టు గ్లోబల్ టైమ్స్ తెలిపింది. సౌత్ వెస్టర్న్ చైనాలోని షిజాంగ్ అటానమస్ రీజియన్లో ఈ ప్రాంతాలు ఉన్నట్లు ప్రచురించింది.
చైనా చర్యలను భారత్ ఖండించింది.
” ఆ నివేదికలు చూశాం. వాటిని నిర్ద్వంద్వంగా తిరస్కరించాం. అరుణాచల్ ప్రదేశ్ ఎప్పటికీ భారత్లో భాగమే. అది భారత్లో భాగం.. ఎప్పటికీ ఇండియాలో ఒక ముఖ్యమైన ప్రాంతంగా ఉంటుంది. పేరు మార్చేందుకు చేసే ప్రయత్నాలు నిజాన్ని మార్చలేవు ” అని భారత విదేశీ వ్యవహారాలశాఖ అధికార ప్రతినిధి అరిందమ్ బాగ్చి స్పష్టం చేశారు.
ఆ ప్రాంతాలకు పేర్లు పెట్టడం ద్వారా వాటిని చట్టబద్ధం చేసే ప్రయత్నం చైనా చేసిందని చైనీస్ నిపుణులు అభిప్రాయపడుతున్నారని గ్లోబల్ టైమ్స్ తెలిపింది.
అరుణాచల్ప్రదేశ్పై చైనా వాదనేంటి?
భారత్తో 1962లో జరిగిన యుద్ధంలో అరుణాచల్ ప్రదేశ్లోని సగానికి పైగా భూభాగాన్ని చైనా ఆక్రమించింది.ఆ తర్వాత చైనా కాల్పుల విరమణ ప్రకటించింది. తన సైన్యాన్ని మెక్మోహన్ రేఖ నుంచి వెనక్కు రప్పించింది.
అరుణాచల్ ప్రదేశ్ను దక్షిణ టిబెట్ ప్రాంతంగా చైనా చెబుతోంది. టిబెట్కు చెందిన మతగురువు దలైలామా నుంచి భారత ప్రధాని వరకూ అరుణాచల్ను సందర్శించడంపై అభ్యంతరాలు వ్యక్తం చేస్తోంది.
2009లో అప్పటి భారత ప్రధాని మన్మోహన్ సింగ్, 2014లో ప్రధాని నరేంద్ర మోడీ పర్యటనలపై చైనా అభ్యంతరం తెలిపింది.
మెక్మోహన్ రేఖను చైనా బేఖాతరు
భారత్, టిబెట్ మధ్య 1914కి ముందు నిర్దేశిత సరిహద్దు ఉండేది కాదు.
ఆ సమయంలో భారత్ బ్రిటిష్ పాలనలో ఉంది.ఆ తర్వాత భారత్, టిబెట్ ప్రభుత్వాల మధ్య షిమ్లాలో ఒక ఒప్పందం కుదిరింది.అప్పటి బ్రిటిష్ ఏలుబడిలో టిబెట్ ప్రభుత్వ ప్రతినిధిగా ఉన్న హెన్రీ మెక్మోహన్ 1938లో ఆ ఒప్పందంపై సంతకం చేశారు.
ఆ తర్వాత 1954లో నార్త్ ఈస్ట్ ఫ్రాంటియర్ ప్రావిన్స్ ఆవిర్భవించింది. ఆ ఒప్పందం ద్వారా భారత్లోని తవాంగ్తో సహా నార్త్ ఈస్ట్ ఫ్రాంటియర్ రీజియన్, టిబెట్ మధ్య సరిహద్దు అమల్లోకి వచ్చింది.భారత్కు 1947లో స్వాతంత్య్రం వచ్చింది. అదే సమయంలో 1949లో రిపబ్లిక్ ఆఫ్ చైనా అవతరించింది.
అయితే, షిమ్లా ఒప్పందాన్ని చైనా తిరస్కరిస్తోంది. టిబెట్పై తమకు హక్కు ఉందని, టిబెట్ ప్రభుత్వ ప్రతినిధిగా సంతకం చేసిన ఒప్పందాన్ని అంగీకరించేది లేదని చెబుతోంది.
ఈ వివాదం ఎప్పుడు మొదలైంది?
1951లో టిబెట్ను చైనా ఆక్రమించుకోవడంతో భారత్, చైనా మధ్య సంబంధాలు దెబ్బతిన్నాయి. ఇరుదేశాల మధ్య తొలిసారి ఉద్రిక్తత నెలకొంది.టిబెట్కు స్వాత్రంత్య్రం ఇస్తామని చైనా చెబుతూ వచ్చింది. మరోవైపు, టిబెట్కు భారత్ ప్రత్యేక దేశంగా గుర్తింపు ఇచ్చింది.
అప్పట్లో అరుణాచల్ ప్రదేశ్ రాష్ట్రం ఏర్పాటు కాలేదు. 1972కి ముందు అరుణాచల్ ప్రదేశ్, నార్త్ ఈస్ట్ ఫ్రాంటియర్ ఏజెన్సీగా ఉండేది. ఆ తర్వాత 1972 జనవరి 20న అరుణాచల్ ప్రదేశ్ పేరుతో కేంద్ర పాలిత ప్రాంతం ఏర్పాటైంది. ఆ తర్వాత 1987లో అరుణాచల్ ప్రదేశ్కు ప్రత్యేక రాష్ట్ర హోదా దక్కింది.
తవాంగ్లోని 400 ఏళ్ల చరిత్ర కలిగిన బౌద్ధపీఠాన్ని కూడా అరుణాచల్ ప్రదేశ్లో భాగంగా చూపించడం చైనా వాదనలకు ఒక కారణంగా చెప్పొచ్చు. అక్కడ బౌద్ధపీఠం స్థాపించడంతో భారత్, టిబెట్ మధ్య సరిహద్దు గుర్తించే ప్రక్రియ మొదలైంది. ”లద్దాఖ్ ఘర్షణ తర్వాత, తవాంగ్లోని బౌద్ధపీఠాన్ని ఆక్రమించుకుని బుద్ధిజాన్ని తన నియంత్రణలో ఉంచుకోవాలని చైనా భావిస్తోంది. తవాంగ్ పీఠానికి 400 ఏళ్ల చరిత్ర ఉంది. అంతేకాకుండా ఆరో దలై లామా కూడా 1683లో తవాంగ్లోనే జన్మించారని బలమైన విశ్వాసం. టిబెట్ మత గురువు దలై లామా ఈ ప్రాంతంలో పర్యటించడాన్ని కూడా చైనా వ్యతిరేకిస్తోంది. 2009లో దలైలామా టిబెట్లో పర్యటించిన సమయంలోనూ నిరసన తెలిపింది.
ఆ భూభాగం ఇండియాదే : అమెరికా
కొత్త పేర్లతో భారత్ భూభాగంలో చైనా చొచ్చుకొచ్చే ప్రయత్నాలను అమెరికా ఖండించింది. భారత – అమెరిక సంబంధాలు, రాయబారి ఎర్రిక్ గార్సెట్టి అరుణాచల్ ప్రదేశ్ భారత్ భూభాగమని, రెండు దేశాలు ఆర్థిక, సాంకేతిక, మిలటరీ వ్యవహారాల్లో సహకారం అందించుకుంటున్నాయని ఆమె తెలిపారు.
జర్నలిస్టులకు ప్రతిబంధకాలు
ఛైనా, భారత్ మధ్య ఘర్షణ వాతావరణం తలెత్తడంతో జర్నలిస్టులకు ప్రతిబంధకాలు ఏర్పడ్డాయి. చైనా జర్నలిస్టును దేశం విడిచి వెళ్లమని భారతదేశం కోరిన కొన్ని వారాల తర్వాత, ఇద్దరు భారతీయ జర్నలిస్టులను బీజింగ్కు తిరిగి రాకుండా చైనా నిషేధించింది,భారత్ కు చెందిన అన్షుమన్ మిశ్రా, అనంత్ కృష్ణన్ వీసాలు స్తంభించిపోయినందున వారు తిరిగి చైనాకు రావద్దనిఅక్కడి అధికారులు వారికి సమాచారం అందించారు. జింగ్లోని ప్రభుత్వ ప్రసార భారతి ప్రతినిధి అన్షుమన్ మిశ్రా, ది హిందూ ప్రతినిధి అనంత్ కృష్ణన్లకు చైనా అధికారులు వీసాలు స్తంభింప చేయడంతో ఈ పరిస్థితి తలెత్తింది. మిశ్రా, కృష్ణన్ ఇద్దరూ వ్యక్తిగత కారణాలతో ఇటీవలే భారత్కు వచ్చారు. బీజింగ్లో మిగిలి ఉన్న ఇద్దరు భారతీయ జర్నలిస్టులు – ప్రెస్ ట్రస్ట్ ఆఫ్ ఇండియా (పిటిఐ)కి చెందిన కెజెఎమ్ వర్మ, హిందుస్థాన్ టైమ్స్కు చెందిన సుతీర్థో పత్రనోబిస్ – వారు కొనసాగవచ్చని చైనా విదేశాంగ మంత్రిత్వ శాఖ అధికారులు చెప్పారు. భారతదేశంలోని చైనీస్ జర్నలిస్టుల సంఖ్య ఏడేళ్ల క్రితం 14కి పెరిగింది. జూలై 2016లో, భారతదేశం జిన్హువా నుండి ముగ్గురు జర్నలిస్టులను బహిష్కరించింది, అందులో న్యూ ఢిల్లీ, ముంబైలోని సంస్థ ల్లో బ్యూరో చీఫ్లు ఉన్నారు, వారు తమ పాత్రికేయానికి మించిన కార్యకలాపాలకు పాల్పడినట్లు “సెక్యూరిటీ ఏజెన్సీల దృష్టికి” రావడంతో వారిని బహిష్కరించారు.

China claims that 90,000 square kilometers of territory in Arunachal Pradesh belongs to them. India claims that China has illegally occupied 38,000 square kilometers of land in the western region of Oxai Chin.
China’s Ministry of Civil Affairs has approved the names of 11 regions of Arunachal Pradesh in Chinese, Tibetan and Pinyin languages, according to a report by China’s official news magazine Global Times. Among them are two plains, two residential areas, five mountain peaks and two rivers. There are two other areas.
Global Times said that the names of the areas have been changed according to the regulations of China’s Cabinet State Council. It published these areas as being in the Shizhang Autonomous Region of Southwestern China.
India has condemned China’s actions.
We have seen those reports. We categorically rejected them. Arunachal Pradesh will always be a part of India. It is a part of India.. and will always be an important part of India. Efforts to change the name cannot change the truth,” said Arindam Bagchi, spokesperson of the Indian Ministry of External Affairs.
According to Global Times, Chinese experts believe that China has tried to legitimize the areas by giving them names.
What is China’s claim on Arunachal Pradesh?
During the war with India in 1962, China occupied more than half of the territory of Arunachal Pradesh. After that, China announced a ceasefire. He withdrew his army from the McMahon line.
China claims Arunachal Pradesh as a region of southern Tibet. From the Dalai Lama of Tibet to the Prime Minister of India, there are objections to visiting Arunachal.

There was no demarcated border between India and Tibet before 1914.
At that time, India was under British rule. After that, an agreement was signed between the governments of India and Tibet in Shimla. Henry McMahon, who was the representative of the Tibetan government in the British colony at that time, signed the agreement in 1938.
Then in 1954 North East Frontier Province came into existence. Through that agreement, the border between India’s North East Frontier Region including Tawang and Tibet came into force. India got independence in 1947. At the same time, in 1949, the Republic of China came into being.
However, China rejects the Shimla agreement. It says it has rights over Tibet and does not accept the treaty it signed as a representative of the Tibetan government.
When did this controversy start?
After China occupied Tibet in 1951, relations between India and China were strained. For the first time there was tension between the two countries. China has been saying that it will give independence to Tibet. On the other hand, India has recognized Tibet as a separate country.
Arunachal Pradesh state was not formed at that time. Before 1972, Arunachal Pradesh was the North East Frontier Agency.After that on 20 January 1972, a Union Territory was formed under the name of Arunachal Pradesh. After that in 1987, Arunachal Pradesh got the status of a separate state.
One of the reasons for China’s claims is that the 400-year-old Buddhist temple in Tawang is also shown as a part of Arunachal Pradesh.
The process of demarcation of the border between India and Tibet began with the establishment of a Buddhist temple there.”After the Ladakh conflict, China wants to take control of Buddhism by occupying the Buddhist temple in Tawang. Tawang Peetha has a history of 400 years.
